Representative Warburton. of Washington, comes out aa an enthusiastic advocate of a free ship bill, contending that such a policy alone will solve the American merchant marine problem, both as to the Panama Canal and other trade. When the House reaches the bill pro posing to regulate Panama Canal tolls Mr. Warburton will dlscuy the ques- tlnii mr,A will Voice his Opposition tO any discrimination In tolls In favor of American ships. He will oppose iurn a concession mainly on the ground that It Is In effect a subsidy advocated In the main by the men who long have fonght for the ship subsidy bill, and operating largely as would a straight out ship-subsidy bill. aplii mt Treaty VleUteA. But aside from this. Mr. Warburton will oppose any discrimination in tolls on the ground that such a discrimina tion le In violation of the spirit as well as the letter of the Hay - Pauncefote treaty, which stipulates that the ships of all nations shall be on an equal footing when It comes to using the Panama Canal. While this treaty stipulation might be overcome by re funding tolls collected from American haps. Mr. Warburton declares that any such refund would be a violation of the spirit of the treaty, and he Is against It. Therefore, he will advocate a bill Im posing uniform tolls upon all ships passing through the canal, but he will urge the passage at the same time of a free-ship bill, which will enable Ameri can capital to go abroad and buy Ita shlpr. with the privilege of sailing them under the American flag and with American registry. , Shlpa Mark Cheaper A bread. Jeclared Mr. Warburton. ."I can see no good reaeon why American cap In? should not have the opportunity of buying ships where It can get thera cheapest, and there la no question that we can buy them abroad much cheaper than tve can build thera In this country. I have talked with several business men in a position to know, and they Inform me that ships can be bought abroad for from 3') to 50 per cent less than thev can be built In the fnlted States. In fact. I heard of one Instance where a ship in good condition was of fered for sale at what was- equivalent to IS per cent of the cost of .construc tion In this country. That, however, was an nnusual case, tor the owners of the vessels were going out of busi ness. But. a I say. there Is no doubt of the relative cheapness of ships built abroad." Put Mr. Warburton has other Ideas which he will present when the canal Mil comes up. He will advocate the graduation of canal tolls according to the value of the cargo, and not accord ing to the tonnage of ships passing through the canal. He points out that railroads could not operate If they undertook to carry freight on the ton nage baste: that they regulate their charges according to the'classlflcatlon of freight. The same thing, he says, should be done In canal tolls.. ' Tell Base Valae Favwred. "It Is not business-like." says Mr. Warburton. 'to exact the same tolls on a cargo of lumber aa on a cargo of fruit, or silks, or any other high-class freight, yet that would be the result of fixing tolls on the tonnage basts. The steamer carrying lumber Is earning far less than the steamer carrying high grade freight, and should not be taxed s heavily for going through the canal. What Is true of lumber Is true of coal and other low-grade freight. -Therefore. I shall advocate a eched ule of canal tolls based on the classtfl cstlon of cargo, rather than the ton nage of the ship or the total tonnage carried. That, to my mind. Is the only fair basis of fixing tolls." Mr. Warbu,rton also declared that he might be In favor of permitting cer tain kinds of cargo to pass through the canal without payment of tolls, though he Is not prepared at this time to Indicate what commodities ehould be so favored. As an Illustration, how ever, he points out that certain grades cf Pacific Coast lumber probably could not be shipped to the Atlantlo Coast with profit If the canal tolls were too high. Little Pacific Coast lumber Is now able to reach the Atlantic sea board because the railroad rates are prohibitive, though, with sufficiently low rates through the canal, the higher grades could readily be shipped through the canal to Eastern markets, and. under especially favorable conditions, even the low-grade lumber -might find a market In the East. l.aaab-rr Cltea aa Kxaaaple. Ho points out that It might be advis able to permit such lumber to pass through tl.e canal without payment of tolls, in order to Increase the market of pacific Coast mills and Increase the supply of Eaetern markets. This, how ever, he cites as a purely hypothetical ase. ard not aa an Instance on which lt Is ready to take a definite position. With HOO.'toA.ooo Invested in the Panama Canal. Mr. Warburton believes th.-t if should be administered In a huslr.ess-like fashion, and. while he would not fix tolls on a baste that woul.l reimburse the original Invest ment, he thinks they should be so fixed that ultimately they will pay the cost of operation and maintenance. He would not fx them at a figure that would pay operation costa at the out set, for. until commerce through the canal is well established, such charges would be prohibitive. But In the course of 10 to 10 years he believes the tolls should offset the cost of operation. He says that no ratlroad. at the beginning, pavs on the Investment, and ao he thinks it will be with the canal. DAIRYMEN MAY BE WON Seattle Man to Work to Bring Inter state Convention Here. H. W. "I shall attend our convention In Seattle this week." he said, "and we shall take up the plan and work for the big dairy show for. Portland. It ;was not decided at the meeting In .Portland wnen tne interstate snow should be held or what should be Its official name, but It will be the "Great Northwest Dairy Show,' or the 'Pacific Coast Dairy Show'." Garrard, a San Francisco mer chandise broker; accused of leading astray Bessie May Wood. 17 years old. was arrested In his apartments by Ser geant Klenlen. at daylight yesterday morning, after Patrolmen GUI and Griffith had reported that he eluded them by fleeing down the fire-escape. Direct contradiction exists between Garrard and Prater, his roommate, on the one hand, and three policemen on the other. The accused and his friend assert that no visit waa made to their quarters Saturday night and denounce the action of the police as a plot to conduct the arrest so that Gar rard would have to remain In Jail Sun day. Wilson died In New York Saturday morning. The body will be brought to Corvallla for burial In the family lot at Crys tal Lake Cemetery. The funeral will take place at Corvallls prob ably on Thursday, December It. Mrs. Wilson waa a pioneer of the early fifties. She married B. W. Wilson, who was County Clerk for many years, and she Is survived by the following sorva and daughters: L. Y. Wilson and T. E. Wilson, of San Francisco; J. O. Wilson and J. H. Wilson, of Corvallls: Cara Wicks, of Mos cow. Idaho: Belle Walker. Minnie Wilson and Robert J. They are confirmed by Patrolman Riley, who lives In the apartment-house and as sisted the officers. After being in Jail 13 hours, Gar rard was released by order of Judge Taxwell without further bond.
