The company pro duces fibres ty is how that it is paying ten per cmt on a valua tion of over J.7J.O00. A lar?e number of citizens ak that an election be called V vote on buy ing it at 110,000. The mayor advi&es callir. an election U vote on buying it at 120,000. The plant has a fixed value in that it is bonded for 110,000. The bondholders will not, there fore, release it for les than that amount. In the meantime the bonds are still unsold. The city has gone in debt for the preliminary plans, rights of way, etc., for the municipal system, the much abused water is still in use -and the threatened epidemic does not materialize. The harm done the community, however, fctill flour ishes and apparently is about to be further fertilized into an abundant crop of "knocks" for the newspapers of the country If some arrangement can be made to have the city take over the private system these matters can all be adjusted. An attempt to fight the thing through on the old lines has proved a failure and nobody who is for the best in terest of the town wants it con tinued. Furthermore, the peo ple can no longer be terrified. The boiled water bogie hai been worn threadbare. A to a typhoid epidemic last fall, there were a number of cases here but actual conditions were far from an epidemic. Some of these cases were appar ently contracted here, others brought from out of town. There were also cases at The Dalles, in the railroad camps along the Deschutes river and in Portland, where the water is supposed to be of the purity of the fount of ' eternal life. It is possible that ! there may also le some cases! here this year, and from time to' time there will continue to le cjuc-h of this disease both here and in other communities. If it can officially established that the water is dangerous to the health of the community it ought V condemned. In which event many times more goodwill be accornplished than by shaking the boiled water logie. If the water system can be bought for $20,000, well and good. If riot let the people y on record for or against the prop-' osition on the company's basis of, valuation, and settle it.
