INVESTIGATION IS ORDERED Local Board Will Look Into Com plaint Made by Prominent Port' land People Against Master ot Steamer Chas. R. Spencer. Papers will be Issued from the offices of the local inspectors of steam vessels this morning directing the appearance before the board of Captain Spencer, of the steamer Charles R. Spencer. The or der was Issued on complaint of several passengers who arrived In Portland one night last week on board the steamer T. J. Potter from Megler. Captain Spencer is charged In the com plaint with conduct dangerous to life and limb In the handling of his steamer. It Is alleged that on the trip tip the river Captain Spencer harassed the Potter by continually crossing her bows and by coming alongside close enough for people to shake hands from one vessel to an other. The latter offense comes under the head of "Locking Guards." which Is prohibited by a special section of the nav igation laws. Captain E. S. Edwards stated yesterday that the matter will be Investigated thor oughly. A number of prominent citizens of Portland are Included In the list of witnesses and all have signified their willingness to appear and testify. J. MILLIS VISITS CITY Steamship Breakwater Makes Ran From Coos Bay In 24 Hours. C. J. MIHIs. vice-president and general manager of the Portland & Coos Bay Steamship Company, arrived In Portland yesterday from Marshfteld. Mr. Millis was a passenger on the steamship Break water. He will spend several days In Portland on business connected with the cmpany. Mr. Minis Is accompanied by his wife and daughter. The Breakwater made the run up from Coos Bay to Portland In 24 hours. She crossed out over the Coos Bay bar shortly after 2 o'clock Saturday afternoon and at 3:15 yesterday she was fast at the Oak street dock. She brought SO passengers. The Breakwater will tow the Government dredge to Coos Bay on the down trip. Fell Thirty Feet to Pavement. LEWISTOX. Idaho. August 29. (Spe cial.) In testing a new fire escape at the Raymond House here last night B. L. Youngs, of Moscow, the inventor of the apparatus, and Fire Chief Ed Martin son, of this city, fell from the third story of the hotel, striking on the cement siiie walk 30 feet below. Youngs suffered a broken collar-bone and an injured hip and Martinson a dislocated elbow and badly bruised head. San Pedro Shipping. SAN' PEDRO. Cal..- Aug. SO. The steam er William H. (Special) What Is described as a corner In sailors bas been established at Newcastle, N. 3. W. The nefarious practice of "crimp ing" has created a situation which Is be coming intolerable, and this In spite of the act specially passed last year to put an end to the traffic. It Is stated that the law Is openly defied and that seamen are victimized and shipowners blackmailed with Impunity. At a recent meeting or the council of the local Chamber of Com merce a member mentioned that formerly crimps" charged $5 per head for supply ing sailors, "but since the promulgation of the local government ordinances the mercenary wretches had advanced the price to $20 per head, and the masters were compelled to pay this blood money or go without crews." Moreover, the crimps contrive to Im plicate the shipmasters by making them a rebate per capita. In order that the traffic In. flesh and blood should be kept quiet. Xo End of It. When ready to run at full capacity it is the intention to turn out cement bricks and other products used in building. Excavation for the Charles K. Henry & Son building-, at Fourth and Oak, will be finished this week. Concrete retaining; walls are being- put at the Lombard site. Fifth and Stark. Contract has been awarded Langrford & Walker to erect the Pacific Paper Company's building-, at Fourth and Ankeny. The first floor of Rosenblatt's Hotel, at Tenth and Alder. Is up and work started on the next floor. Bennes, Hendricks & Tobey are receiv ing figures on a $25,000 school building to be erected at Bandon, ur. Quite a number of streets In the down town district are having nard-suriaee work nut down. Stark street from Third to Sixth: Park, for four blocks south from Stark; Eleventh and Twelfth are among the streets receiving attention. E. H. Wemme has taken out building permit for another garage which he Is to erect on Seventh, between Couch and Burnslde. The building is estimated to cost about $15,000. , xtr r trnio-hrrm th architect, who was seriously injured about three weeks ago in falling from a ladder, is reportea to be getting along fairly well. He suffers considerably on account of broken bones, but is making good progress toward re covery. MacNauehton. Raymond & Lawrence are preparing plans for the Studebaker utomobile warehouse, luuxiw, to do erected at the southeast corner of -Chapman and Alder streets. The building- is to be three stories and built of brick. Cost is estimated at $35,000. r. D. Neer is preparing plans for the State of Oregon for a fish hatchery to be constructed 12 miles from Tillamook. Master Fish Warden McAllister Is re ceiving bids for the work. Tt bflS been figured out that the cost will be about the same as for a frame struc ture. It will be 40x86 feet. The lower walls will be 10 inches thick and the up per walls about six Inches. There will be a fraternal hall on the second floor and four stores below. The association Is Incorporated for $3000, but the actual cost of the building is estimated at from $3500 to $5000. Ex-Detective Kerrigan is having an apartment house erected at East Sixth and East Davis streets. It will be fin ished next month. The cost will be aDout $7000. O. L. Ferris Is having a $2500 dwelling built on East Forty-seventh street, be tween Broadway and Hancock. In Wlberg Heights. He also has an $1800 cottage under way in the same neighborhood. Outside of Portland the school dis tricts of Multnomah county are spend ing over $16,000 in new buildings and improvements this year. At Gresham a five-room addition is being- built. Rock wood is completing a four-room build ing and at Terry a two-room school house Is being- built. County School Superintendent Robinson says that the tendency is to replace the old school- houses with modern buildings. ' He es timates the school population at from 4000 to 6000. The combined chapel and school of the Jesuits on a 20-acre tract on the Powell Valley road is nearlng comple tion. It is a three-story structure, modeled after the plans of the Pied mont building;, and cost $15,000. The residence of the Jesuit priests on the same ground, costing $10,000. is also being completed. These grounds are to be made the headquarters of the Jesuits in the Northwest. The dedication .of the school will be held in the near fu ture. Architect C. C. Robblns has prepared plans for repairs and alterations on the Logus building on Grand avenue and East Washington street. The in terior is to bo modernized and plate glass windows put in the fronts of the stores on the lower floors. Eventually two more stories will be added, mak ing the building six stories. Recently this property changed hands for $75, 000. It was put up 12 years ago by Charles Logus for $45,000. The concrete foundation for the new Central Christian Church, East Twen tieth and East Salmon streets, is nearly completed. It occupies a quarter block. The contract for the stone to complete the basement was awarded to Hi 5 , - ,..r c ' Harry Blng-ham. Tenlno stone will be ( used in the basement. The new edifice" will be one of the finest structures of the sort In the city and will cost $50, 000. Rev. J. F. Ghormley, the pastor, says that the work on the main struc ture wlll.be pushed forward as rapidly as possible. W. E. Splcer, whose frame building at Creston on the Powell Valley road was burned down a short time ago, has started to rebuild on the same founda tion with concrete brick. The cost will be about $5000. Among; the transfers recorded last week was for the southwest corner of Sixth and Flanders, from Max Loewen son to W. Friedlander, the considera tion being- $35,000.
