NEW TESTS ARE ADVISED Old Persons, Showing Xo Signs of Senility, Declared "Railroaded" Into State Institutions. BOISE. Idaho, May 10. (Special.) Sane persons are incarcerated in Idaho's hospital for the insane. This is the startling revelation that has been made by a special clinic of physicians-named by Commissioner David Purrell of the state department of public welfare, which has just com pleted an examination of the two state hospitals at Blackfoot and Orofino. The clinic found the institu tions to be overcrowded, with relief from this condition in sight through the erection of additional buildings. The clinic was composed of Dr. F. W. Almond, Boise; Charles R. Scott. Twin Falls; Ed N. Roberts and J. H. Ray of rocatello, and F. W. Mitchell of Blackfoot. Old Person "Railroaded." Some months ago Commissioner Burrell declared that his investiga tions of the hospitals convinced him that some of the inmates were wrong ful wards of the state because they were sane and because counties had deliberately sent old persons to the institutions, making them wards of the state when they should be sup ported at home by the counties or by their relatives. The clinic substantiates the com missioner's claims, and, in part, says; "Examination of some of the in mates showed numerous cases of senile insanity that may not right fully be considered dangerous to health, person or property. In other words, they are simply persons in their dotage, whose mental processes are not clear and therefore are unable to compete with the world for a living, probably requiring only rea sonable care after having served their period of usefulness. Insanity Ift in F.vidence. "There are also cases whose men tal processes are perfectly normal and are suffering with some physical disability, as paralysis, cerebral hem orrhage or epilepsy, and evidence no ign of insanity nor does their record show evidence of ever being insane, we accepting the definition of the word 'insane' to mean 'any abnormal condition of the mentality.' " The clinic recommends that "those persons not insane be re-examined by the court committing them and other disposition made of them, and that some other disposition be made of those cases that are In their dotagf and show only senility, believing it not fair to them or to tne state 10 terminate their days in a hospital for the insane." PROJECT TO BUY LAND Area Noiir McKay Crock Dam Site to Be Purchased for Irrigation. PKNDUBTON, Or.. May 10. (Spe cial.) H. M. Schilling, project man- acer of the reclamation service in the west end of Umatilla county, has re ceived authorization from the depart ment of the interior to proceed with negotiations for the purchase of 2500 acres of land above the proposed Mc Kay creek dam site, which will be inundated by the flood waters when the dam is constructed. It is understood that the purchases are to begin July 1 and that if rea sonable prices are not quoted by the present holders of the creek-bottom land the government will start action to condemn. Irrigationists of the west end of the county are much en thused over the news, as it means an additional crop in the irrigated lands which in the past has had to be for feited in the late summer through lack of water. Woman Kevivnlist Is Sought. MARSH FIELD, Or., May 10. (Spe cial.) An effort is being made here to bring Mrs. Aimee Semple McPher sun. the woman preacher, to Coos Bay for a series of revivals. Mrs. Mc pherson has created a great deal of interest and curiosity in California and addressed tremendous gatherings. besides having mado thousands of converts. Coupled with her work is a reputed healing campaign, although Mrs. McPherson makes no claims of being a healer. Her disciples here, many of them, have seen her work. The "only drawback to Mrs. McPher son's appearance is the necessity for having an auditorium that Will seat 5000 persons or more, and there is no such building here. Salmon Fry Distributed. MARSH FIELD, Or.. May 10. The Macleay Estate company, which oper ates a salmon hatchery on Rogue river, is distributing the fry hatched this year and t-king precautions for saving the fish. The fry are placed In cane and taken to the district above tidewater where possible, and not released near the ocean, where they become prey for larger fish which are numerous. One million seven hundred fish are being released in this fashion, all hatched at the Indian creek hatchery, a mile and a half from the ocean. (By the Associated Press. ) Hailing Wood row Wilson as "the apostle of modern democracy and world peace." delegates to the 19th quadrennial con ference of the Methodist Episcopal church, south, staged a demonstration here yesterday in thf ex-presiden t's honor that officials said was unique in the church's annals. The