Equal Employment has been putting the heel on the neck of blacks In this country. And those who re ally want to do that In the physical sense can get the message.” Among private corporations, the form er EEDC chairman said, "ta lk fa r outstripped the per form ance." He noted that after the EEOC held public hearings In New York in 1968, some "v e ry significant Increases" in white co lla r employment of blacks took place, but he added that the change was p rim a rily in "th e entry level and lowerm lddle level white co lla r positions. The board rooms ar stUi pretty lilly white.” Alexander cited a study last fa ll, which found no blacks among 2,522 top executives in 50 corp orations and only three blacks a- mong 660 board members of the same companies. The U.S. Congress has never succeeded in parsing legislation to give the EEOC enforcement powers in the field of Job dis crim ination , though it has had such b ills before it several times in recent years. C urrently, a b ill giving "cease and d e sist" powers to the commission is bottled up in the House Rules Committee, which is headed by Rep. W illiam Colm er (D -M iss.). Alexander predicted that " a t the end of this session, there w ill be no 'cease and desist’ legislation, because one 80-year-old M ississippian representing the voice of white M ississippi of 40 years ago de cided that he would keep this b ill in committee. And, one president of the United States has said no thing about th is ." Equal opportunity for blacks and other m inorities. In private corporations could take place without such legislatio, he said, if those who control the corp orations would recognize that ex isting laws and their own self- interst would be served. "If the changes do take place," Alex ander s a id ," —and there are cer tainly many reasons to question whether they are going to take place-they’ re going to take place because whites have decided from the point of view of th e ir pwn self-interest that they need to do something. "T he corporation , as a legal entity, is certainly perfectly cap able of adjusting itse lf to the law; the corporation does not have to stand as a bastion against pro gress . . . If they want to take the ultimate step, they could change this society within a few ye ars." In the meantime, Alexander added, " I think that blacks . . . ought to be pragmatic, ought to look fo r actual change and, when they see it in some great sub stance, then they can rejoice. Un t il that tim e, they ought to be very wary, very skeptical and very questioning of white motives attitudes and society."
