THE' MORNING OREGONIAN, SATURDAY.' OCTOBER 31. 1911. 10 RATE AGIST PORT Portland Faces 50-Cent Dif ferential on Japan Cargoes. SOUND CHARGES SMALLER XVatrrhous1 Company Announce That Tariff on Flour nd Vht to Far Fast Will Bo 3 Aftrr January 1 . Another nh.tar). has been thrown Id Be path of Portland" commercial rela tions with Japanese porta In the (bap f a differential of JO rents V ton on floor and wheat that will b operative after January 1 on the Bank Line of steamers. Frank Wsterhuuse Co. hare announced that their tarlfT will be 13 a ton. while all line running be tween Pua-et Sound and the Far East will rhara-e hut IJ.So a ton. Of course the Bank I.lne will apply the same rate from Puiret Hound aa from Portland, but the Northern port has the advantage of other fleets and ran ship at the IS.S0 basis, but Port land, betna; dependant solely on the Waterhouee vessels, will pay the differ ential or forfeit the business. Already this port Is handicapped because cargo carried on the Bank Line steamers Is subject In the payment of additional Interest hy the recipients on the other elde. This Is brought about by bills f ladlna; which are made out Im mediately when rars-o la loaded and the hlpper here Is credited with the amount In the bank, which In turn Is sues a draft against the consignee. The vessels going from Portland via Puget Hound are subject to a delay of a week or longer and until the cargo la landed the consignee paya Interest on the draft at the rate of or 1 per cent. Portland Is supposed lave an Oriental liner sailing every JO days, which Is more frequent than the schedule of the Portland A Asiatic when but four steamers were operated and before the Waterhouae line gained control of the former's chartered ves sels. However, delivery Is much slower on the other side, and the expense la greater. While, after January 1. the rates will be higher, a combination, which esportere allege, will mitigate aralnst the port seriously. The steamer Suverlc. now loading, may get away by October l. carrying approximately 41.000 barrels of Hour and SOfl.000 feet of lumber, of which Te.noe) feet was to have been shipped on the preceding steamer. The Puverlo will be the last carrier dispatched by tatter eV Co. as local agents, as A. T. Prltchard Is to arrive In time to rare for the cargo of the Kumertc. due next month. The reesel Is taking lumber at the North Pacific mill and Is to shift to the Portland mill to finish. Captain Short and Captain Fabbldge have been assured that all business of the Olson at Mahony Steamship Company will be diverted to them, a the remaining representatives of the Independents. Captain Smith, who was with that body, has accepted the mas ter's berth on the Port of Portland steamer Orklahama. and Captain Mo ran and Captain Pearson have not formally been recelred lito the fold of the regulars' association. On the expectation tat permanent buslnesa will be obtained besides the Olson A Mahony vessels, the present Indepen dents say they will probably take into the organisation a third pilot, for which place they have four applica tions. ' SHANGHAI IlEFCSKS TO BCV TAar Stllla Negotiation for Xorth srt Foodstuff. Cables recelred yesterday from Shanghai are the most depressing re ceived by exporters since the outbreak of revolutionary hostilities In the Chi nese empire, and Indicate strongly that there la no immediate prospect of sell ing: Northwest flour and wheat In that region. It Is said that the pncertalnty of the termination of the strife has brought about the rinsing of native banka and. with finances restricted, buvlng has ceased. Shanghai, helnr little more than 00 miles from Hankom-. where it Is yet uncertain whether the Imperial or rev olutionary troops were victorious, the market Is said to have been crippled there as badly as If It were In the fighting sone. and the whole of China Is virtually lost for Immediate com mercial transactions. No China flour shipments have been booked from Portland beyond the sailing of the Norwegian steamer Hercules In Pe cember. rjGHT FOREST FIRES StF.X Beavrr's rassenjrers Wltne T)la trous Sp-ota-le Kight forest fires rasing along the California Coast from Point Arena south a distance of IS miles, was sight that passengers on the steamer Beaver, arriving yesterday afternoon, witnessed. The first blase was sighted by Purser Clark and he directed the attention of others and the sight was regarded the most unusual seen along the Coast at this season. The fires ap peared to be In the same belt of tim ber and burning at a rate that prom ised great loss. The Beaver had 1J passengers and a -large cargo. When the .vessel sails Tuesday she will have a capacity list In her cabin, aa she Is to arrive at San Pedro October SO. one dsy In advance of a spectacular parade arranged for the entire Pacific fleet. The feature will be an attraction even for the rest dents of Los Angeles and San Fran cisco, who frequently see vessels of the fleet, but .have not had an opportunity to witness maneuvers of the entire stuadron. HFJ.HI MAY "BE Pl'RCnASED Vessel I Wanted for Fi.rtland-to- Callfornla Business Negotiations have been opened with the Pacific Coast Steamship Company for the purchase of the steamer Delhi for operation between Portland and California poT,- An approximate price has been suggested, but the figure Is regarded as excessive and It la not Im probable that the matter will be taken up with directors of the line. The Delhi Is desirable as a vessel for Immediate service, as she Is equipped with passenger secommodatlons and has a speed of U knots. She Is of tons gross and t tons net register, her length being- IJT.4 feet, beam 5 feet and depth of hold 1. feet. The Pacific Coast Interests hava operated her to Alaska, but at present she is out of commission-. In easting about for vessels prospective purchasers say thst owners display no desire to sell, except at unreaonabla sums that are equal to the cost of a modern passen ger and freight vessel.
