Ways and Meant for the Sup port of tin Uovernmont, and for otlier Pur note. ' Be It enictrd by the. Senate and House of Ken Taaentatirea ot the United Htatos of America id Conjreii assembled, That the Hecrotnry of tlie Treaanrj be, and he ia hereby, authorized to bor row, from time to time, on the credit of tlie Uni ted Statea, fonr hundred milliona of dollars, and to issue therefor coupon or rcRiitorod bonda of the United Statoa, redeemable at the pleasure of the government, after any period not lest than in, nor more than thirty, yours, or, If deemed expedient, mado payable at any period not more than forty yean from date, And said bonds shall be of such denominations as the Secretary of the Treasury shall direct, not less than .tifty dollars, and bear in annual interest not exceeding six per centum, payable semi-annually In coin. And the Secretary of the Treasury may dispose of such bonda, or any part thereof, and of any bonda commonly known a five-twenties remaining tin lold, In the United States, or if he shall find it expedient, in Europe, at any time, on such termt as ha may deem most advisable, for lawful money of the United States, or, at his discretion, for treasury notes, certificates of Indebtedness, or certificates of deposit issued under any act of congress. And all bonds, treasury notes, and other obligation! of the United States shall be exempt from taxation by or under state or muni cipal authority. . See. 8. And be it further enacted. That the Secretary of the Treasury may issue on the cred it ef the United Statea, and in lien of an equal amount of bonds authorized by the preceding section, and as a part of said loan, not exceeding two hundred millions of dollars, in treasury ttotea of any denomination not less than ten dol lars, payable at any time nut exceeding three years from date, or, if thought mure expedient, redeemable at any lime alter three years from date, and bearing interests nut exceeding the rate of seven and three tenths p 'r centum, payable in lawfulmoney at maturity, or, at the discretion of the secretary, semi-annually, And the said treas ury notes may bo disposed of by the Secretary of the Treasury, on the best terms Unit can bo ob tained, fur lawful money t and such of them na shall be made payable, principal and Interest, at maturity, shall be a legal tender to the samo ex tent as united States notes for their face value, excluding interest, and may be paid to any cred itor of the United States at their face value, ex cluding interest, or to any creditor willing to re ceive them at par, including interest; and any treasury notes issued under the authority of this act may be made convertible, at the discretion of the Secretary of the Treasury, into any bonds issued under the authority of this act, rAiid the Secretary of the Treasury may redeem and cause to be cancelled and destroyed any treasury notes or United. States notes heretofore issued under authority of previous acts of cougres, and sub stitute, in lien thereof, an equal amount of treas ury notes such as are authorized by this act, or of other United States notes t Provided, That the total amount of bonds and treasury notes author ixed by the first and second sections of this act shall not exceed four hundred millions of dollars, in addition to the amounts heretofuro issued i nor tlujll the total amount of United States nntus, issued or to be issued, ever exceed four hundred millions of dollars, and such additional sum, not exceeding fifty millions of dollars, at may be temporarily required fur the redemption of tem porary loan) nur shall any treasury note bearing Interest, issued under tills act, be a legal tender in payment or redemption of any notes issued by any bank, banking association, or banker, calcula ted or intended to circulnte as money. Sec. 3. And be it further enacted, That the in terest on all bonds beretofure issued, payable an nually, may be be paid semi-annually and in lieu of such bonds authorised to be issued, the Secretary of the Treasury may issue bonds bear ing interest, payable semi-annually. And he may also issue in exchange for treasury notea heretofore issued bearing seveu and three tenths Ker centum interest, besides the six per centum nds heretofore authorized, like bonds of all tho denominations in which such treasury note) have been issued I and I lie interest on such treasury notes after maturity shall be paid in lawful mon ey, and they may bo exchanged for such bonds at any time within three months from the date of notice of redemption by the Secretary of the Treasury, after which the interest on such treas ury notea shall cease. And lo much of the law approved March third, eighteen hundred and sixty-four, as