In the Wenatchee- district the offers for Delicious range from $2.50. to $2.73," orchard run, and some contracts have been signed on this basis. For early Jonathans ,and "Wlnesaps the offers are $2 for extra fancy, 1.75 for fancy and $1.23 for C grade. Of fers ranging from $1.50 to $1.73, orchard run, for the entire crops of several ranches have been accepted. Among those who have signed contracts with Wenatchee grow ers are E. Wagner and the Cashmere Apple company. Tentative contracts have also been made, which are practically options, under the terms of which the buyer is re quired to fix the prices at an early date, usually some time in August. Somo of the contracts contain a clause relieving the buyer from the contract in the event that cara cannot be secured for shipping the dif ferent varieties within the proper time limit. The last car of apples In the Wenatchee district has been shipped out. billed to New Tork. The 760 boxes of, extra fancy Wine laps in the car have a value of $1,50 to $4.73 a box at shipping point. Fruit buyers are quoting $110 per ton for apricots In loose boxes in that section and are also offering from 8 to 10 cents for Ring cherries. HIGHER PRICES ARE BID FOR CORN Balk Oats Also Advance on Local Board. Barley Is Lower. Corn bids were advanced 50c $1.50 at the exchange yesterday as a consequence of the higher markets east. Bulk oats were also firm and 2550 cents higher. Offers for barley were 00S75 cents lower than on Monday. A Chicago bulletin quotes John Inglls as saying: "lit-is reported from some sections In Missouri that green bugs are attacking the oats. Cool wet weather is favorable for development of the oat louse,, a species ot the greenbug family. . I have never seen a field of oata In all my experiences that I could not find some of them. They may become epidemic or may not. Cool weather retards the development of the numerous parasites that feed on them. Warmer weather win multiply their enemies rapidly." Terminal receipts. PERMITS WILL GOVERN GRAIN Permit System Believed Only' Solution of Problem Confronting Roads. WASHINGTON., May 27. Permits for the shipment of grain from interior markets win ds usea oy tne railroad administration this year to control the movement of the mammotn harvest wnich Is Just beelnnlnir Problems involved In the transportation of l,.lKl,uou, uuu ousnels or wheat, the yield en. timated by the department of agriculture. have been under consideration for weeks by iiici;iui-uciiciii nines It was apparent that unless some method of restriction was devised, congestion which might paralyze the nation's transportation xacllltles was possible when the farmers. eager to market their wheat as quickly as possible under the standard price guaran tee, began topour the crop Into the arteries of trade. After consultation with leading grain men in the west and officials of the food administration's grain corporation, the director-general .decided that a permit sys tern similar to that in effect during the freight congestion of last year would be the oest solution o the problem. . Machinery for the operation of the svs- tem is being .worked out at -the railroad ad ministration. Grain control committees will be constituted at each market and perhaps shipping zones established. Although the narvest aireaay nas started on the southern edge of the wheat belt, the system wilt not be needed or put into use until threshing Degins late next month in the middle west. Dealings on the stock exchange today were again active and broad, falling only by a small margaln to equal yesterday's 2,000,000-sbare day, which established a record for over two years. Frequent periods of uncertainty marked the session, due mainly to the approaching triple holiday, but final quotations disclosed many substantial gains. Mtors and associated' specialists, also steels and equipments, were once more the chief elements of speculative interest, but rails were mor activ and sntals made oc casional response to reports of a revival of foreign demand. Tobacco and , food shares asserted some of their recent prominence In later deal ings. Shipping, excepting Marine common and Union Fruit, moved within narrow limits. Oils ended at irregular gains and losses. Such specialties as United States Rubber, American Woolen. Food Products. Industrial Alcohol and chemical and ferti lizerIssues furnisr.ed much of the strength of the final hour with Southern Pacific. Changes among steels were mostly nom. lnal. United States Steel retrieved only a fraction of Its 1H -point reaction, but South ern Pacific held at substantial gain. Sales amounted to 1.82B.0O0 chares. Victory bonda made their first appearance on the exchange, selling at $99.98 999. 96. The liberty group held firm, while Interna tionals eased off. Total sales, par value, aggregated $18,750,000. TO Lattt Prices Firm and Higher Re ports of Insect Damage Affect Oats Market. CHICAGO, May 27. Prices tightened ma terially today in the corn market, owing for the most part to meagerness of the supply. The close was firm, ac to 2c net higher with July $1.6614 to $1.66H and September $1.58 to $l.B87i. Oata gained c to lfec and provisions 35c to 80c. Strength characterized the corn market throughout the session and there was a spe cially urrenut call for the May delivery. Un turns of the May price, which touched tlfe highest price for the present crop, had an evident direct bullish Influence on the later months. Reuorts that green bugs were attacking the fields in some parts of Missouri gave Independent strength to the oats market. Provisions advanced sharply as- a result of packers buying of July lard and ribs. At first, however, weakness in the hog trade operated as a big weight on values. Leading futures ranged as follows: . The whole world knows how essential bonds were to the prosecution of the solemn activities of war; that they were imperatively necessary dur ing the early, intermediate, final and post-bellum stages. But does the world appreciate the fundamental relation of bonds to the great work of reconstruction? And do the people of Portland and Oregon realize the full influence of bonds on the development and the future destiny of the great Oregon country? Mindful of the intimate association between wisely directed bond issues and prosperity, and proud of the op portunity to serve our state and nation, it will be our pur pose to set forth in a series of several-paragraph messages a few observations on bonds WHAT BONDS ARE, what they do, HOW BONDS FUNCTION, how they are handled through the various stages of the investment business.
