greater. While, after January 1. the
rates will be higher, a combination,
which esportere allege, will mitigate
aralnst the port seriously.
The steamer Suverlc. now loading,
may get away by October l. carrying
approximately 41.000 barrels of Hour
and SOfl.000 feet of lumber, of which
Te.noe) feet was to have been shipped
on the preceding steamer. The Puverlo
will be the last carrier dispatched by
tatter eV Co. as local agents, as A. T.
Prltchard Is to arrive In time to rare
for the cargo of the Kumertc. due next
month.

brought about the rinsing of native
banka and. with finances restricted,

Kight forest fires rasing along the
California Coast from Point Arena
south a distance of IS miles, was
sight that passengers on the steamer
Beaver, arriving yesterday afternoon,
witnessed. The first blase was sighted
by Purser Clark and he directed the
attention of others and the sight was
regarded the most unusual seen along
the Coast at this season. The fires ap
peared to be In the same belt of tim
ber and burning at a rate that prom
ised great loss.
The Beaver had 1J passengers and
a -large cargo. When the .vessel sails
Tuesday she will have a capacity list
In her cabin, aa she Is to arrive at San
Pedro October SO. one dsy In advance
of a spectacular parade arranged for
the entire Pacific fleet. The feature
will be an attraction even for the rest
dents of Los Angeles and San Fran
cisco, who frequently see vessels of the
fleet, but .have not had an opportunity
to witness maneuvers of the entire
stuadron.

Negotiations have been opened with
the Pacific Coast Steamship Company
for the purchase of the steamer Delhi
for operation between Portland and
California poT,- An approximate price
has been suggested, but the figure Is
regarded as excessive and It la not Im
probable that the matter will be taken
up with directors of the line.
The Delhi Is desirable as a vessel for
Immediate service, as she Is equipped
with passenger secommodatlons and
has a speed of U knots. She Is of
tons gross and t tons net register,
her length being- IJT.4 feet, beam 5
feet and depth of hold 1. feet. The
Pacific Coast Interests hava operated
her to Alaska, but at present she is
out of commission-. In easting about

river yesterday a report became cur
rent that ehe has gone ashore down
the Coast, but Al Chase, one of her
owners, received a message that she
had left Bandon on a trip up the Co
qullle River for a cargo of coal to bo
delivered at Bay Cltv. business that
had not been anticipated.
The gasoline schooner Delia Is ashore
on the north spit at Nestucca, while the

her Is working to move the Delia. The
gasoline schooner Tillamook arrived
yesterday from Bandon and way porta
with matchwood and chltera bark and
sailed In the evening for the retnrn.
Steamer Stakes Record Trip.
MARSIIFI ELD. Or, Oct. JO. (Spe
cial.) The steamer Nann Smith, owned
by the C A. Smith Lumber Company
Interests of this city, and used to carry
umber from the-rnlll to Bay Point. CaL.
has been making some fast trips lately,
but recently beat all previous records.
The vessel went from this city to Bay
Point. CaL. with 1.600.000 feet of lum
ber, unloaded the lumber, loaded freight
and waa back In Coos Bay In slightly
less than Ave days. Deducting time for
loading and unloading the actual time
required for the round trip waa three
daya and 13 hours. The electric load
ing cranes now used In connection with
the vessel have lessened greatly the
time required tor cargo work.
Prince. Beatrice Floated.
VICTORIA. Oct. 10. The Canadian
Pacific steamship Princess Beatrice.
which went ashore on Noble Island last
Saturday night, was floated today.
Temporary repairs were made by the
salvors, and the ves.l is on her way
to Esquimau to go Into drydock.
Marine Notes.
Assisted by the Port of Portland tow
boat Oeklahama. the British hark
Iverna shifted yesterday afternoon from
Oceanic to Martin a dock.
In the Interest of M. H. Houser the
barge Amy Turner Is to shift front an
anchorage above the bridges to Irving
dock and begin loading wheat Tuesday
for San FYanclaco. Because of the stiff
east wind' yesterday the vessel swung
across (he chaanel and efforts were
made to secure a berth at onre.
Captain Bernard Kelly's charge, the
steamer Westerner, was the only ves
sel to enter yesterday at the Custom
House from San Francisco, and she
cleared for Long Beach, Cal.. with 250.-
000 feet of lumber. The gasoline sehoon-
er Tillamook was In from Bandon and
cleared for the return, with the British
steamer Hellopolls clearing with wheat
for St. Vincent for orders.
Carrying -tSO.OOO bushels of wheat,
valued at $21 J. 500. the British tramp
Hellopolls Is to leave the harbor today,
bound for St. Vincent, where her master
will receive orders as to the final
destination of the cargo. The next
whest carrier to clear will be the Brit
ish berk Iverna. The Barmhek Is to
begin loading at Irving dork today.
In exporting circles It wss yesterday
reported that the British bark Cam
brian Chieftain, oa the way from Port
Natal under charter to Hind. Rolph Sc
Co. to load wheat, had been rechartered.
It was also said that the British ship
Glenesslin. which Is en route from Ant
werp for Callao, has been fixed for
local loading.

