PORTLAND/OBSERVER Thursday, Feb. 25, 1971 Low-cost The pilot model for a ne,. type of construction for low-cost hous ing was opened for inspection on Tuesday, February 16, with a ceremony attended by Mayor T erry Schrunk and officials from the city government, Hous ing Authority of Portland, the Model Cities Program , the Port land Development Commission , and the builders. Great North ern Developers, Inc. The house, located at 3628 N. Kerby in an Urban Renewal area, is constructed of concrete. The exterior walls are poured flat in forms and tilted up to form the shell of the house, and place around a concrete slab. The in terior of these walls is insulat ed with styrofoam, with w i r i n g and plumbing channeled through the foam. Drywall panels a r e affixed to the styrofoam and finished in the c o n v e n t i o n a l manner. Partition walls are built as usual with 2 x 4*s and drywall panels. The floors are covered with wall-to-wall carpet, and the kitchen is furnished with wood cabinets, electric range and built-in dishwasher. In ad dition to the living roomanddin- ing area, there are three bed rooms and one-and-one-half bath plus a roughed-in hall closet for laundry equipment. In the front is a covered carport with a de housing tached storage area under roof. The concrete exterior is heavi ly textured, waterproofed and painted. Touches of dark stain ed wood have been employed to relieve the concrete. The house has 1,148 square feet of space, and carries an FHA vallation of $ 18,800. This is the first of a series of homes being built by The Great Northern Developers, In c , which includes Naymon S c a r b o r o u g h * and Lazarus ' ‘L arry” G arrett. A second concrete house at 3815 N Haight is now being construct ed under the supervision ofWm. Edwell Construction Co. of Hood River. The building contractors are being financed by the Benj. Franklin, a buyer qualifying un- Franklin with a conventional loan. According to the Benj.Frank lin, a buyer qualifying under Sec tion 235 of the Federal Housing Act, which provides subsidized, low-cost housing for low income families, will be able to purchase one of these homes with a down payment of $200 plus reserves for taxes and insurance and a monthly payment of about $110 on a 30 year mortgage. FHA Section 235 provides a govern ment subsidy for a portion of the interest on the mortgage, thus lowering the amount of the monthly payments.
