10 THE XORXTXG OBEGONIAS. MONDAY, DECEMBER 18, 1903. CHINESE I USE EYES TWO PARTIES TO STUDY THE WORLD'S GOVERNMENTS. Both to Pass Through United States, and On Will Remain for Some Time. .TEW YORK, Dec. 17. According to ckble advices received here today by A. W. Bash, who has extensive busi ness Interests in China, the two divis ions of the imperial Chinese commis sion appointed by the Empress Dow ager to study the governments of Japan, Germany, Austria, France, Eng land and America, will arrive in this country In February. One of the dl vlsIonn will Journey leisurely across the American Continent from Seattle and take a steamer here for Europe. The other division will make an ex tended stay In America, expecting to spent at least two months In Washings ton. The party which will rema'in In America to study' the form of govern ment here. Is headed by Tuang Fong, Governor of the Province of Hunan, and will arrive about February 25 at San Francisco. The party bound for Europe will arrive at Seattle about the time the other reaches San Francisco. It Is headed by Prince Tsal Chi. ac companied by Grand Counsellor Hsu Kwon Chi. This party's trip East has been planned with a view to showing the commissioners as much as possible of the country in the brief time they will have before departing for Europe. Coming East the party will visit St. Paul and Minneapolis and inspect the great flour mills of Minneapolis. Sev eral dayp will be spent in Chicago, during which a study of municipal af fairs will be made. A stop will be made at Niagara Falls, and West Point will attract the Chinese visitors for a day and then they .will go to' Washing ton to spend a few days and to sec Congress in session. Leaving Washington the commission ers will visit the shipyards at Phila delphia and after spending several days in th city will sail for Europe to carry out their Investigations there. When the Chinese commission first started on its Journey coming by way of Japan, It was rumored that the United States would be avoided on ac count of Us exclusion of Chinese' labor ers and the alleged 111 treatment of students and other Chinese travelers at several American ports. The plan of crossing thet continent through Can ada was abandoned, however, when It was realized that a study of the Ameri can form of government would be one of the most Important features of the commission's labors, which it is de clared, may form the basis for a con stitutional form of- government In China within the nejft 12 years. TO PURIFY ELECTIONS. Legislation Suggested to the Gov ernor of New York. ALBANY. Dec. 17. The executive com mittee of the "Association to Prevent Corrupt Practices at Elections." of which ex-Mayor Seth Low, of New York, is chairman, gave out here tonight a, let ter which has been sent to Governor Higglns. suggesting legislation for the purification of elections, which the com mittee regards as desirable. Attention Is called to the fact that bribery Is alleged to bo rampant at elections in many parts of the Etate. and it Is asserted that the explicit anti-bribery provisions of th penal code are disregarded, "because no person has a motive for their enforcement sufficient to make him invoke the crim inal laws against one who may be a neighbor and a friend." "We believe," says the committee, "that the Legislature should give other weapons than the criminal law to pro testing citizens. Campaign contributions by corporations should be prohibited. Itemized statements of accounts should be required of political committees and others s well as of candidates; candi dates should be punished for bribery by forfeiture of offices and parties should be punished by loss of votes." Legislation Is proposed differing from that In force elsewhere In two -important respects: "First By providing that any citizen may force a Judicial inquiry to which he shall be a party with the right of producing testimony and of examining witnesses as to the truth of statements and the existence of bribers'. "Second By providing that- where a political party has been guilty, by its agents, of bribery in an election district, it shall lose its votes in that district." IN HONOR 0F SOLDIERS Official Celebration Is Held in City of Toklo. TOKIO. Dec 17. (2 P. MO The first official celebration by the city in honor of the soldiers that have returned from Manchuria was held today. Field Marshal Oyama ami General Kurokl, together with their respective staff, were guests of the guards division. Soldiers of all arms in field uniforms. 19,090 strong, with 24 guns, marched from Hlbiya to Uyeno Park, a dis tance of three miles. All -street-car traffic was suspended during the march. Despite the unfavorable weather which prevailed, there was much en thusiasm, the shattered battlefiags elo quently testifying to the ordcals through which each regimen had passed. A formal ceremony was held at L'yeno Park at which the Mayor of the city made an address congratulat ing the Manchurian army on its vic tories. The expenses of the celebration wero defrayed by "voluntary contributions.
