CITY'S PUBLIC SPIRIT FACTOR IN PROGRESS Progress Exhibited Today in More Ways Than Ever Before, Says H. W. Lemcke - Instances Given By n. V. temcke, PORTLAND'S public spirit is so wide spread that it moves the people with one Impulse and enthusiasm on any subject, whether It be the welcome at the city gates of some distinguished visi tors or to voting on a bond issue of millions to Improve parks and water sys tem, or make other municipal Improve ments. The one thing needed to awaken the people is that the Bbject be something for the good of the city, that It will at tract people to the Pacific Northwest, or . win oiukq i oruuna shlno in comparison with other places, and you then have the public spirit of the citizens to push the move to a suc cessful end. This has '' Jmcke. demonstrated time and agaic, iter; ): fact it Is being demonstrated every day but there are occasions when Port land's public spirit has been strikingly noticeable. 1 Take for Instance the I .en-is and Clerk Exposition. It was backed entirely by public spirit. It was the public spirit of the people that made possible the big sub scription that started the fair on the road to success. It was the first time that a community the size of Portland had ever undertaken such a large exposition and the fact that it was a successful expo sition, paid all expenses and yet declared dividends to the stockholders can be at tributed to the public spirit of the city. Another time that Porland's public spirit glowed so bright that others were dimmed was at the time of the San Fran cisco disaster. It was the public spirit of the city that made It possible for Portland to send to Its stricken sister city the greatest amount of relief per capita of any city in the Union. These were big things, but that same public spirit and enthusiasm manifests itself in the smaller things where only the city itself is con cerned. As a striking Illustration of the wide spread public spirit of not only Portland, but It might be said of the whole State of Oregon, a little thing but one that is often overlooked in the matter of gauging the public spirit of a community, is the willingness with which citizens accept Jury duty. True it is that many endeavor to avoid it, but it is safe to say that in Portland a fewer number of men come before the court and ask to be excused from .1ury duty upon flimsy pretexts than In any other community In the United States. To establish that such is the case one only has to look at the present make up of the grand jury of the United States Court. Its foreman Is one of the leading merchants of the city, a man with wide spread interests, many of which no doubt will suffer because he wTil! be unable to give them his accustomed attention. There are others on that same Jury who have just as important private matters, but these they all sink in their efforts to pro mote the public welfare. It is the small things rather than the large that shows the quality of the pub lic spirit of a community. Frequent com ment has been made on the general neat appearance of Portland, with its well kept lawns and pretty flowers. It is the public spirit to have the city put forth Its best foot that prompts the citizens to he care of these lawns and the nursing of choice blossoms. It is the public spirit in the man that urges him to join bands with his neighbors and organize a "push" club in the immediate vicinity of his home, so that the vicinity of his "castle" may be one known among the other communities as a section that is live and hustling to improve the conditions of that particular district. Portland is dotted throughout Its length and breadth with these push clubs. They are. the real places In which the public spirit Is manifested. These little push cluba 1t Is that take up and push to com pletion municipal improvements and the extension of municipal conveniences. Then above all these push clubs Is the one general push club of the city the Port land Commercial Club that fathers any thing that Is for the good of the city. Just as the city is organized, so is also the state. Nearly every city and town In the state has its organization, striving for the public good and promoting the welfare of the citizens of its neighborhood, and, oyer them all is the Oregon Develop ment League. This entire move of organ izing the state was fathered by the Port land Commercial Club. therefore that organization stands out as one of the greatest exhibitions of public spirit to be found in any city In the country. The work of the Commercial Club, and what might also be called Its aids the Chamber of Commerce and Board of Trade and similar organizations de monstrates fully, and conclusively the Portland public spirit. The public spirit of Portland is today being shown in more things than ever before. It is exhibited in the desire of the oeoole to have a clean, honest muni cipal administration, but it is now most manifested in the desire to provide im provements. The plan to have hard sur faced pavements through the busy part of the city, is one of the things that the public spirit is urging. Another is the desire for a larger and greater park system, one that will attract the atten tion of the country. The public spirit Is also going to see that the city has, in time, an abundant supply of the wonderful water that has already made Portland famous. It is going to attend to the fact that even should the city grow to 500.0CX) of people within the next few years that none of that 500.000 shall feel that they will have to curtail the use of the wonderful Bull Run water, that flows, cool, clear and sparkling from the melted glaciers on Mount Hood. The public spirit of Portland is every where and it ls growing day after day. It is the public spirit that provides and supports the free library. Its the same spirit that builds and furnishes magni ficent churches and provides instruction for the young through the medium of academies and kindergartens. It Is the public spirit that supports and maintains homes and retreats for the weak and those who are unable to help themselves. It is the fame spirit that adorns the city parks and city squares with monu ments of stone and bronze. It is the spirit that has provided a fund running close to J500.000 for a home for the Young Men's Christian Association, a home ,to carry on the work that has proved such a great boom to the community. It is this public spirit that makes men sub scribe to funds to place before the peo ple of the country by means of advertise ments in the papers throughout the land, the wonderful resources of Oregon. It ls this spirit that today Is developing Portland into the metropolis of the Pa cific Northwest and attracting within Its gates thousands of people annually. Free Trip to Pacific Coast.
