OREGON CITr, Or., April 11. (Spe cial.) A puzzling problem over the disposition of $14,000 of Oregon City road money, confronts city officials, and if the 1917 road fund statutes are strictly construed the entire amount may have to be spent on one lone street of Oregon City which happens to be a county road. This street is known as Molalla avenue. The matter will come before the Cir cuit Court at an early date. Follow ing a conference of the County Court Wednesday afternoon with District At torney Hedges and George Story and Grant B. Dlmlck, representing the city, it was agreed that a friendly suit be brought by the city at once to see whether or not the County Court has Jurisdiction over the road funds of Ore gon City. The city budget provides 114,000 to be spent in roads and highway main tenance. Under the 1915-17 Legislature, each incorporated city is made a sepa rate road district, and 70 per cent or the funds raised in each district, the aw provides, are to be spent within its boundaries under direction of the County Court. Under opinions from the Attorney-General and local dis trict Attorney's office, this general ruling, is sustained as applicable to towns generally. Oregon City, however, has raised the nolnt of the inapplicability of the law in the local case lor the reason tnai this municipality has a legislative charter. The State Water Board, at Its semi annual meeting yesterday, denied the application of the Malheur irrigation Company, Ltd., for a two years exien- ion of time for completion of work on its project, and this tmove practically puts the company out of business. State Engineer Lewis said. The application for the extension was fought by the Willow River Land & Irrigation company, wnicn con tended that the other irrigation com pany had forfeited its rights by failure to act, and that the Willow River com pany already has improvements com pleted. SAVINGS CONTEST PLANNED Clarke County School Children to Sell Thrift Stamps. VANCOUVER. Wash.. April 11. (Spe cial.) A war savings contest for the boys and girls of Clarke County will begin April 22 and end May 31, with every schoolboy and girl of the county invited to enter. To qualify each en trant must be a regular attendant of some school of the county. To the boy or girl who sells the greatest number of dollars' worth of these stamps dur- ng the period mentioned, one war sav ngs certificate with three war savings stamDS attached having a maturity value of 15 will be given. To the next highest seller will be given a pig valued at $10. and to the boy or girl who stands third will be given a war savings certificate with one $5 war savings stamp attached. To the next 10 highest In the value of stamps sold will be given II worth of tljfift stamps each. Western Union to Move Plant. GRANTS PASS, Or., April 11. (Spe cial.) The Western Union repeater station, which has been located at Ash land for many years, is to be trans ferred to Grants Pass in the near fu ture. This announcement was made known here today when I. ST. Miller, superintendent; E. L. Ritter, plant su perintendent, and W. C. Schwandt, traffic manager of the company, all of Seattle, closed a deal for a lease on the building jutt north of the First National Bank.
