► PORTLAND/OBSERVER Thursday A pril 8 . 1971 Kinsey hot line At the end of the 12thweek of the 1971 Legislative Session, a quick review of the action taken during this past week shows that the pace is speeding up and chat many significant pieces of legislation are now reaching the stage for final flo o r vote. Property tax re lie f, as pro posed in the Home Preservation Plan which was announced e a rlie r this session by the Speaker of the House, Robert F . Smith, and Senate M inority Leader V icto r Atiyeh, cleared the House Revenue Committee and came to the flo o r of the House this week. House B ill 1317 would allow a cre d it against Oregon income taxes of the amount of property taxes actu a lly paid on$l,500 true cash value of the homestead, or $750 fo r a m arried person filing a separate return. Using a typical rate of $30 per $.1000 actual cash value, this would amount to $45 in property tax re lie f. If the allowabel credit* exceeds the income taxdue, or there is no income taxdue, the difference would be payable to the taxpayer. Most im portantly, this measure would d ire ct tax re lie f to an estimated 450,000 homeowners in the state with out the need fo r any broad-bas ed increase in income taxes by financing it from cuts in state budgets and from revenue p ro vided by a 5f increase in the cigarette tax. This measure was approved over opposition of the Hcuse Democrats who proposed in stead a $140 m illio n increase in income taxes in order to gain property tax re lie f. It would seem to me that increasing in come taxes in order to finance property tax re lie f would provide a real sla p-in- the-face to Oregonians who have asked us to hold the line on any m ajor tax increases. Also, while it would increase the tax burden by $140 m illio n , it would provide only slightly more than$30 m illio n fo r tax re lie f. The most objectionable factor in this plan is that the lion’ s share of the revenue collected from the in come tax increase woul be us ed to increase government spending rather than going fo r this needed property tax re lie f. Along with the passage ofHB 1317 to provide property tax re lie f, the House also voted to pas HB 1640 which increases the cigarette tax from 4< to 9f per pack. This b ill was approved in opposition to a plan proposed by the Democrats wherein they would reimbures vending owners fo r the actual cost of converting their equipment, and the costs of this provision, not to exceed $1 m illio n , would be paid out of the property tax re lie f ac count. Objection to this proposal was based p rim a rily on the fact that paying the costs of collecting this new tax might establish a pattern which could spread to paying fo r the costs of collecting other taxes which are now in existence. The $1,500 tax re lie f measure and the 5 f cigarette tax increase were the fir s t two parts of the Repbulican’ s Home Pre servation Plan to be approved . The other two parts of the plan which would freeze the property taxes fo r Oregonians aged 65 and older, and theplanto allow $500 annual income tax deduction from monies spent fo r home improvements, are now being considered in the are assured passage out of that committee. Eugene Employment Di vision office lis ts openings for an insurance adjuster with a minimum of five years current experience including m ultiple line experience; fo ra saw file r, journeyman to do any and all work fo r saw shop, m ostly large c irc u la r saws; fo r two journey man electricians with Oregon State blue cards fo r w iring of com mercial and residential buildings and must have own hand tools and be able to work a- lone; fo r a sawmill maintenance electrica l with journeyman or lim ited manufacturing plant license fo r work in saw m ill, and must have sawmill experience, and fo r a lib ra ria n with a degree in L ib ra ry Science, experienced in public school lib ra rie s .