scene resembled a political meeting, as those present, even the more elderly bishops, arose to their feet so they could cheer louder. It was several minutes before the presiding officer could stop the hubbub and bring the convention to order, after which it adopted, with shouts of ac clamation, a resolution extending greetings to Mr. Wilson and pledging the conference "to the promotion 'of the truths he has so ably set forth." The resolution also extended the conference's congratulations to Pres ident Harding and Secretary of State Hughes for achievements of the Washington armament conference and pledged support to "all measures looking toward the establishment of peace on earth and good will toward men. Misery. Poverty and Ignorance General, Says Chicago Man. SHANGHAI, China, April 20. (Cor respondence of the Associated Press.) India is "sunk in misery, poverty and ignorance sucl' as I never could have believed might exist anywhere," in the view of- Carter H. Harrison, former mayor of Chicago, who is homeward-bound on a trip around the world. Mr. Harrison, with Mrs. Harrison and his sister, Mrs. Heaton Owsley of Chicago, will tour China, C'orea and Japan and sail in June from Yoko hama for the United Stales. "We saw much of India." said Mr. Harrison. "The people have developed a sullen animosity for the British everywhere and this feeling is strong even in Burma. "Wherever we went this animosity was apparent and was thrust against us until, mysteriously, It was removed b'y speech from our guide. They thought you were English. he said. LAWTON, Okla., May 10. (By the Associated Press.) For the first time in 20 years, the Rev. Thomas J. Irwin, ex-pastor of the First Presbyterian church of Lawton. did not have in his possession last night the keys to the church. Tuesday he presented to the governing presbytery his resig nation from the church with which he had been connected since it was organized and with the resignation went the keys. The resignation was accepted and the Rev. J. T. Means, clerk of the presbytery, took the keys and locked the church. The unconditional surrender of the Rev. Mr. Irwin, whose church has TACOMA VOICES PROTEST Delegation Calls on Atlantic Inter coastal Conference. NEW YORK, May 10. A delegation representing business men of Tacoma. Wash., charging that their city had been discriminated against, appeared Tuesday at a session of the Atlantic intercoastal conference to protest against the decision to eliminate Tacoma as a port of call. The delegates charged that the elimination of Tacoma would result in the diversion of an important part of its seagoing traffic to nearby com petitive ports. The conference, which .is composed of several lines operating between Atlantic and Pacific ports, also is said to have decided to eliminate San Diego. Astoria, Vancouver and Vic toria as parts of call. The conference adjourned until next Monday without giving a decision. The Tacoma delegation is headed by Representative Johnson. NKW YORK, May 10. The Dara-Yai-Noor, Princess Fatima's $100,000 diamond, which once adorned the regal turbans of her Afghanistan parents Tuesday rolled into a New York commission merchant's safe for only 5500. The jewel was auctioned at a sher iff's sale primarily because its owner owed the government $1400 duty on the gem. The princess brought it to sell, so that she could send three sons to college. She expected it to provide funds for her own living, too. and even planned a villa on the Hudson. But the princess will get a bit less than $1100 cash, and most of that will go to hotel keepers. The princess, who went broke after a tour of the country, during which she was introduced to President Harding, now is living in obscurity, "somewhere on the East Side," ac cording to her attorney. She didn't attend the sale, but her princelings, Pashim. Azim and Ahkber, were there. The diamond had been in the safe of the sheriff since early in March. HOUSTON, Tex., May 10. Edward F. Keating of Washington, former representative in congress from Colo rado and editor of the official publi cation of the 16 railway brotherhoods, urged the necessity of organized po litical action on the part of the brotherhoods. attacked the Esch Cummins bill and told of plans for the establishment of labor news papers, in his speech Tuesday before the delegates attending the 9th tri ennial convention of the International Brotherhood of Locomotive Firemen and Enginemen. Mr. Keating charged that the Esch-Cummins bill present ed a billion dollars to the railroads and placed the employes at the mercy of the labor board. He urged that the unions get be hind the establishment of a labor press for the distribution of news of interest to the brotherhoods and get their story before the public.
