One victory In this direction has Just been wpn, as Is shown by a letter from the State Department, received at head quarters yesterday, In which It Is stated that the diplomatic officers of the United States in the different countries will ,be asked to make unofficial announcements to the authorities at their various sta tions. Regarding the Important subject of ad vertising the Exposition, General O. Sum mers, who has Just returned from New York, declared yesterday that lively stops In this direction must be taken, as he be lieves the Exposition Is being Insufficient ly advertised. General Summers believes that Exposition literature should be left on trains for distribution and scattered broadcast. Headquarters is In receipt of a letter from Governor J. G. Brady, of Alaska, which contains several bitter reflections upon Portland's attitude toward Alaskan trade, as .well as good wishes for the success of the Exposition. The communication from the State De apartment reads: "Washington. Oct. 21. Sir: I have to ac knowledge the receipt of your letter of Sep tember 2(1 last, by which this department is requested to bring the Lewis and Clark Cen tennial Exposition, and the desire of its man agement for participation therein -by foreign governments to the notice of such governments. In reply, I have to say that the department will, in an unofficial way, pleased to do all It properly can to advance the interests of the Exposition. To this ond the Exposition man agement should prepare and sign formal invita tions to the governments whose participation is desired. These should be sent to the depart ment, with such printed information regarding the Exposition as the management may hare to distribute. The department will then have Us diplomatic officers abroad deliver the Invita tion and information, and ask publicity for the Exposition. At the same time, while disclaiming any Gov ernmental responsibility in the Exposition, they will make known the value which its manage ment wouldlace upon participation by foreign governments and private exhibitors, and the pleasure with which this Government would learn that the governments addressed found it practicable to favorably respond. My Dear Sir: On the 3d of March last Congress made an appropria tion of $50,000 to enable the inhabitants of Alaska to have a creditable exhibit at St. Louis next year, and left the management of the whole thing in the hands of the Secretary of the Interior. Now, I have official duties which cannot be evaded, and one of them Is writing an annual report upon the affairs of this district. I have Just completed it tonight, and hasten to acknowledge receipt of yours of September 2C, which has been delayed for the above-mentioned reasons. We have thought of the Lewis and Clark Centennial at Portland, bnt our first concern is to get up our exhibit to St. Louis; the amount of money voted is really small for our purpose when you take all our conditions into consideration. "We asked for $100,000 in the first place, and as some of the members of Congress have been upon the ground, and know how much we are in need of that amount, we are venturing yet to- hope that the other $30,000 will be voted at the approaching spe cial session. It is quite possible that in planning for this St. Louis exhibit we could also plan for work to be done at Portland; personally, I feel very favorable toward it, but I cannot speak offi cially at this time for anybody. You know that the merchants of Portland when at one time they had the whole Alaska trade lh their keeping, lightly disregarded It and let it slip; even now, when it has grown to tremendous proportions, they make very feeble efforts to reach out for any business here. Indifference creates indifference, and I can tell frankly that it will take some effort to overcome this feel ing against Portland. It seems to me very strange that Just at this time when the news of great coal fields and oil In the western part of Alaska, and when the freight steamers plying there have been loaded to their utmost capacity for more than a year, has aroused no Interest in merchants of Port land to strike out and compete for part of this traffic. I can only repeat that ' my sympathies are with the Lewis and Clark Exposition, but that I am in no position at this time to make defi nite promises. Very respectfully, JOHN G. Invitations such as the Department of State suggests will be prepared and sent on to Washington for delivery to the fol lowing governments: Dominion of Can ada, Costa Rica, Guatemala, Haytl, Hon duras, Mexico, Nicaragua, Santo Domingo. Salvador, Argentine Republic, Bolivia, Brazil, Chile, Colombia, Ecuador. Peru, Uruguay, Venezuela, Austria-Hungary, Belgium, Denmark, France, Germany, Great Britain and Ireland. Italy, Holland, Norway, Portugal, Russia, Spain, Sweden, Switzerland, Corea, Turkey, Ceylon, China, Hong Kong, British India, Japan, Persia, Slam, Egypt, New South Wales, Queens land, South Australia. Victoria, West Aus tralia, and New Zealand. The unofficial invitation to be sent out will do no more than draw the attention of the foreign governments to the Lewis and Clark Exposition and pave the way for the official proclamation which President Rposevelt will issue after Congress acts. Charles Wyngate, until Monday night leading man of the Nelll-Morosco Com pany, now playing at the Baker Theater, has left for New York, and is no longer a member of the organization. Some time ago Mr. Wyngate applied to Mr. Mo rosco for an eight weeks' leave of absence, and Mr. Morosco telegraphed a somewhat eager assent, it being generally under stood in spite of the reluctance of the management, that the leave of absence was merely a euphemism for permanent withdrawal. Mr. Wyngate has played the leading roles with the Nelll-Morosco Company since last August, arid his reappearance In Portland was greeted with enthusiasm by a host of admirers. It seems, how ever, that prosperity did not tend to make Mr. Wyngate's ways more popular either with the public or with his theatrical as sociates. By some coincidence when Wyngate had a part to play which he did not like, he always became ill, and it is said that the frequency of this coinci dence became tiresome to the manage ment. Last evening William Corbett, a clever actor, arrived' from New Tork to fill Mr. Wyngate's place and will make his local debut as Captain Thorne in "Secret Serv ice next Sunday afternoon.
