POLICY IS REAL PUZZLE Council Takes Over Duties For merly Held by Experts Un der Private Ownership. ' ARTICLE III. PTJGET SOUND BUREAU, Seattle. Wash., Sept. 12. When Seattle took over the street railway system from the Puget Sound Traction, Light & Power company, it was more man a transfer of physical property. It waa a transfer of authority, of executive control and management. The trained staff of the private cor poration gave way, and the mayor and city council tooK charge, xne only experienced man retained by the city was D. B. Henderson, who, as superintendent of transportation, had held about sixth place from the top in the scale of executive author ity under corporation ownership. Mr. Henderson had never run or bossed a street railway system; he liad always served under the orders of others higher in authority. Council Frames Policy. Going into the city's employ, Mr. Henderson passed from association with experts and into the company of the unskilled. His place with the city is under the superintendent of public utilities, an office filled by the mayor's appointment. The whole scheme of railway policy, management and operation comes within the Jurisdiction of the" city council of nine members elected by the people. Everything that the railway superintendent does or pro poses to have done must be subject to discussion and decision by- an array of "officials wholly without experience. It must be remembered that the city acquired the railway system without the investment of a dollar and with no obligation on its part ever to pay a cent. The 115,000,000 of bonds constituted a lien only upon the earnings of the railways, with a oontract provision that the earn inga must, by regulation of the rate of fare, always be sufficient to meet all of the system's debts, costs and charges. The entire burden of the bonds, principal and interest, of maintenance and operation, and of every conceivable or possible cost in connection with the system, was thus placed upon, the car riders. Everything had to be paid for out of the fares received. Taxation Burden Relieved. Buying the system had been made to seem more than ordinarily easy by the contract provision that no money was to be paid on th principal of the bonds until March 1. 1922. The bonds, bearing Interest at 5 per cent, were then to be re tired in 20 equal annual install ments of $,833,000, for which pro vision was to bo made by a sink ing, or bond retirement fund. Bond interest was called for in semi-an nual payments. So It appeared that the city was to own and possess the whole property without paying a penny for 35 months, or within a month of three years. City owner ship also automatically relieved the property of all the burdens of taxa tion thathad been borne by the corporation. The people had been assured that under all these easy terms .and con ditlons the city could operate the system, improve the service, make every desirable extension, maintain good wages, pay the bonded debt, and satisfy all concerned, within revenues accruing from a 5-cent fare. For a time it seemed that all this was being done, but only for a short time. Along in January, 1920, with abatement of war-time in dustrial activity and a consequent shrinkage of war-time population. the railway revenues showed such a falling off as to give warning that something must be done. Purchase Political Issue. It was about this time that Hugh M. Caldwell became a candidate for mayor of Seattle, making the street railway purchase the chief issue of his campaign. Mr. Caldwell de clared the deal to have been born and consummated in fraud and de ceit; he called the purchase con tract "impossible," denounced the management of the railways by the city as incompetent and wasteful, and offered evidence of heavy losses incurred in operation. He promised to . remedy the situation, even to the extent of going to the courts to have the contract an nulled. Over the opposition of every newspaper in Seattle, Mr. Caldwell was elected. Taking the office of mayor he found in the city council seven members who had voted for the purchase of the railway sys tern. Mayor Caldwell was chal lenged to prove his pre-election charges of corruption. The council voted him a fund of $10,000 to be spent as he pleased in lnvestigat Ing the transaction. All that he knew or could learn after spend ing practically all of this fund, was spread before a county grand jury in the fall of 1920. The Jury re ported, substantially, that while the railway purchase seemed in every way unfortunate for the city, no evidence had been presented to indi cate wrongdoing on the part of anyone concerned. Pares Are Increased. ' Meanwhile, the decline in street car revenues had reached a point wjiere it was impossible to ignore the need of a higher fare. On July 24, 1920, the. fare was increased to 6 54 cents, four tokens selling for quarter. vv ithin 60 days there after it became apparent that while operating costs were being covered by this fare it was producing noth ing toward payment of interest and principal on the bonds. January 9 1921, the fare was again raised to 10 cents cash, or 8 1-3 'cents by the purchase of three tokens for a quarter. This is the fare today. By agree ment of all municipal accountants it has produced and is producing enough to care for all the obliga tions of the system; but by com parison with the 5-cent fare period, the monthly average of pay pas sengers carried has fallen off more than 2,500.000. Beginning with the day on which the city assumed ownership, the three fare periods and the monthly average of pay passengers carried In each period, shows as follows: 1, 1919, to July 24, 1920, 5- cent fare, monthly average of pay passengers 8,726,510. July 24, 1920, to January s, 1920.. SH-eent fare, monthly average 6,-325,846. January. & 1321, to May SI, 1922, t i 8 1-3-cent fare, monthly average 6,151,854. Fares Rise, Patronage Declines. As the fares have gone up the patronage has gone down. Figures snow mat tne reaction has been positive. The months of September, 1919, 1920 and 1921, falling within the three separate fare periods, may De taken as typical. In September, 1919, 9,157,183 passengers paid 5 cent fares. In September, 1920, 7, 492,902 passengers paid 6 -cent fares. In September, 1921, 6,102,463 passengers paid 8 1-3 and 10-cent fares. This gives the substance of pres ent-day argument for restoration of the 5-cent fare that compensating increase of patronage would follow just as decline of patronage has followed upon the increase in fares. There is no doubt that lower fares would produce some increase of patronage, particularly on short hauls. What it might amount to cannot be estimated. The argument for fare reduction is necessarily based on surmise and deduction. It takes little account of the discon tlnuance of war-time demand for Intensive service; it disregards th continuous increase in individual use of motor cars. Kelso Takes Student Overflow. KELSO, Wash., Sept. 14. (Spe cial.)
