Mexican Petroleum. which opened slightly higher after closing yesterday at a net gain of pointa. fluctuated with in a 4-point radius today, canceling all Us gain in the final hour on heavy week end profit-taking. Alalllnxon and Adams Express touching new tops for the year. When It Is considered that Ger many's formal declaration of inability to make further reparations payments is scheduled for tomorrow,and with it the French government's statement of what penalties will be imposed. If any, it might nit on reasonably have been imagined that exchange would have moved sharply against France and Ger many, if not indeed against London also. Instead of this, a decided recovery car ried today's market for francs and ster ling; to the highest figures since the be ginning of last week. Even the German mark advanced. Such a. movement means something more than mere suspension of judg ment. It is possible to ascribe it to the British premier's speech to parliament yesterday in which the effort to explain away the unpleasant Implications of the Balfour note was evident ; it may have measured the effect on financial senti ment of the vague rumors regarding conciliatory purposes by the French premier. But in any case, with the con ference of the two prime ministers due to begin on Monday, and with the ex change market's action in previous crises over German reparations kept in mind. the natural inference from today's mar ket is that financial Judgment la lean ing to the belief that the very acut. ness of the crisis will bring something in the nature of a compromise. The attitude of the stock market, as reflecting financial opinion on the labor situation, was very much what it has been on each day since the White House proposal complicated the negotiations.
