CHICAGO. April 11. Swift ascent of corn
values and a decided broadening out of
activity resulted today from removal of
the maximum price limit on the July de
livery, and by reason of tbe beginning of
business In future contracts based on actual
commercial grades, Tha market - closed
strong, with May Inactive and unehangei
but July $1.571-574. an extreme rise
of 7c. compared with tbe minimum price
at the outset. Oats finished c to tic dow
and provisions on ioc to 20c
Jumps in corn prices far outdid tho pre
dictions of even sanguine bulls. It had been
expected that as high as $1.50 a bushel
would be reached by the July option, but
right at the opening some transactions took
place fully & cents above that level. This
waa nearly 30c a bushel higher than July
commanded at the corresponding time las
year. Reports that rural consignment
notices had increased led to a reaction
from Initial top prices, but persistent buy
ing on . the part of commission houses,
specially near the end ot the session, vir
tually exhausted the offerings.
Prospects that the acreage of oats seeaea
this year would be the- largest on record
put the oats market on the down grade.

ployed until Tuesday at one or the fol-
son Log-sins' Company camps north of
this city, waa arrested yesterday and
is held lor the Federal officers on
charge of interfering with the sale of
liberty bonds in the third loan. He is
In the City Jail and officers are en-
sraKed in gathering- evidence in the
case.
It is charged that McDonald attempt
ed to Induce men at the camp where he
was employed not to buy bonds. This
and his own refusal to buy bonds led
to his discharge by the company imme
diately and when he reported in the
city to get his pay check he was placed
under arrest.

Orearon City Objects to Expenditure

OREGON CITr, Or., April 11. (Spe
cial.) A puzzling problem over the
disposition of $14,000 of Oregon City
road money, confronts city officials,
and if the 1917 road fund statutes are
strictly construed the entire amount
may have to be spent on one lone
street of Oregon City which happens to
be a county road. This street is known
as Molalla avenue.
The matter will come before the Cir
cuit Court at an early date. Follow
ing a conference of the County Court
Wednesday afternoon with District At
torney Hedges and George Story and
Grant B. Dlmlck, representing the city,
it was agreed that a friendly suit be
brought by the city at once to see
whether or not the County Court has
Jurisdiction over the road funds of Ore
gon City.
The city budget provides 114,000 to
be spent in roads and highway main
tenance. Under the 1915-17 Legislature,
each incorporated city is made a sepa
rate road district, and 70 per cent or
the funds raised in each district, the
aw provides, are to be spent within its
boundaries under direction of the
County Court. Under opinions from
the Attorney-General and local dis
trict Attorney's office, this general
ruling, is sustained as applicable to
towns generally.
Oregon City, however, has raised the
nolnt of the inapplicability of the law
in the local case lor the reason tnai
this municipality has a legislative
charter. Estacada. too, has raised
similar objection.
I ME EXTENSION REFUSED
Irrigation Company Practically Pnt
Out of Business.
SALEM. Or.. April 11 (Special.)
The State Water Board, at Its semi
annual meeting yesterday, denied the
application of the Malheur irrigation
Company, Ltd., for a two years exien-
ion of time for completion of work on
its project, and this tmove practically
puts the company out of business. State
Engineer Lewis said.
The application for the extension
was fought by the Willow River Land
& Irrigation company, wnicn con
tended that the other irrigation com
pany had forfeited its rights by failure
to act, and that the Willow River com
pany already has improvements com
pleted. George Gompers was namea oy me
board as watermaster for Malheur
County, and Audry E. Percy for Uma
tilla and Morrow counties.
SAVINGS CONTEST PLANNED
Clarke County School Children to
Sell Thrift Stamps.
VANCOUVER. Wash.. April 11. (Spe
cial.) A war savings contest for the
boys and girls of Clarke County will
begin April 22 and end May 31, with
every schoolboy and girl of the county
invited to enter. To qualify each en
trant must be a regular attendant of
some school of the county. To the boy
or girl who sells the greatest number
of dollars' worth of these stamps dur-
ng the period mentioned, one war sav
ngs certificate with three war savings
stamDS attached having a maturity
value of 15 will be given. To the next
highest seller will be given a pig
valued at $10. and to the boy or girl
who stands third will be given a war
savings certificate with one $5 war
savings stamp attached.
To the next 10 highest In the value
of stamps sold will be given II worth
of tljfift stamps each.
Western Union to Move Plant.
GRANTS PASS, Or., April 11. (Spe
cial.) The Western Union repeater
station, which has been located at Ash
land for many years, is to be trans
ferred to Grants Pass in the near fu
ture. This announcement was made
known here today when I. ST. Miller,
superintendent; E. L. Ritter, plant su
perintendent, and W. C. Schwandt,
traffic manager of the company, all
of Seattle, closed a deal for a lease on
the building jutt north of the First
National Bank. The removal of the er
peater station will bring to Grants
Pass five families and a vast amount
of equipment.