limits Ilia loan authorized therein to the current fiscal year, it hereby repealed : and the authority of the Secretary of the Treat ury to borrow money and issue therefor bonds or notea couferred by the first section of the act of March third, eighteen hundred aud aixty-throo, entitled "An act to provide ways and means for the support of the government," sh-itl cease on and alter the passage of this act, except so far at it mar effect seventy-lire millions of bonds already advertised. See. 4. And be it further enacted, That the Secretary of the Treasury may authorize the re ceipt, at a temporary loau, of United Stales notes or the notes of uttional banking associations oil deposit for not lest than thirty days, in sums of not less than tifty dollars, by any of the assistant treasurers of the United Slates, or depositories designated for that purpose, oilier than national banking associations, who shall issue certificates of deposit in tuch form as the Secretary of the Treasury shall prescribe, bearing interest not ex ceeding tlx per ceutunt annually, and payable at any time after the term of deposit, ami alter tun days' subsequently notice, unless lime and nulico he waived by the Secretary of the Treasury) and the Secretary or lha Treasury may increase the interest on deposits at lest than in per cen tum to that rate, or, on tea days' notice to depos itors, may diminish the rale of interest as the public interest may require , bnt the aggregato of audi deposits shall not uxcueM one hundred and fifty millions of dollars I and tho Secretary of the Treasury may Issue, and shall hold in reserve for payment of such deposits, United States unlet ot exceeding titty millions of dollars, including the amount already applied ill tuch payment; and the L'uitcd States so hold iu ruaxrvo, shall he used only when needed, in his judgment, for the prompt payment of such deposits on demand, and shall be withdrawn and placed again in reserve ' at the ouiotint of deposits shall again increase. See. 6. And be it further enacted, That (lie Secretary of the Treasury may issue notes of the fractions of a dollar ua now used for currency, in tuch form, with such Inscriptions, and with tuch safeguards against counterfeiting, at ha may judge betl, and provide for the engraving and preparation, and for the issue of the same, at well at of all other notes and bonds, aud other obligations, and shall make such regulations for the redemption of -eaid fractional notea and other uolet when mutilated or defaced, end for the re ceipt of said fractional notes in payment of debts to the United States, except for customs, in such sums, not ever Ave dollars, aa may appear to him expedient ; aud it it hereby declared that all laws aud parts of laws applicable tu the fractional notee engraved and issued as herein authorised, apply equally and with like force to all the frac tional notee heretofore authorized, whether known at potlaye currency, or otherwise, and to poetage-etampa issued aa currency but the whole amount of all descriptions of notes or stamps leu than one dollar issued at currency, shall not ex ceed fifty millions ot dollart. . Sec. 7. And be it further enacted, That the sec rotary of the Treasury ia hereby authorized to Issno, upon such torim and under such regula tions as he may from time to time prescribe, regis tered bonds in exchango for, and in lieu of. any coupon bonds which bavo been or may lioreaftur be lawfully Issued : such registered bonds to be similar in all respects to tho registered bonds issued under the nett authorizing the Issue of the coupon bonds offered for exchango. And for all mutilated, defaced, or indorsed coupon or other bonds presented to the department, the Secretary of the Treasury is authorized to issue, upon terms and under regulations ai aforesaid, and in sub stitution therefor, otlier bonds of like or equiva lent issuet. ' Sec. H. And bo it further enacted, That the Secretary of the Treasury ia hereby authorized and required to make issue, from lime to time, such instructions, rules, and regulations, to the several collectors, receivers, depositaries, officers, and others, who may receive treasury notes, United States notes, or other secureties in behalf of the United States, or who may be in any way engaged or employed In the preparation and issue of the same, as he shall deem best calculated to promote the public convenoience and secureity, nod to protect the United States, at well as in dividuals, from fraud and loss. See. V. And bo it further enacted, That the necessary exposes of engraving, printing, prepar ing, and issuing the United States notes, treasury notes, fractional notes, and bonds, hereby author ized, and