The committee turned down the reso lution asking a JS.ono.fl.io.ono bond Issue, after a debate In which some of the "Washington delegation upheld the meas ure. Colonel Martin, represented the deep waterways project before the congress in the absence of W. K. Kavanaugh, presi dent of the Lekes-to-Gulf Deep Water ways Association. He gave an outline of what Is expected as a result of the proposed 14-foot main trunk waterway. John T. Matthews was also a speaker on the subject of waterways. The after noon was devoted to addresses by Gov ernors of the states of Florida. South Dakota. Idaho. Washington. Nebraska and Montana. Governors Make Addresses. Governor Phallenberger. of Nebraska, made a stirring appeal for the conserva tion of resources which was greeted with continued applause. He had with him a considerable delegation of both men and women. Governor Gilchrist, of Florida, gained the confidence of the conrress by an appeal for the abolishment of Mason and Dixon line by the designation of the South as a "sleeping giant now awake." Governor Brady, of Idaho, commended both Secretary Balllrger and Glfford Plnchot and urged that oil be poured upon the troubled waters In the Interests of the general Western good. - Governors Vesey. of South Dakota, and Norris of Montana, thanked the congress for Its activities. General Pielvlljon. formerly of Kru ger's army in the Transvaal, represented Governor Curry, of New Mexico. All remaining traces of the Ralllnger-Ptnchot hostilities disappeared on the last day of the congress with perhaps a mention now and then by some kindly disposed speaker. Unless a discussion should arise tomorrow, which is practically improb able the congress will be considered ad journed. Lyman's Words Convincing:. The deep waterways for the Inland Flnplre was the subject of the address of Professor W. D. Lyman. Various projects for the removal of ob stacles to navigation In the upper Colum bia and Its tributaries mere discussed In detail by Mr. Lyman, who dismissed this topic by saving: "It may be asserted that at moderate post, with locks at two points In British Columbia and four In our own country, with some improvements at a half-doxen rapids, the Columbia could be navigated over Its whole course of fourteen hun dred miles. "As to expenses. It may suffice to say that It be entirely within the bounds of reason, and that direct pecuniary gain would outrun the outlay many times over In the course of a generation. Let us see where a little figuring would lead us. Of R5.000.WO bushels of wheat harvested in the inland empire this season, it is likely that 35.AOl. buohels will be shipped to tidewater. With an average reduction of 4 cents on X.ftV.O" bushels, due to water competition, we shall reach a saving on wheat alone of J1.40O.O00 a year. Three yeans- saving in shipping rates would probably pay for all improvements con templated on the entire river with Its chief tributaries. "First, hammer away without ceasing at Congressmen. President, and all In authority to adopt the general policy of ..0Vft by bond issue to be used In the next 10 years for river and harbor work: second, hammer even harder at the specific purpose of getting Celllo Canal done by continuing contracts In the next three years.
