FIGHT WILL BE KEPT UP Lawmakers From Rural Districts Jlay lie Willing to Accept Share of Responsibility. OLTMPIA, Wash., March 17. (Spe cial.) Members of the legislature will meet in special session at noon Monday. March 22, to ratify the fed erad woman suffrage amendment, lfft the three-mill levy limit, pass a sol tiiers" bonus bill for submission to a referendum, and adjourn before they eat, if the programme as outlined ana radically agreed upon by members of the appropriation committees o both houses and visiting legislative leaders is carried out. The plan as proposed and which seems to be ap proved by the majority of members, here attending the hearings before he appropriation committees, does .ot include any action on the request f the state public school authorities ir legislation to give financial relief the common schools. Putting this programme into effect, is certain, will not be accomplished without formidable opposition from tho state educational association, ?tate teachers' league and the public -chool forces of the state. It is the mrpose of the organizations urging esislative action to relieve what is onceded to be a pressing financial ..eed of the common school system of he state to continue their fight un- il the special session adjourns and, Tailing 1 ntheir efforts, to leave the responsibility on the members. That many of the lawmakers from the rural districts will feel reluctant to accept this responsibility makes smooth sailing for the "three bills" programme extremely improbable. Under the programme outlined the tate institutions for higher learn ng will be compelled to get along on u resent funds until the legislature ncets in regular session next Janu ary. The effect of lifting the three- .nill levy limit will be to permit the state board of equalization at its meeting in August to increase the levy for state expenses. Senator Would Limit Session. KELSO, Wash., March 17. (Spe riaL) Senator Frank G. Barnes of Cowlitz county is strongly of the opinion that the legislature should iret the ejnergency legislation passed as quickly as possible and adjourn Mr. Barnes would like to see an ad journment at tho close of the first day.
