OVriCIAL. LAWS OF THE UNITED STATES, i riMKDATTHI t i First Seiiion oftkt Thirtf-Einhth Congress. An Act Id Rnlatinn to the Circuit Court in ami for tht District of Wisconsin, and for other Purponoi. . Bo it unacted by tha Senate and Homo of Rod resentatives of the United States of America in Congress sjBombled, That the act entitled "An act to enable tilt diatrict courtH of the United States to isBuo execution and other final process in curtain cae," approved March tlneu, eighteen hundred and aixty-tlirco, be, and the name ia htroby, retrealod. ' ' 1 8eo. 2. And be It further enacted, That In all eaaea, wbercin the district courts of the United Btatea within and for the several districts of Tex as, Florida, Wisconsin, Minnesota, Iowa, and Kansas had rendered judgments or decree prior to the passage of an act approved July fifteenth, eighteen hundredand sixty-two, creating courts for said districts, which cases might have been brought, and could have been originally cognisa ble in t circuit court, the oiifflnul papers and all other papers now on file iu the district courts aforesaid, shall be transferred into the clerk's of fice of the circuit court for the distrlt In which aid causes were heard and determined. And it ball be the duty of the diitriet-oourt clerks of laid districts, respectively, to have said papers so removed. And it shall also bo tho duty of said district court clerks to transfer to tho office of die circoit-cocirt clerks aforesaid the books of re cords and journals of the district courts aforesaid In which are any entries, orders, or proceedings Affecting, or in any manner relateing to, cases which were of circuit-court cognizance, or which might have been presented in a circuit court, af ter having lirat copied into a book fur that pur nose provided, all entries, orders, or other proceed ings, which may bo found In said books, journals, or records relating in any manner to cases which Svere not of circuit-court cognisance, and which could not liuve Loon prosecuted iu a circuit court, Bee. 3. And be it further enacted, That for tho necessary costs and expenses of this transfer of books and papers, mid for the expenses of pro curind books to copy tho entries and orders above mentioned, and for the copying of said record entries from the original hook into the new one, at tho same rate of compensation now allowed to clerks of courts for copies from their records, tlio clurks of the district courts shall be paid, out of any money in the treasury of tho United Slates mt otherwise appropriated, upon the ccrtilicato of the judge of the district court. Bee. 4. And be it further anoeted, That the transcripts thus made into a new hook, after said . book shall hare boon certified by the clerk to be full and true copies from tho original book, shall have the the same force and effect as records ns the originals; and that the clerks of the circuit courts aforesaid shall ho the custodians of tho hooks and papers transferred to their utticei, nml their certificate of n transcript of any of aaid books or papers shall be received In evidence with the like effect as if made by the clerk of the court in which tho proceedings were had. Bee. 0. Ana he it further enacted, flint the forms of the circuit and district courts of tho United Htates for said district of Wisconsin shall hereafter be bald as follows I at the city of Slil WHUkio, in said district, on the second Monday of April and the second Monday of Heptemher, and at the city of Madison, in said district on the first Monday of January In each yoar, respectively. And all writs, process, and proceedings returna ble to the terms of either of said courts, as now fixed by law, shall be deemed returnable, and shall be continued to the terms of said courts, respectively, as fixed by this act i l'rovided.Tbat all executions, processus, or orders issued from tho district court of any district in this act men tioned, iu cases transefrred to the circuit court, and in psrt eiernted, shall be regarded as hav ing been Issued from the circuit court to which each particular ease is transferred, and shall be returned thereto. And no writ of execution or other final process, or powor exorcised, or proceed inglng had in accordance with law to ouforco any judgment or decree shall he alfocted by reason of Ibo transfer directed by this act. Approved, June !i7,Jf. ' An Act to provido for tho Improvement of tho U rounds of the (lovcriimont Hospital for tho Insane by an Exchange of Land. Me it enacted by the Senate and House of Rep resentatives of the United Hlntes of America lit Congress assembled. That the (secretary of the Interior is hereby authorised to deed to John l'er kiiia a portion of tho extreme south point or angle f the farm of the Government Hospital for the Insane, in exchange for two acres of laud, more or lees, now owned and occupied by the said l'er. kins, and situated near the middle of that side of the hospital farm which fronts upon the publio roods i 1'rovldrd, That not more than three seres era given for one contained in the last described piece of land belonging to the said 1'erkins s And provided, further, That the said Perkins is ablo to give, and does give, to the United Htates a good and sufficient title to the piece of laud now owned and occupied by him. Hoc. 3. And belt further enacted, That the Sec retary of tho Interior is further authorised to do fray the expense of moving the dwelling-house on the preseut Perkins tract to the Hurt ex changed for it, and of digging and walling a well, out of any appropriation already Hindu, or that may lie made, fur enclosing the grounds of the hospital. An Act to provide for the Repair and Preserva tion of certain Public Works of the United Htates lie it enacted by the Senate and I loose of Rep resentatives of the Uliiuid States of America III Congress assembled, Thst there be, and hereby is, appropriated, out of any money in the treasury Lot otherwise appropriated, the sum of two bun died and fifty thousand dollars, to bo expended under the direction of the Secretary of War, in protecting the commurce of the lakes by causiug the public works connected with the harbors on Lakes Champlaln, Ontario, Krie, Ht. Cluir, Hu ron, Michigau. and Superior, to be repaired and made nsetul lor purposes of cnininrro and navi gation, so far as the same, in his judgment, may Le ueoessary. .Sec. !!. And be it further unacted, That there be. and hereby is, appropriated, out of any money in the treasury nut otherwise appropriated, the further sum of one hundred thousand duilais, to be expended under tho direclioii of the Secretary of War, in repairing and rendering useful for purposes uf commerce and navigation such of the public works connected with the harbors on the seabord uf the United Htates as may, in hit judgment, need such expenditure.
