Wo have intended to make soma general observations on the industrial progress of the State fur tlie pint year, for some time pant, anil liave delayed (lie niattor in atilicpatlnn of oh tnining fuller details than we have evmi now, The pnst year hue been one nf great energy and prosperity in nearly every section of Ore gon. The State ling prohalily gained m much during the past year, in all the substantial ele ments of wealth, ai iu any three yean piinr thereto. Commencing with the early spring of iHHt year. Hew and extensive minei of gold and lilfer were discovered mid opened up in Grant, Umatilla. Halter and Union counties, of eastern Oregon. Those new mines must have contributed over fix million dollars to the treasure product of the past year. They are not only a source of wealth in themselves, but tin')' have created towns.construoted new roads, built houses anil churches, and invigorated trade and ooiumeroe; and they have ereuted re fined auoiety, anil established civil government, in the regions heretofore only occupied by wild Indium. Eastern Oregon has prospered im mensely during the past year, anil it is safe to say thut the population of that regiou has been trebled. In southern Oregon we chronicle the same feeling of new life, although not so great as Id the section east of the mountains. Near Jack sonville, after many years of fruitless search, it appears that the honest miner has at last suc ceeded iu disclosing very valuable mines of silver. The richness of the gold placers of Jackson county have been proverbial for many .years, and it was known that 'silver did exist somewhere iu the county, hut it was not until the close of tho year that the mine deposits of the silver ore were finally discovered. South ern Oregon has at last waked up to the import ance of thoroughly developing its agricultural resources, and now a woolcu factor? hits lieeu determined upon by the farmers nf that section. But the evidences of growth und improve ment have nowhere been more marked than in the Willamette Valley. During the past year this valley has received an addition to its pop ulation, by immigration, of not less than ten thousand persons. These have come to stay, and constitute the surest and best source of wealth to a State. Four wagon roads the Oregon Central Military Itnnd, tho Willam ette Valley and Cascade Mountain Head, the Yaquinna Bay Road, and the Salem and Des chutes Road have been pushed out of the valley and well over the mountains surround ing it. Next year these roads will be finisbeu. At the falls of tho Willamette river important improvements have been constructed. The lackwater basin constructed by tho l'eople's Transportation Company, at a cost of $40,000, is not only valuable on account of the conve nience in transhipping freight, but the wealth of water-power created by it is a very large addition to tho progress ot the State. Four new and additional steamboats have been placed upon the Willamette river during the past year one by the P. T. Co., two by the Willamette Navigation Company, and one by the Independent Line. These four boats have cost in the aggregate about (60.000. During the past year tho Oregon City Woolen Faolnry has gone into operation w ith the most Haltering prospects, employing in buildings and machin ery a capital of one hundred thousand dollars. The Brownsville Woolen Mill cannot be con sidered an additional improvement. The El lendale Woolen Factory, with a capital of forty thousand dollars, lias been ereoled during the pu't year, and is now about ready to make cloth. Withiu the year paet new flouring mills have been erected as follows : two iu Union county, one at Portland, one at Dayton, one at Salem, and one at Albany. (There may he others, but we have no account of them.) These mills are all of the very best character, and have cost iu tho aggregate nearly two hunJred thousand dollars. Of new saw-mills, this year has added almost scores of them to Oregon. Of quartz mills, we can now only positively call to mind two the Santiam mill and the Ruckle mill. A new foundry has been erected in Sa lem, another at Portland, and the Oregon Iron Works considerably enlarged, showing growth in this department. The crops have been very large in all parts of tho State, and we should think that something over one thousand boxes of apples have already been shipped to the San Francisco markets, of this year's crop. Of gold and silver shipped from the Colombia river, twenty million dollars would be a low estimate for the year. There is bo place in the world where a man can make the earth produce as much by the labor of his own hands as in Oregon. Not one thirtieth part of the arable land nf the State is under any kind of cultivation. There is ample room for industrious farmers from the older States, and their labor ia much needed. In 1360 the population of the Stato was only fifty -two thousand (although Jo. Lane, to get a swat in the U. S. Senate, declared the State con tained ninety-three thousand in 1C58.) The Stale census taken last year shows our popula tion to amount to sixty-five thousand a gain of thirteen thousand in four years. This dues not include the gain of ten thousand by Ihe im migration nf last year. This may appear like a slow growth to Eastern people, who see the rapid development nf the Western States; but tbry must hear in mind that Oregon is so far distaut that it gets none of the foreign wave tab cb auuually rolls into the States east of the Rocky Mountains; and that we are three Ihoos- . and miles distant from the bases of emlgrstinn, and separated Iroiu them by arid deserts and tribes of savages. The prospects for the rasoing business sea son are quite flattering. Among the many new enterprise already determined upon, and for the carrying forward ef which most of the cap ital has been raised, we are able to name a linseed eil mill at Salem, a t aper mill at Ore gon City, a w lie. en factory In Kgoe Kiver Valley, an agricultural implement factory at Salem, another new and light-draoght steam- boat on the upper Willamette by the P. T. Co., the Santiam ami Albany water ditch for milling and manufacturing purposes, the Kola ditch lor similar purposes, the Lafayette ditch for similar purposes, the opening and comple tion of the Oregon Central Military Road, the opening and completion nl the Corvullis and Yuquina Bay Wagon Itiuid, the opening and completion of the Liihiiiinu and Cascade Wag on Road, the development of the coal and iron mines at St. Helens, and the speedy develop ment of the Santiam gold and silver mines. The Stute will enter on the business of erect ing Statu buildings at the Capital in earnest, and a forgo amuui.t of money will he expended in tlits way. The tides of population will set in towards Ynquiua Buy and Tillamook sec tions. A steamboat will be placed on the Ya quiuu, farm -houses will arise on every emi nence, and a new city will take root on that recently opened harbor. A new line of ocean steamers, plying between Portland and Sun Francises, will greatly aid the State by reduc ing tho rates of freight and passage. In South ern Oregon it is expected that valuable silver mines will he opened and suooesslnlly worked, while tho latest news is that good petroleum prospects have been discovered in the Umpqua. In eastern Oregon there cuu he no guess made us to what will be done, or rather what muy not bo expected. The rapid development of that part of the State is not to be calculated or approximated to by any observations upon the agricultural basis of tho Willamette Valley. There can be but little doubt but that a very extensive mining region will be opened up on the borders of the Grand Ronde, Powder Riv er and John Day river valleys. Let us all hope for the best and labor for the best inter ests of all. Our Oregon homes are capable nf being made as pleasant and comfortable as any other part of tho world, and it should he the aim und ambition of all to make them such.
