NEW CELLS BRING RULES Occupants of 72 "Apartments" Must Uatlic and Drunks Excluded, i Seventy-two new cells In the City Jail at police headquarters were opened Saturday night, marking the comple tion of the building. A number of "regular" prisoners were transferred to the new cells, relieving the congestion In the other part of the jail. Chief of Police Clark issued, in structions to the jailers that no ordi nary "drunks" or vagrants may be housed in the new cells. If any sus- picious looking individuals are locked up there they must take a bath first, All articles with which the prisoners misht scratch the walls or mar the furniture must be removed from their persons.
