ALL AMENDMENTS WIN CAXIFORXIA VOTES BOXDS FOR HIGHWAYS AVD EXPOSITIOX. Cities to Be Classified, Exempts Mortgages and Allows for Di vision of Counties. BAN FRANCISCO. Nov. 11. (Spe cial.) Not only the - Panama-Pacific Kxposltlon amendments, but apparently every constitutional amendment ana bonding proposition submitted to the electors of the stats was ratified by tbe vote on last Tuesday. The returns contain several yrprls- es. Not even Governor Glllett bad ex peeled the flt.000.00u state highway bonds to be ratified, and only the day before election the Governor sanl that, whils no doubt ths proposition would bo defeated this time, he was satisfied that some progress had been made nd that at another election the people would vote for good roads. Few persons expected the voters to ratify constitutional amendment jo, 41. which provides for the classifica tion of cities and towns so as to regu late banking business; and still less that there was a chance of No. 11 car rying, which exempts from taxation mortgage deeds ol trust, contracts ana other obligations by which a debt Is secured Also there had been much doubt aa to ths fats of Senate, consti tutional amendment No. 1, providing for aeparation of stats and local taxa tion. Two years ago the aame amend ment was defeated by a very heavy ad verse vote. Strong opposition was made to amendment No. it for the formation of new counties and altering county boun dary lines, but apparently thla. like the others, was swept to victory by the spirit of generosity that seemed to possess electors on Tuesday.
