The proposal of organized labor to In voke the referendum on the blanket fran chise recently granted to the Portland Railway. Light and Power Company by the City Council over the veto of Mayoi Ian was indorsed by the Central Labor Council at a meeting last night. A com mittee of three was named t'o circulate the referendum petition and obtain the necessary signatures. This committee consists of G. F. 'Garry, business manager of the Linemen's Un ion; fi. A. Rodgers, business manager of the Teamsters Union, and H. J. Parki son. editor if the Labor Press.