of disposing of the sumo to subscri bers and purchasers, shall ho paid out of any money in tlie treasury not uthurwi-o appropriated ; but the whole amount thereof shall not exceed one per centum on the amount of notos and bonds issued. Sec. 10. And be it further enacted, That if any person or persons shall falsely make, forgo, counlerleit, or niter, -or cause or procure to lie falsely made, forged, counterfeited, or altered, any obligation or security of the United States, ur shall pass, utter, publish, or sell, or attempt to pass, tutor, publish, or tell, or snail linng Into the I'nitod Statea from any foreign place with intent to pnss, utter, publish, or sell, or shall have or keep in possession, or conceal, with in tent to utter, puuiisli, or sell, any audi lalso, lorg ed, counterfeited, or altered obligation, or other security, with intent to deceive or defraud, or shall Knowingly aid or assist In any ut the nets aiore- said, every person so offending shall be deemed guilty of felony, and shall, on conviction thereof, lie nil nulled ny tine not exceeiling live ttiousanu dollars,, and by imprisonment and coiiHuement at hard labor not exceeding fifteen years, according to the aggravation of tlie otfeiiu, occ. j i. aiiu ue it uiruier ennctcu, i nai ii any person having control, custody, or possession of any plate or plates Hum which any obligation or otlier security, or any part thereof, shall have been printed, or which may have been prepared by direction from the Hi-crctary of the '1 reus ury, for the nurnoso of printing nny such obligation or other security, or any part thereof, shall use such plate or plates, or - knowingly sutler tho same to be used for the purpose of printing any such or similar ubligstion, or other security, or any pin t thereof, except such na snail be printed tor tho use of the United States, by order ol tho proper offi cer thereof; or if any person shall engrave, or cause or procure to be engraved, or thrll aid or assist iu engraving any plato or plates in the Into nes or similitude of any plate or plains designed for the printing or any such obligation or other security, or aim part thereof, or shall vend or sell any aueli nlnto or plates, or shall bring into the United Slates from any foreign place any such plate or plates, except under the direction of tho Secretary of the Troaaury or oilier proper officer, or with any oilier idtent, or for any other purpose in cither caio, than that such plate or plates shall be used for the printing of such notes, bonds, coupons, or other obligations or securities, or some part or parts thereof, for tho uso of the Uni ted States, or shall have in his custody, control, or possession, any metallic plate engraved after the similitude of any p ite from which any such obligation or other security, oj nny part or parts thereof, shall have been printed, with intten to use such plate or plates, or cause or sutler the same to be used in forging or counterfeiting nny such obligation or otlier security, or nny part or parts tnereot, or snail nave in ma custody or pos session, except under authority from the Secre tary of the Treasury, or other proper officer, any oniigiiiiou or oilier security, ongraved and printed alter tlie almilltiide or any obligation or oilier so curlty issued under tho authority uf tho United States, with intent to sell or otherwise uso the lamo t or if any person shall print, nhototrrunh. or in any other manner make or oxecuto, orcauso to bo printed, photographed, or in any manner made or cxecuteed, or snail aid in nlioloiranhiug, making, or executing any engraving, photograph or other print or impression in tho likeness or similitude of any obligation or other security, or any part or part! thereof, or shall vend or sell any men engraving, photographing, print, ur other impression, except to the United Slates, or shall bring into Ihe United Slates from any for eign place any inch engraving, photograph, print. or other impression, except by the direction of tome proper officer of the United States, or shall have or retain in his custody or possession, after a distinct paper shall have been adopted by the secretary ol mo treasury inr oonoations and other securities of the United States, nny similar paper adapted to the making ol any tuch obliga tion or other security, except under nuihonlv of tno secretary ot tun ireiisnry, or some other proper otlicor of the United Slates, every person so offending shall ho deemed guilty ef a felony, and shall, on conviction thereof, he punished by Hue not exceeding five thousand dollars, or by iiup-isi.nnielit and rontlnoment nt hard labor, nut exceeding blloell years, or by both, ill the disc.ro lion of Ihe court. w.
