"Even with frea tolls for American Khlps engag-ed in coastwise trade it would be impossible for them to com pete with Brltsh ships carrying lum ber from British Columbia through the Panama Canal to American ports," said Captain Bobert Dollar, owner of the Dollar line of steamships, who arrived on the steamer Breakwater yesterday from Coos Bay. "It is a remarkable state of affairs they have got us into," he continued, "and you may be surprised when I tell you that, even with a toll of $1.60 on each 1000 feet for a British ship and no charge for the American ship, the American ship would be losing in the neighborhood of $2.30 on each 1000 feet." He said that the American bottom Is handicapped by Interest, Insurance and depreciation charges amounting to 17 per cent of the value of the ship, and that the extra charges for an American crew amount to more than another 4 per cent, so that even when the tolls are deducted there is still a deficiency for the American owner. "There are no American lumber ship? on the Pacific Coast big enough to make It pay to carry lumber through the canal." said Captain Dollar. "The dis tance by way of the canal to New York is about the same as to Shanghai, and it does not pay to carry less than 3.000,000 feet of lumber that distance and 6,000,000 is better. There is no ship on this Coast engaged In the coast wise trade that can carry anything ap proaching that amount of lumber. I am Informed that they are going to charge toll on deckloads of lumber, which will amount to about 2S to SO cents a thousand more, which would be a little more in favor of the toll free American vessel, but still leave a wide deficiency. "My four American ships are smaller than my four British-built ships, but this is not surprising when you take into account that ships built in Amer ica cost about two and a half times as much as the same tonnage ship built ... t tt t uiuaiii, Dam aMiaiu XV u 1 1 M. J , in reply to a question as to why most of his ships sailed under the British flag. "And I have another building, or rather contracted for, and two char tered for the China trade pretty nearly all the time." Captain Dollar said that he had con vinced the editor of the London Times of his mistake in the view he took on the canal question by drawing his at tention to the words, "and there shall be no discrimination." " Mf you ignore that,' I told him, "we are still not discriminating by having free tolls for American ships .because no other nation can. -engage in coast wise trade.' "If all ships were to be charged the same ratea that would be different, but the sole object of the treaty, to my way of thinking, is to prohibit our ships engaged in foreign trade from being exempt from paying tolls." Captain Dollar has just made a con tract for 35.000.G0Q feet of lumber from British Columbia to New London, Conn., to be shipped to the Canadian Stewart Company, of Toronto. From 1 to 5 o'clock' yesterday crowds thronged the decks of the steamship Cardiganshire, the Royal Mall packet liner, to get a view of the largest ves sel that ever has entered Portland har bor. She la a good example of modern freight and passenger steamers and is fitted up with every improvement known to the shipbuilding craft. Her size alone proved to be a draw ing card. She measures 620 feet in length, is 62 feet wide ant, has a depth of hold of .36 feet She will carry 17,500 tons on a measurement basis and has 12 cabin staterooms, but can ' fitted up to accommodate lu first-class pas sengers anj' lUuO steeri ge. She carries 22 officers and a crew of 137. The ship is -one of eight that are being built especially for the Panama Canal trade. Custom-House officers and police were necessary to keep the crowds back on the North Bank dock yesterday afternoon so tuat no one would be crowded off the dock into the river. Nearly every car on the Sixteenth street and North and South Portland lines during the afternoon discharged its entire load of passengers at the corner of Sixteenth and Thurman streets. .Many had to wait half an hour or more before they could crowd over the" narrow gangplanks.. Some of the more daring youths climbed the lad ders and perched on the crosstrees of the masts, from which points of van tage they hailed every passing craft. VAN'COUVEH FERRY INSPECTED Government Official Finds Boilers of Craft in Good Sbape. VANCOUVER, Wash.. March 22. (Special.) The Government inspector of boilers and steamboats found the boiler of the City of Vancouver ferry to be in good condition, after subject ing it to a rigid test. , A pressure of 280 pourds a