OBJECT 10 SITE FOR HIGH SCHOOL Project of Directors Would In jure Residence District, Say Property-Owners. HAVE ANOTHER SOLUTION Favor Selling Block Just Bought and Erecting w Build ing on Site of -Present West Side School. Own of property adjoinlrur the block bounded by Couch and Davis, Seven teenth and Eighteenth street, the land recently purchased by the Board of Ed ucation, are protesting vigorously against the proposed construction of a new West Side High School on the property. The protestants declare that the transaction by which the new site was acquired was conducted secTetly by the School Board, without giving them an opportunity to be heard. They consider that the plans in dorsed by the Board of Education propose an unnecessary Invasion of an exclusive residence district to the detriment of es tablished residence property. While the complainants recognise that the transaction by which the property was purchased, has been consummated and realise that protests at thla time are of as much avail as the Investment of a lock to the stable door after the horse has been stolen, they will appeal to the member of the Board of Education In hope that their grievance may yet be considered. They admit that the price of $92,000 paid by the school district for the ptroperty was a reasonable one. and In fact a bangaln as a real estate Invest ment, but lralst that the problem of pro viding the necessary high school facilities on this side of the river could have been solved without the purchase of the block which haa been bought. Could Sell at Profit. The complaining property-owners se riously question the course that has been adopted. In the first place, they contend that the erection of a High School build ing on the property that has been pur chased will practically ruin that district as a residence section. The protesting parties propose to present for the con sideration of the Board of Education a proposal to dispose of the proper ty that has been purchased, believ ing that a sale could be made at a price In advance of that paid for the property, and then proceed to a solution of the high school problem on the West Side In accordance with the plan that will be suggested by the Interested property owners. These property-owners will suggest that the money required for the purchase of the block that has been bought be add ed to the cost of the new High School building that Is proposed and the com bined fund be expended in the construc tion of a new High School building on the site of the present structure. It Is in sisted that the location of the present West Bide High School Is li-al and that the best Interests of the district can be served by reconstructing on the site a building adequate to the needs of the dis trict for years to com.e Wnile such a structure Is being erected it has been suggested that the Atkinson building could be used temporarily ror high school purposes. With the gradual Invasion of the district In which the At kinson school Is located by the wholesale district, the attendance at this school Is being reduced so that within a few years, it Is alleged, the district will not re quire so large a school building In that section of the city. For these reasons the complaining property-owners main tain that If any of the property now owned by the district Is to be sold It would be more advisable to sell that on which the Atkinson school is located. Xo Opportunity to Protest. "My objection to the proposed erection of a new High School on the block that has been purchased Is that It would face mr residence property." said Judge George H. Williams yesterday. "The transaction by which this block was ac quired was conducted secretly and the in terested property-owners had no knowl edge of the deal until after It had been closed and a payment made on the pur chase price. Of course It then was too late for us to protest. In answer to ques tions regarding the deal, members of the School Board explain that no other de sirable property was available. We may decide to ask the Board to sell the prop erty that has been bought, for we believe It can be disposed of at an advance over the consideration that was paid for It. If the Board will consider such a suggestion we will ask that some other site be se lected or that the present building be re modeled to meet the requirements of the district." While by no means satisfied with the action of the School Board. Colonel D. M. Dunne was Inclined to regard the situa tion philosophically, although he will co operate with his neighboring property owners In any movement to prevent. If possible, the building of another High School on the site that has been pur chased. Price Paid Was Reasonable. "I would be exceedingly sorry to see a High School built in the heart of the residence district that has been selected." said Colonel Dunne yesterday. "But the purchase hse been made and what Is the use of kicking about It? The district surrounding the block bounded by Seven teenth and Eighteenth. Couch and Davis streets was established as a residence dtstrlct 20 years ago. and only as an un avoidable condition should the new High School be located in the district that has been chosen. I have no complaint to make with the prloe paid by the district for the property, for I consider it one of the best real estate buys In the city, but I am hopeful that some plan may be devised by which the building may be located elsewhere If the present facilities cannot be enlarged sufficiently to meet all demands." "The erection of a High School build nig on the block that has been purchased by the Board of Education would spoil that section of the city ss the exclusive residence district it has been for over 20 years," said Paul Wesstnger. ' "I do not wish to be understood as criticising the members of the Board, for I realise It is a hard matter to make a selection that would prove satisfactory to all. In fact, I would not discuss the subject if I did cot have what I consider a practical so lution to the problem of enlarging High School facilities. I would suggest that the school authorities use the Atkinson building as a temporary High School and expend the money that would be paid for a new site and the erection of a new building In replacing the present West Side High School with a building of ade quate capacity to meet the demands of the district for years to come. "In this way the purchase of an addi tional site would not have been necessary and the residence district into which it is proposed to Introduce the new building would not be harmed. People owning property surrounding the present High School building made the investment with the knowledge that the building was es tablished and probably would remain In definitely for school purposes. The con trary is true of the district adjacent to the site that has been purchased for tbe proposed new High School. Property that was purchased In that district with the general understanding that it would be preserved as an exclusive residence dis trict" DAILY METEOROLOGICAL KEPOBT. PORTLAND. August 10. Barometric conditions have changed but lightly during the past 24 hours, except that the readings are somewhat lower than on Tuesday evening Thunder storms, with very light rain, however, have occurred In Southeastern Idaho and In Utah. A thunder ahower also occurred In extreme Northwest ern Washington. No marked changes In tem perature have occurred In thla district ex cept that It Is cooler In Southeastern Idaho, due to thunder storms prevailing there. The temperature continues much above the sea sonal average except In Southern Idaho, It being from 13 to 17 degrees above the nor mal in the Interior of Western Oregon and Washington. The indications are for fair and cooler weather In this district Thursday except In Southern Idaho, where light showers ore possible with no n-aterlal change In tem perature except probably warmer In the southeast portion.
