I-ate in September an nouncement was made by the General Land Office that approximately 121.000 acres of land was to be eliminated from the I'mpqua and Tillamook forest re serves In Southern Oregon, the land to become subject to settlement on Decem ber 21. lixio, and to entry and filing Jan , uary 2". 11S. At the time the announcement was made It was the understanding; of th General Land Office that this land. like, many other tracts that are being elim inated from reserve from time to time, had been found to be suitable for agri culture or other purposes, and not adapt ed to forestry. Inquiry, however, dis closes that the Interesting facts In re gard to this elimination had been held back. Created Hastily. The Tillamook ami Tmpqua reserves were, created by the President. March 2. 1907. It will be recalled that 20 or more reserves were created on that day. There reserves were created hastily and for a purpose, for both branches of Con gress bad agreed to the Fulton amend ment to the sundry civil bill, which pro vided that thereafter no more fort-st re serves should be created in Orgon, Idaho. Wyoming and three other states, except bv act of Congress. The sundry civil hill was to go to the President for sig nature on March 3. and its provisions were to become effective as soon as the bill was signed. The Forest Service realized that after the bill had become opeiative It would be absolutely beyond their power to en large the reserve area tn any of the six states affected by the Fulton amendment, for the Congressional delegations from those states believed their states were already oversupplied with reservations of forest lands. And so It was that Mr. Pinchot hurriedly ran over the records of his office, determined where desirable forest lands were located, and where he bad contemplated creating reserves at some future time, and around every such area he drew a line on the map. and took the maps to the President. Defends Action. The President immediately signed proclamations creating this vast assort ment of forest reserves In Oregon and the five other states, describing them not by subdivisions, but by boundaries on the maps marked off hastily by Mr. Pinchot. and the boundaries so fixed be came the bounlaries of the reserves, and all lands Included within those boun daries, save those to which title had passed from the Government, were with held from entry- When the hasty cre ation of these reserves was criticised, it was contended by the horest Service that their action had not been hasty, and that the reserves had been laid off ac cording to their surveys anil reports, which were fairly complete and accu rate. It now develops that some of these re serves were created In country about which the Forest Sen Ice had very scant Information: not such information as would enable them intelligently to lay off reserve boundaries. That proved to be the case with the I'mpqua and Tilla mook reserves, for It turns out that the boundaries as established, included vast areas of land that had been settled upon and cultivated; much of it unsur veyed land. It is true, but land that had furnished permanent homes for settlers for anywhere from three to eight years settlers who were only waiting for sur veys, to get title. And so It happened that nearly 90.000 acres of such land had been included within the boundary of the Vmpqua reserve, and about 30.UOU in the Tillamook. Will Itceogntz Rights. The present records of the Forest Service show that most all the land that is to be eliminated from these two re serves Is land upon which bona fide set tlers have gone In an effort to establish homes; there Is very little land among that to be eliminated which is subject to settlement and entry, for It Is the pur pose of the Laud Office to recognize the rights of bona fide settlers who have been living on this land for a term of years. There Is some land. It la true, that can be filed upon at the time speci fied, but not much; only a very small percentage of the entire area. The eliminations referred to do not embrace all the agricultural land that was Included In the hastily created Ump qua and Tillamook reserves, nor does It include all the land upon which bona fide settlers had located prior to March 2. 1907. But it Is improbable that all such land is to be eliminated; there Is a dis position among some forest officers to persuade remaining settlers to vacate on terms which the Government may deem equitable, and which will later be pro posed to the settlers themselves. This plan, however, will probably be followed out under the direction of the new Di vision Forestry Chief at Portland. Paris Journalistic Style. New. Tork Press. Harmsworth (Ird Northclif fe), who Is quite a clever little chap, sayn that there are no more good writers in Kngland or America. Perhaps he prefers the French style. Following is the way a Paris Jour nal chronicles an accident: "On Saturday afternoon an accident whioh might have been attended with sad results took place In this city. A brick layer, having lost his balance at the top of a six-story building, fell to the street. Fortunately two women in sheath gowns and Merry Widow bonnets happened to be chatting upon the sidewalk. They re ceived the fallen man on their heads and broke his fall. The bricklayer was taken up safe and sound- The bystanders shud dered to think that but for a lucky chance the accident would have cost him his life. The two women were Instantly killed. Yesterday a large rock barge that has been stranded on a sand spit near the mouth of the Columbia River for two years became detached. Its course when afloat rendered It a menace both to navigation and the construction work on the Jetty. Mr. Tallant, owner of the barge, was notified Immediately and his prompt action in securing the barge probably averted serious disaster.
