E RATES RISE
FINANCIAL MARKETS SHOW
NO UNEASINESS.
Francs and Sterling Reach High
est Figure Since Iast Week;
Even Mark Goes Up.
RY ALEXANDER DANA NOTES.
(By Chicago Tribune J-.e-a.s9-M Wire.)
NEW YORK. Aug. 4. All tW the fi
nancial markets once more gave evi
dence today of what on its face would
appear to be entire absence of uneasi
ness. When It Is considered that Ger
many's formal declaration of inability
to make further reparations payments
is scheduled for tomorrow, and with it
the French government's statement of
what penalties will be imposed. If any,
it might nit on reasonably have been
imagined that exchange would have
moved sharply against France and Ger
many, if not indeed against London also.
Instead of this, a decided recovery car
ried today's market for francs and ster
ling; to the highest figures since the be
ginning of last week. Even the German
mark advanced.
Such a. movement means something
more than mere suspension of judg
ment. It is possible to ascribe it to the
British premier's speech to parliament
yesterday in which the effort to explain
away the unpleasant Implications of the
Balfour note was evident ; it may have
measured the effect on financial senti
ment of the vague rumors regarding
conciliatory purposes by the French
premier. But in any case, with the con
ference of the two prime ministers due
to begin on Monday, and with the ex
change market's action in previous crises
over German reparations kept in mind.
the natural inference from today's mar
ket is that financial Judgment la lean
ing to the belief that the very acut.
ness of the crisis will bring something in
the nature of a compromise.
The attitude of the stock market, as
reflecting financial opinion on the labor
situation, was very much what it has
been on each day since the White House
proposal complicated the negotiations.
A decline in the early hours was followed
by recovery. leaving the day's net
changes irregularly divided between gains
and losses. It was clearly a market
awaiting some new turn, in the con
troversy, but awaiting lawnnout acute
apprehension.

China, Siam, British Malaya, Dutch East
Indies and the Philippine islands waa an
nounced by Secretary Hoover.
The department is informed by cable
from Norway that the industrial situa
tion there is better. There is no labor
unrest and industrial activity has
cteased. Crop conditions promise a yield

hows a slight- decrease, although the
freight market still la dull.
German textile mills are said to nav
experienced a revival of buying from the
domestic clothing industries following
he Genoa conference. biack trade in
he German cotton industry is reported
from Giadbach. The increase in the price
of raw cotton on the worlds markets has
boen followed by a considerable Increase
in German prices, accompanied by
larger demand for cotton yarns. Trade
n the cotton-weaving mills shows, now
ever, no sign of -reviving.

service of our management
nPHE following letter, written by a woman
well known to all Lang Syne Portlanders,
is Her voluntary testimonial regarding our
service.
My Dear Mr. Strong:
I can assure you and Mr. MacNaughton
that your care of my affairs is truly appre
ciated in. that you have been so kind and ,
obliging in every way and seemed to take a
personal interest in them. I thank you both
most sincerely.
This client owned a badly involved group
of Portland properties. Her absences
from the city, combined with ill health and
inexperience- in business, made it impossible
for her to cope with the situation so she
came to us. . -We untangled the knots and
changed an almost certain loss into a steady
and sure income.
This personal attention to the client's prob
lems is the basic principle of our service. It
makes successful our management of invest
ments and property for estates and individ
uals. Perhaps you have a problem we can help
you solve. ,

the most effect on industry are, gener
ally speaking, those lying between the
Alleghenies and the Mississippi north of
the Ohio river, but the growing scarcity
of fuel in the northwest is apparently
the cause of increased concern, mainly
because of the advance of the season,
which tends to bring the matter of fuel
supply home to household consumers. In
this respect, however, the absolute
cessation of anthracite coal mining is a
matter of growing concern to dwellers
in the eastern states.

said:
Sugar futures were unchanged to a
decline of two points, then sold off 2
to 3 points further on realizing by those
few longs who have been attracted by
the recent price levels on which to take

absorbed most of these offers.
Refined sugar was unchanged, the
buvine interest still being a little un

they could sell at 3 18-lBc for CuBas II
they could secure offers at that level.
