official LAWS OF THE UNITED STATES, PASSED AT THI Firit Suiio of the Thirty-Eighth Congrett. Pmuo No. M. AN ACT to mUbllih a uniform avetem of ambu lance! In thi armies of the United States, Be it matted by the Senate and House of Rcpretenta fives of the L'mlrd Statei of America in Congress as sembled. That the medical director, or chief medical officer, of each army corpa shall, under the con trol of the medical director of the army to which iucJi army corpa belong), have the direction and supervision of all ambulnnoes, medicine, and other wagons, bore, mulos, harness, and other fixturea appertaining thereto, and of all officers and men who may be detailed or employed to assist him in the management thereof, in the army corps in which he may be aerving. Sec. 8. And is it further enacted, That the com manding officer of each army corpa shall detail officers and enlisted men for service in the ambu lance corps of such army corps, npnn the follow ing basis, vis I one captain, who shall be com mandant of said ambulance corps i one first lieu tenant for each division in, such army corps ; one second lieutenant for each brigade in such army corps i one sergeant for each regiment in such army corps; three privates for each ambulance, and one private for each wagon t and the officera and non-commissioned officers of the ambulance corps shall be mounted : Provided, That the offi cers, non-commissioned officer, mid privates so detailed for each army corps shall be examined by a board of medical officers of such army corns as to their fitness for such duty i and that auch as are found to be not qualified shall be rejocted, and others detailed In their stead. ' Sec. 3. And be it further enacted, That there shall be allowed and furnished to each army corns two- horse ambulances, upon the following basis, to wit: three to each regiment of infantry of live hundred men or mure ; two to each regiment of Infantry of more than two hundred and less than five hundred men or more t and one to each regl mentor, tntamry ot less than two hundred men two to each regiment of cavalry of 6ve hundred men or more I and one to each regiment of cavalry 01 leas tnan nve nnnorea men I one ro each oat terr of artillery to which b .ttery of artillery it shall be permanently attached ; to tne d-aaqimr-ten of each army corpa two auch ambulances j and to each division train of ambulances two army wagons; and ambulances shall be allowed and furnished to division brigades and commands not attached to any army corps upon the same basis, and each ambulance shall be provided with uch nnniber of stretchers and other nppliancos as shall be prescribed by the Surgeon General: Provided, That the ambulances and wagons herein mentioned shall be furnished, so far as practicable, from the ambulance! and wagons now in the ser vice. Sec. 4. And be it further enacted, That horse and mule litters may be adopted or authorized by the Secretary of War, in lieu of ambulances, when judged necessary, under mch rules and regula tions as may be prescribed by the medical director of each army corps Sec. 6 And be it further enacted. That the cap tain shall be the commander of all the ambulances, medicine, and other wagons in the corps, under the immediate direction of the medical director, or chief medical officer, of the army corps to which the ambulance ocrps belongs Me shall pay special attention to the condition of the ambu lances, wagons, horses, mules, harnesa, and other fixture! appertaining thereto, and see that they are at all limes in readiness fur service I that the officera and men of the ambulance corps are prop erly inatrueted in their duties, and that their du ties are performed, and that the regulations which may be prescribed hy the Secretary of War, ur the Surgeon General, for the government of the ambulance corps are strictly observed by those under his command. It shall be his duty to In stitute a drill in his corps, instructing his men in the most easy and expeditious manner of moving the sick and Bounded, and to require in all casus that the aick and wounded shall he treated with gentleness and care, and that the ambulances and wagons are at all times provided with attendants, drivers, horses, mulct, and whatever may be necessary for their efficiency I and it shall be his duty also to see that the ambulances are not used for any other purpose than that fur which they re designed and ordered. It shall bo the duty of the medical director, -or chief medical officer, of the army corps, previous to a march, and previous to and in time of action, or whenever it may be necessary to use the ambulances, to issue the prop er orders to the captain for I lie distribution and management of the same, for collecting the aick and wounded, and conveying them to their desti nation. And it shall be th" duly of the captain faithfully and dilligently to execute such orders. And the officers of the ambulance corps, includ ing the medical director, shall make auch report? from time to time, as may be required by the Sec retary of War, the 8urgeon General, the medical director of the army, or the commanding officer of the army corpa in which they may be serving ; and all reports to higher authority than the com manding officer of the army corps shall be trans mitted through the medical director of the army to which such army corps belongs. Sect 6. And he it further enacted. That the first lieutenant assigned to the ambulance corps for a division shall have complete control, under the captain of hii corpa and the medical director of the army corps, of all the ambulances, medicine, and other wogona, horses, mules, and men in that portion of the ambulance corps, lie ahull be the acting assistant quurtermaster for that portion of tne ambulance corps, ana will receipt tor and be responsible for all the property belonging to it, ana be held responsible for any deliciency in anv thing appertaining thereto, lie shall have a trav elling cavalry forge, a blacksmith, and a iaddlcr, who shall be under bia orders to enable him to keen his train in order. He shall have authority w oraw supplies trom in depot quartermaster, upon requisitions approved by the captain of bis corps, the medical director, and the commander of the army corps It which be ii attached. It shall be bis duty to exercise a conataut supervision over bis train in every particular, aud keep it at an umes reaay lor service. Seo. 7, And be it further enacted. That the second lieutenant shall have command of the portion of me amouiance corps lor a brigade, and shall be under tne Immediate orders ot the brat lieutenant and he shall exercise a careful supervision over the sergeants and privates assigned to the portion of the ambulance corps for his brigade : and It hall be the duty of the sergeants to conduct the drills and inspections of the ambulancee under Ms orders of tlioir respective regiments. Sec. B. And be it further enacted. Sec. 9. Bee 1U. And be it further enacted. That the offi cera, nonroininissiom-d officers, ami privates of the ambulance corps shall be designated by such uni form or in such manner aa the Secretary of War hall deem Dromrt Provided. Sec II. And be it further enacted. That it shall be the doty of the commander of he army corpa to transmit to the Adiutant General the names and rank of all officers and enlisted men detailed for service In the ambulance vurna of such annv corps, stating the organisation! from which they may have been so detailed s and if sueh officers and men belong to volunteer organisations, the Adjutant General shall thereupon notifv the Gov. eruor of the several States in which auch organ isation! were raised ot their detail fur auch ser vice t and it ihall be the duty of the commander of the1 army corpa to report to the Adjutant Gen eral from time to time the conduct and behavior of Ue officer! and enlisted men of the ambulance corps, and the Adiutant Utucral shall f.,rw.r.t copies of auch report!, ao far aa they relate to uujgsmv suu iiusieu iush oi Toiuuieer organita boos, to the Governor! of the State in which uch organisations were railed. That nothing la this act ahall be couitrued to diminish or im pair the rightful authority of the commander! of arousa, army corps, or separate detachments, over the medicaf anil other oftioers, and the non-com-missioned officers and private of their respective oommauda.