In such atralts that she and her chil
dren have been compelled to live on a
little rice and milk for a week, having
a heavy mortgage against their home,
compelled to answer the demands of
the grocer that his 1100 bill be met
with a note secured by another mort
gage, with no husband and father to
look after them, and as a final misfor
tune confronted with a street assess
ment of I13.9s. Mrs. Alfred Beverln
Torgensen appeared before the street
committee of the City Council yesterday
afternoon to ask relief. fhe said ehe
recently paid an assessment of $30 and
that she Is unable to make payment on
this latest assessment.
"We did not ask to hava the street
Improved." she said. "It Is of no bene
fit to us. because property out where
I am Is not selling very well now. My
husband paid 400 a lot for our six
lots a few years ago. and I offered
them for 11300. but Just because I am
a poor widow, the parties wanted me
to let the lots go for 100.
City Agree to llele Her.
"I couldn't afford to do It. because
that wouldn't even meet the mortgage.
Persons near me recently sold some
property, but they sold It on time. I
cannot do that with mine, because of
the mortgage.
"I am not in good health, and after I
have done my housework It is all that
I can do. I am not strong enough to
go out and work for a living for my
self and my two children one Is 10
and the other 14. It has Just come to
this either there will have to be a
stop to these continual assessments, or
else I will have to demand support
from the city. I am not able to" bear
these heavy expenses."
Councilman Baker, chairman of the
street committee, suggested that the
committee recommend to the City Coun
cil that the city make the first pay
ment of t. which will be due In a year.
If Mrs. Torgensen will bond her prop
erty. This she agreed to do.

It was voted to discontinue the pro
ceedings for the improvement of a dis
trict In Laurelhurst which has been
sold by a realty firm, 90 per cent of
the property-owners having protested
against the improvement. The district
Is from the O.-W. RAN. track to
Hal Be y street and from Clackamas
street to Kast Thlrty-flrst.
About 100 remonstrances sgalnst the
Improvement of East Ollsan street from
Kast Twenty-eighth street to Sandy
boulevard were received, but as none
of the remonstrators were present the
matter was held over until the next
meeting of the committee.
Jay Bowerman fiyd a petition for
the Improvement of Holgate, Mall,
Reynolds and several other streets.
This will take the regular course.
Protests against the Improvement of
Villa avenue will be heard at the next
meeting of the street committee.

With the Governor of the State and
10 of the leading citizens of Portland,
the ranchmen and fruitgrowers In
Eagle Canon. Sprlngwater, Currlnsvllle,
Gladstone and other districts within the
shadow of Mount Hood are to take part
In a Commercial Club banquet tonight
at Estacada. Governor West. T. B.
Wilcox and B. S. Joaselyn, of Portland,
are to be the principal speakers. The
occasion Is for the purpose of exploit
ing the resources wlthln'a few miles of
the doorstep of Portland. Beginning
with Estacada and stretching out north,
east and south, there are 260,000 acres
of rich, red-shot soil subject to culti
vation. Harvey Beckwlth. president of the
Portland Commercial Club, and H. M.
Haller. president of the Portland Cham
ber of Commerce, are going to lend
their advice to the residents of Esta
cada at the banquet as to how best
to develop this unoccupied area. Plans
will be formulated for the conversion
of the raw land Into a productive area.
For some tltme the Oregon Agricul
tural College has maintained an ex
perimental station In the Garfield dis
trict, five miles east of Estacada, and
aa a result of their development they
have Issued pamphlets Indicating that
the Estacada district can easily be
come a frutt district equal to that of
Hood River, because the soil is similar
and the location equal In every re
spect. A special car will leave Portland
this afternoon at 5:15 and arrive at
Estacada at 7 o'clock. An Informal
reception will be held at the Estacada
Hotel and at S o'clock the banquet will
begin.

HOLGATE SEWER TO STAND
Drainage Committee Recommends It

Relying on an opinion of City Attor
ney Grant that no legal action can be
taken to remedy the Holgate sewer dif
ficulty until after the asseesment ordi
nance Is passed, the sewer and drain
ago commute of the City Council de
cided yesterday to recommend tho ordi
nance for passage, and to overrule the
remonstrance of property-owners.
It Is the contention of those living In
the district that mors territory should
have been taken In. thus making the
burden of the sewer assessment lighter.
Dr. Harry Lane appeared before the
committee yesterday and declared that
the assessment Is Illegal and that the