square inch is allowed. While the ferry was being inspected Wednesday a smaller boat carried pas sengers across, but all vehicles had to wait. Hassalo to Replace Harvest Queen. CATHLAMET, Wash., March 22. (Special.) In three or four weeks the steamboat Hassalo will replace the steamboat Harvest Queen for SO days on the daily run between Portland and Astoria, while the latter under goes its annual overhauling. Xews From "Oregon Ports. COOS BAT, March 22. (Special.) The schooner Adeline Smith arrived from San Francisco last night at 8:0 to load at the C. A Smith mill. The Aroline, the lumber and pas enger carrier put on the Coos Bay San Francisco run this woek, sailod today from North Bend with a fair list ol passengers. Arriving this forenoon from San Francisco with freight and passengers, the Nann Smith completed, her first trip under the new three-and-a-half-day schedule which the Nann Smith and the Redondo are giving this port The vessel had bor first-class accom modations all occupied. The Bertie) Minor, a Johnson Lumber Company schooner whioh had been laid up at Bandon for several months, has ,-been sold to Seattle parties and will be delivered this week at San Francisco. carrying a cargo of lumber from Ban don. The Coos County Collieries Company announces the steam schooner Grace Dollar will carry coal from the River ton mine on occasional trips. Riverton is 18 miles from Bandon on the Co- quille Kiver. Marine Votes. The steamer Breakwater arrived from Coos Bay at 12:15 o'clock yester day. She brought up 90 passengers, among whom were Robert Dollar, own er of the Dollar Line of steamships, and his son btanley, and George Rotener, manager of the Woolen Mill Stores in Coos Bay. Captain Macgenn reported that the weather was fine, with fresh northwest winds and a smooth sea. The steamer Bear, of the San Fran- cIboo & Portland Steamship Company's line, left for San Francisco at 4 o'clock yesterday with a full list of passengers and all the freight she could carry. "I bee to express my appreciation of your action in. handling the Chinese who were sleeping on board the CrlcKet during the fire of March 12." said the Mayor, writing to Patrolman Tilton. "Captain Speier has caned my attention to your good work, and I think it due youlo thus recognize your action." To Patrolman Webster tne Mayor wrote: "I wish to express to you my appreciation for your courageous act in assisting to save the lives of two of the crew of the Cricket, the vessel par tiallv destroyed by fire on March 12. 1 am glad to know that the men in the city s employ are not airaia to iace danger when it becomes necessary in the performance of their duty." "It is with pleasure that I am able to express to you my appreciation for your bravery in assisting in saving two lives of the steamer Cricket's crew when that vessel was partially de stroyed by fire March 12," wrote the Mavor to Jaeckel. "It is a pleasure to know that we have men who do not shirk in the face of danger. I write you this to let you know that it is appreciated by those in charge of the city's work." The port committee of the Vancouver Commercial Club has gath ered statistics concerning: the probable traffic to he done in Vancouver should Congress be prevailed upon to make an appropriation that will be used to make a deep-water cnannel from this city to the mouth or tne Willamette Kiver. The- appropriation is being considered by Congress and Senator Jones tele graphed to the Vancouver Commercial Club tor Information. The members of the port committee. J. A. Munday, George McCoy and Floyd A. Swan, sent the following telegram to Senator Jones: "Our needs and resources seem not understood., There are 15 lumber mills tributary to Vancouver, with a capac ity of 2,000,000 feet a day. One flour mill has a capacity of 250 barrels a cay; prune orchards produce annually 15,000 tons for foreign markets, and other large fertile agricultural districts yield products in proportion and need deep water at Vancouver for their exporta tion. It is also greatly needed for the importation of cement, coal, sugar, iron and other necessaries and it would mm tiply enormously these exports and im porta. "All these are now diverted to Port land, 12 miles out of the way, and our producers and consumers must pay the extra cost. Thousands of carloads of wheat from the Inland Empire passing through our railroad yards are now shipped at the same disadvantage and the nroduotrs or shippers of Washing ton, Oregon and Idaho must bear the unnecessary expense. .ueners on n relating to the survey of this port ahow these facts.
