Edwards, United States Inspector of Hulls, conducted a quiet investigation yesterday and is confident that some masters and pilots are paying no atten tion to the passing signals of small steamers and gasoline launches. Owners and operators of small power boats have -been instructed particularly In regard to the passing signals and every boat on the river Is equipped with a whistle. Whether this can be heard or not does not mitigate the offense of the master of the large steam vessel in not blowing the proper passing signal. It is the Intention of the local board to see that all masters and pilots obey the edict. Marine Notes. The steamship Geo. W. Elder will sail for San Pedro and way ports tonight. The steamship City of Panama sailed for San Francisco last night. She carried a full passenger list. Th. steamship Northland, with general cargo, docked at Couch street last night. She will be fumigated today. The gasoline schooner Berwick arrived up yesterday from Rogue River. She brought a cargo of frozen salmon.
