THE MORNING OREGOXIAN, LESS TIME TO FISH Closed Season Extended for Clackamas and Willamette. ACTS UNDER LAW OF 1901 Commission May Later Irbl(J Sal mon Catching Altogether on Best Hatchery Stream In Entire State. L'nder an act of 1901 the Fish Com mission of Oregon has added 15 days to the salmon closed season of the Willamette and the Clackamas Rivers, by extending the closed season from April 15 to May 15, to' conform with the new seasons of the Columbia River. The Board would have begun the closed Beason this year March 1, In stead of March 15. if It had discov ered Its power In the law soon enough to give the required 30 days notice. Next year the season will close on March 1. Whether this means that the Board mntlmately will close Clackamas River entirely will be an interesting ques tion for fishermen of that stream. The Clackamas is the best hatchery stream in the Northwest, as fish experts agree, and there is a demand that it be closed to fishing altogether. The seasons on the Clackamas, as fixed by the Board and by law, will be as follows: Closed March 15 (this year) to May I; June 15 to November 1. Open May 1 to June 15: November 1 to March 1 (.next year). The lengthening of the March-April closed season in the Willamette and Clackamas, by 15 days this year, and 80 days next year and subsequent years, will give more adequate protec tion to salmon when most of the Co lumbia River fish run up those streams. In that period the Willam ette current Is strong and attracts the salmon of the Columbia. In May and June, when the current in the Willam ette subsides and runs strong in the Columbia, the salmon run past the Willamette and up the Columbia. PLAN IN FORMATIVE STAGE Annex to Portland Hotel Still Far From Assured. Rumors are started everv now and aain (hat the owners of the Portland Hotl have under consideration the build ing or an annex. The latest rumor not only embraced the building of an annex. dui included a theater. The building, according to these reports, is to be put up on Yamhill Street, opposite the pres ent hotel on property owned by John C. Ainswortn. Mr. -Ainsworth said last niht that Henry U. Corbett. president of the Port land Hotel Company, had in conversation with him made some references to ru mors to the effect that the hotel was to I be enlarged or an annex built, but that nothing further had been broached. Mr. Ainsworth said that so far as he knew there was no foundation for the rumors that a purchase of his property was be Ling considered. Mr. Corbett said that architects' draw ings had been submitted to him, giving a bare suggestion of a now building, but that he had never given the subject serious consideration, as he believed the plan is not feasible. Graduating from there he took a two years' .course in the St. Louis Law Bcnool and then went to the TJnlversitv of Berlin, where he took a special course in law and political economy. Returning to St. Louis in 1873, he was admitted to the bar and soon took an active part in municipal arratrs. In addition to being a member of the Lower House of State Legislature, he was for four years pres ident of the City Council of St. Louis. New Postmaster-General. Although the youngest member of tho new Cabinet, FVank H. Hitchcock. 1r Taft's Postmaster-General. Is probably uener Known to ine general public than any of his colleagues by reason of the prominence he obtained as chairman nf the Republican National Committee in the recent campaign. Mr. Hitchcock Is only 12 years of age. and since he left school lias been in the employ of the Govern--ment. He is a native of Ohio, but re ceived his education in Massachusetts tn Iwhich state his parents removed when he was quite young, uraduating from Har vard in 1R!1. he obtained a clerkship in the Department of Agriculture. Later Secretary Wilson made him chief of the Division of ForeiKn Markets, and when fhe Department of Commerce and Labor was organized ne was made Its first chief jera. in hit. rtoosoveit s first campaign iie was assistant secretary to the Repub ican National Committee, and was later ippointed first Assistant Postmaster-General. He resigned that position when the Taft campaign was opened to take chara-o tif Mr. Taft's interests. Subsequently he vam elected chairman of the Republican pianonai tommuiee, wnicn post he still loids. Secretary Wilson Holds Over. If Secretary Wilson continues to hold he agricultural portfolio until next. No vember, he will have broken the record for continuous Cabinet service, which 19 ow held by Albert Gallatin, once Secre tary of the Treasury, who served 12 k-ears, eight months and 25 days. Secre- ary Wilson aj appointed at the outset bf the McKInley Administration. He txm bora In Ayrshire, Scotland, Is- 1S35, and at the age of 17 was brought to this country by his parents. He was educat ed In the public schools or Iowa and at Iowa College. He engaged in farming, and, entering state politics, was a mem ber of the 12th, 13th and 14th Assemblies of Iowa, . being elected Speaker of the Assembly in his last term. He served three terms in Congress. Secretary of Treasury. Franklin MacVeagh, merchant, . who will be the next Secretary of the Treas ury, was born on a farm near Phoenix ville, Chester County, Pennsylvania. He was graduated from Yale as B. A. In 1862. and from Columbia Law School. New York, in 1864. and began practice iwth his brother, Wayne MacVeagh, but, his health falling, he abandoned law and went West. Shortly after he estab lished in Chicago the wholesale grocery house of Franklin MacVeagh & Co., which for many years has been one of the largest in the country, and from which it is reported he has only recent ly resigned. He is also a director of the rommercial National Bank, and other Chicago corporations. Mr. MacVeagh is distinguished in Chi cago not only as a most successful mer chant, but especially for his active work in behalf of civic progress and reform. PLANS FOR NEW BUILDING C. K. 1IEXRX CONFERS WITH THOMPSON HEIRS. Block at Third and Pine to Be Im proved Other Structures Probable. Since his return from California Charles K. Henry has had under consideration various plans for the improvement of tho block bounded by Third, Fourth. Pine and Ash Streets, belonging to the Thomp son Estate Company. Mr. Henry was ap pointed Oregon representative of the com pany some weeks ago and while In Ban Franel3co he was in conference with the heirs composing the company. He made several suggestions as to the character of a building decided upon and said yesterday that not only the block de scribed, but also the corners at the south east of Third and Ash Streets and on tho north side of Davis between Second and Third Streets axe to be built upon, prob ably the coming Summer. As to the. block, Mr. Henry waa not free to say definitely what is to be built, but admitted th structure is to be a modern building of from four to six stories in height. A proposal is under consideration that will provide for the site of a aemi-publlc building that will be one of the hand somest structures in Portland, and from drawings that have been submitted of a preliminary character, tt is certain that the district Is to take a big step for ward, if these plans are adopted. Several weeks will elapse before a decision Is arrived at. Only one point is positively settled and that is the block Is to be improved in a manner tnat Is commensu rate with the value of the ground and prospective building up of the surround ings with high-class improvements. As to what will be built on the other pieces, Mr. Henry says the character of tho improvements depend on offers by would-be tenants. Another high-class building for down town has practically been decided upon by the Dammeler Investment Company. The manager of the company had a con ference with Building Inspector Dohson during the week, when it developed that the company has under advisement the erection of an eleven-story officj build ing. Mr. Dammeler said yesterday that while it had been decided to build such a structure, there were some details to be worked out that deterred him from naming the site chosen, and besides there was a question raised as to whether a building of over eight stories of con crete construction would be permitted on less than a quarter block of ground space. The site in view is but 60x100 feet, but the value of the ground, he said, mado a higher building desirable. DAILY METEOROLOGICAL REPORT. PORTLAND, March 4.
