One battalion will be assigned to the rifle range for small arms Instruction practice each day un til the three battalions have had a day apiece. While the programme of events has riot been announced, it is known that KirK .,? b at least ono maneuver which wiU extend through two days. j me i roups to bivouac in the field over night, several miles from camp. There will be prob lems for battalions and companies, and Instruction in guard duty. As to the turnout, there Is now every assurance of a large response from the companies outside of Portland. From this city the turnout will average about 85 per cent of the strength of each company. At first there were in dications of a much smaller percentage but when the company commanders gave their men to understand that the field programme will be the principal feature of the camp, rather than target practice, the response of Interest was Immediate. The arrangements for par ticipation by the regulars also served to stimulate Interest. These arrange ments were perfected by General Fln ser through the headquarters of the Department of the Columbia, Several officers of the Regular Army have been detailed to attend the vari ous events for the purpose of furnish ing any Information that may be de sired by the Guard officers. Major 1L F. Noble, First United States Infantry, will be attached to the Third Infantry. He will inspect the regiment during the camp and report to the War Depart ment. Lieutenant James W. Everlng ton. Third United States Infantry, will also be attached to the Third Oregon Regiment. BUILDING PERMITS LOOM Keoord for June in Eugene Exceeds All Previous Months. EUOHNE. Or.. July 6. SpeciaL The .month of June was the trreatest build ing month in the history of Eugene. The record for permits shows $144,750, exceed ing the record established for the month of May by $10,000. The record for May was about $50,000 In excess of that of any previous month. The figures from the books of the build ing inspector show that June of 1909 has a record of nearly three times the build ing permits of June. 190S. One building, the Osburn Hotel, being erected on the corner of Seventh and Pearl streets, is responsible for $100,000 of these figures. Since January, lft09. there have been permits taken out in Eugene to the amount of J3S6.000. GOOD ROADS TALKED ABOUT National Congress in Session at Se attle Exposition. SEATTLE, July 6. The National Good Roads Congress met today in the Good Roads building at the Alaska-Yukon-Fa- cuia reposition. E. I Powers read a paper on the his tory of road-building in the United States. M. O. Eldrirlge. of Washington, T. C. spoke on "Earth. Sand. Clay and Gravel Roads." Andrew Rinker, of Minneapolis, told how successful wood-block pave ments had been in that city. JILTED, HE TAKES POISON Youthful Hotel Manager at Caldwell Would End His Life. CALJWEXi Idaho, July 6. (Special.) FTed Cannon, manager of the Saratoga Hotel, attempted suicide this afternoon by taking strychnine. He was found lying on the office floor, and was taken to his room and a physician summoned. Speaking of the great powers of wrla ana their responsibilities, the Japanese Ambassador said: "As for Japan, she was not only In troduced luto the community of nations through the agency of American diplomacy, but has been always en couraged by it in various ways, as she advanced In her progressive move, as her Intentions were to apply the principle of quality the same to na tions as to Individuals, even when we were still In a more modest position. The United States recognized Japan's tariff autonomy before any other power in 1S7S, and was only second to Great Britain, our honored ally. In taking: the Initiative In 1904 to abolish her extra territorial jurisdiction in Japan, which might be called our international eman cipation. Thus strongly encouraged by the friendly action and attitude of the United States, Japan has been contin ually endeavoring to Improve herself In politics and social conditions, so as to make herself worthy of her position as a member of the community of civil ized nations. We are using every effort In our power, however limited, to con tinue to Improve ourselves and enjoy the benefits of modern civilization. TWO VESSELS ARRIVE STATE OF CALIFORNIA ANT XOME CITY REACH FORT. Independence Day Celebrated on Waterfront Officers and Sailora Take Holiday Marine Notes. Fourth of July was appropriately ob served along the waterfront. The Customs-House, shipping offices and docks were closed and officers and sailors took a holiday. The only craft to arrive in the harbor were the steamships Nome City and State of California. The Nome City arrived at 8 o'clock in the morning, and tne btate or California at midnight. Rain put a damper on the exeuiniofi business out of the city. A number of public excursions had been advertised for tne aay Dut the public failed to take ad vantage, and the boats went out short of passengers. Gasoline launches, which were at a premium Sunday, could be chartered yes terday for a song. Craft for hire lay at the moorings without a sign of a passen ger ana tne owners of pleasure launches called all voyages off. No drownings were reported.
