Fair and cool weather has prevailed today In the North Pacific States, the temperatures av eraging nearly 10 degrees below normal. The area of high pressure, central over Brit ish Columbia during the last several days, and nhLh has caused the present cool weather In thin district. Is slowly moving eastward this evening. The pressure has begun to fall slight ly along the Northwest Washington coast, and a etorm center is apparently moving In from the ocean, although not yet sufficiently devel oped to be given much weight In the forecasts. The indications are increasing cloudiness In this district Friday, with probably rain or mow west of the Cascades. It will be warmer in Western Oregon and Western Washington. WEATHER FORECASTS. WOLLABER, Acting Forecast Official. Evidence of Walla Walla's Growth. "WALLA "WALLA, Dec 12. The post office receipts of a. city are official evi dence of its gro-vvth. In 1S96, the total receipts of the Walla "Walla postofflce were 112,747 19. In 1900, the receipts were $17,437 17, an increase of 54CS9 9S. The re ceipts of the first three quarters of this year were $13,S9G 27. Postmaster Brunton says that the receipts for the entire year will nearly, if not quite, reach $20,000. Walla "Walla City contained 10.094 inhab itants according to the last Federal cen sus. The "Walla "Walla postofilce serves, in addition to the population of the city, a large number of farmers. Postmaster Brunton estimates the total population regularly served by the Walla Walla of fice at about 15,000. Sew American Cardinals. NEW YORK. Dec. 12. A dispatch from Rome to the Tribune says: To maintain the decision of the pope not to create any new cardinals in America while Cardinal Gibbons lives, and satisfy at the same time the urgent solicitations which some have even attributed to Pres ident Roosevelt, it lias been suggested to create Archbishop Ireland a cardinal, to reside in Rome, and to make Archbishop Corrlgan a cardinal, reserved "in pectore" for announcement after the death of Car dinal Gibbons.
