THE MORNING. -OREGONIAN, . WEDNESDAY, 3IARC1T 4, 1903. 11 WILL FIGHT TQ END Milwaukie Citizens- Undis mayed by Court Order. MASS MEETING IS HELD People of Pioneer Towa Vote to Con tinue Campaign for Ftie-Cent. ; Fare Oak Grove Sends .. Representatives. At a man meeting of the citizen of Milwaukie. held last night in the City Hall, with Mafror William Shlndler pre aiding. It wag unanimously and with enthusiasm decided to continue the light against the electric railway com pany for a 5-cent fare to and from Portland. Representatives were present from Oak Grove in the persons of John ftlsley and B. Lee Paget, of the Oak Grove Improvement Association, which is contending for a 10-cent fare to and from thav station. After mueic by the Milwaukie bandv Mayor Shlndler an nounced -the purpose of the meeting. Then ho. Introduced R. R. Glltner, . of Portland, attorney for Milwaukie in the pending case. - Mr. Glltner Went over the points of the case, and explained that the city had won its case before the Railroad Commission on the evidence adduced, but that a temporary injunction had been granted the company against the enforcement ff the decree of the Com-! mission, a mfve which is provided for In the law establishing the Commission. Mr. Glltner ald the railroad company had been required to glve,t0.000 bond, and would be forced to repay all who paid lO-eeri. fare from now on, if the case should be decided in favor of the &-cent fare.- He said he had little doubt that the outcome would be fai vorable. Mr. Glltner spoke for some time, and congratulated the people of Milwaukie 'on what they had accom plished. He commended Mayor Shlnd ler, Councilman Philip Streib and Her man Loading for their activity and public spirit. M. G. Munly followed in an interest ing address, in the course of which h spoke of the splendid future that would be before the pioneer town as soon as it could be put on the same plane with other Portland suburbs in the matter of carilnes. B. Lee Paget spoke in behalf of Oak Grove, and also with some emphasis of what he said was the outrageous treatment the people of Milwaukie and Oak .Grove had received at the hands of the railroad company. He said that while the railroad company wan build ing up other localities it was holding bark the two places.; Philip Streib. also spoke and called on the oltliens to continue the fight. Mr. titrejb went over, the dealings of tho railroad company, with Milwaukie, which -ha declared had been anytblng but faif or honorable. He closed' with a strong plea for the united support of the whole people In the fight, which he declared ought never to stop until the people had secured what was their due. Mayor Shlndler spoke along the same line. :" From time to time, other meetings will be held, and the interest in the Hunt for reduced fare, will be kept alive. 1 WANTS - NEW CAMPAIGN Says Fishermen, of tho Pacific Should Put Up Better Fight. ASTORIA, Or., March 2. (To tha Edi tor.) At the approaching election we will have two measures put before the people of Oregon for a referendum vote. One will be the closing of the fishing for salmon above tidewater, or the natural spawning grounds and the other, the pro hibiting of fishing at night for salmon. And both measures will pass, because the people will cast what they think an honest vote, although it may be tinged very, deeply with, ignorance on the fish ing question. Nor is the ignorance all on the side of the non-fisherman, for the present error belongs to the fisherman. .To illustrate, if one wanted a fine pho' tngraph. one would not go to a livery stable for it, but to a photographer. If one were a sailor, one would not feel safe at sea in all kinds of weather if one knew that the man at the wheel was a landlubber. The fishermen of the Pa cific are in the situation where a man is at the helm who does not, or should not, understand the fishing question, having made the statement that he nehed one Summer in the '89a on the Columbia River. My first Summer on the said river was boatpuller for a fisherman and I gained much by being a boatpuller under an experienced fisherman. Now, Ed Rosenberg, secretary of the Fisherman of the Pacific has the lower river legislation in charge, and rejects offers of aid from men who are genuine fishermen, and whose bread and butter depend upon the industry, for the simple reason that Mr. Rosenberg was not fur nished the information and allowed to introduce It as something original. Some say that as the laws of Oregon and Washington are not alike, the bill to close the night fishing will be void. Yes, ani tor now long? Washington has got Oregon right where it wants It. And as the big fishing in terests of w ashlngton are well pleased with both measures, the Washington legislature next Winter will pass an act to stop night fishing. Then to the man agers of this campaign will belong the spoils. Our manager docs not seem able to protect us rom the night closing bill. I don't think he is a good fighter, when on the defense, and arrayed against the power of the capitalists. 1 might contribute an outline of a campaign that would mean victory for the lower river, if it would be carried out- ' J. P. WELCH. BRUIN'S FRIENDS ASK WHY Call on Chier GriUmachcr Concern ing Captain's Transfer. Spanish-American War Veterans have been induced by ex-Police Captain Bruin to make an inquiry into the causes sur rounding his transfer from the detective bureau to the second night relief. - A committee of that organisation called on Chief Gritzmacher yesterday afternoon and Inquired as to the cause. The conf mittee was made up of Comrades J' -. ford. Saulsbury. Lynch. Turner and Deitrich. Mr. McCord acted as spokes man. "We would like to know the details of the matter." McCord said, and the Chief Informed the party that the change had been made for the good of the- depart ment and the benefit of the service. '1 won't go into details, as I regard that as being department business onlv," the Chief added. "Very well, that's all wa wanted to know,' the. spokesman .said abruptly and the .committee disappeared. - The Chief did not appear to be suffering from any- great amount of worry after the visitation.' nor did he make any "move to induce Bruin to bring his dishes back? into the -police yard and play. - .
