Adoption-of the street railway franchise amendment next Monday would give to the Portland Consolidated Railway Com- pany opportunity of completely monopo lizing street-car traffic, especially In the business district of the West Side. . i The proposed amendment suspends franchise limitations of the charter as to connecting lines and extensions, sot more than 1300 feet In length. This means that each street-car company in Portland would have under its Influence a district five blocks wide on each side of its tracks. In order to take advantage of the amend ment it would be necessary to control the Council, and then the only limitation would be a two-thirds majority, or, in case of a Mayor's veto, a four-fifths' ma jority. But the charter could not compel the Council to exact compensation for the franchise or to admit a rival com pany to Joint use of the extended or con necting tracks. Owing to the fact that the Consolidated Company has suspended traffic on Second street, talk has arisen among dty offi cials of revoking the company's fran chise on that street. 3 lay Forfeit Franchise. The blanket franchise of the City & RnKiirVinn "Rn ilnt-B v ComDasT. which re ceived the franchise to the street from the dty, and which has since been merged into the Consolidated Company, provides that fatim to maintain service "for more than 20 days during any 90 consecutive days, the Common council may, Dy ordi nance, declare forfeited the franchise to operate the portion of said railway so not operated; but the right of said railway company. Its successors ana assigns, io maintain and operate their other rail ways shall not be aaeciea, impairea or forfeited." Cars have failed to run on Second street for a long time, and It was learned vii mtv Auditor vesterdav that the Consolidated Company had received no special permit from tne tuy uouncu, au-ViAHrinr- wnsoenslon of service. The company is now laying new tracks from Third to Second on Aiaer, m oracr io make a loop from Washington up Third to Alder and Second and back again to Washington. As many carriages stood in front of the Marquam last night out of honor to Chauncey Olcott as demonstrated for Tsaye on the night before. Ysaye himself sat In a loge and applauded the wild Irish singer in the same quantity as the latter had done for the virtuoso at the former gathering of the varnished cabs. The boss violinist enjoyed the perform ance of "A Romance of Athlone," too, for I know. I watched him. The play, which opened a three nights' engagement, is Olcott set to music, other wise it is crctty much the same old Irish play which Joe Murphy has been doing since Sebastopol fell, with the cruel and puree-proud landlord left out. It happened Ave years before Lewis and Clark camped at Clatsop Beach, which makes it necessary for the men actors to wear impossible top-hats and large fobs. The period of the play also makes it convenient to work in something about the Revolution of '3S. I expected the patriots in the audience to stand up and root for Robert Emmet, but tney cian-c. They were wondering If it would rain to morrow and missed the cue. Olcott sings welt. He has always done that. If It hadn't been for his seductive voice and his beauty he would never have been the hero of "Bedella. As a matinee Idol he leads the field. One can't help liking him when he smiles and sings and says those fine speeches. It Is Impossible to stand out against his winning way. There are better actors than Chauncey. but few who hold their public in a closer lead-pipe cinch. The house was large last night and demonstrative. As a whole, those who attended were more in sympathy with the chief actor and his support than common ly turn out to greet the big stars. There Is only one Olcott. Imitators don't even reach the "spurious" claw. He Is the one great exponent of Irish comedy, with song trimmings, for Murphy is in the memory division. Songs which appeal to folks without being sdentiflc are his reliance, and he gave us "My Wild Irish Rose" and other. favorites in fine voice, and whenever he felt the inclination coming on. The dressing and mounting of the piece is beautiful and costly. It looks fresh and dean. In spite of the fact that this is the fag end of & long season. Mr. OI cott is sustained by a satisfactorily good company, which appeared to best advan tagc In the duel scene which injects ac tion into the play curing the final act. The pleasure of last nlghfs perform ance was made noticeably greater by the return of Frank Griffith as leader of the orchestra, for when Griffith leads the band there is music while we wait for the next act.
