A5 THE DAILY ASTORIAN • THuRSDAY, JANuARY 10, 2019 Trump threatens emergency declaration ahead of border visit By CATHERINE LUCEY, LISA MASCARO and LAURIE KELLMAN Associated Press WASHINGTON — Pres- ident Donald Trump threat- ened today to declare a national emergency to cir- cumvent Congress if he can’t reach a deal with Dem- ocrats to fund his promised border wall. He headed to the U.S.-Mexico border to draw further attention to his case after negotiations with lawmakers blew up. The partial government shutdown dragged into a 20th day with hundreds of thousands of federal work- ers off the job or working without pay as the wall fight persisted. Asked about a national emergency declaration, Trump said as he left the White House for Texas, “I’m not prepared to do that yet, but if I have to I will.” He contends such a decla- ration would allow him to direct the military to begin wall construction. “So we’re either going to have a win, make a com- promise — because I think a compromise is a win for everybody — or I will declare a national emer- gency,” he said. It’s not clear what a com- promise might entail. Trump says he won’t reopen the government without money for the wall. Democrats say they favor measures to bol- ster border security but oppose the long, impregna- ble wall that Trump envi- sions. He is asking $5.7 bil- lion for wall construction. Trump’s comments came a day after he walked out of a negotiating meeting with congressional leaders — “I said bye-bye,” he tweeted AP Photo/Pablo Martinez Monsivais Union members and other federal employees rally for an end to the partial government shutdown today at AFL-CIO headquarters in Washington, D.C. soon after — as efforts to end the partial government shutdown fell into deeper disarray. Affected federal workers face lost paychecks on Friday, and more people are touched every day by the rollback of government services. Putting the standoff in personal terms, the presi- dent tweeted before leav- ing for Texas: “The Opposi- tion Party & the Dems know we must have Strong Border Security, but don’t want to give ‘Trump’ another one of many wins!” In McAllen, Texas, Trump will visit a border patrol station for a round- table discussion on immi- gration and border security and will get a briefing. But he has expressed his own doubts that his appearance and remarks will change any minds as he seeks money for the wall that has been his signature promise since his presidential campaign. McAllen is located in the Rio Grande Valley, the busi- est part of the border for ille- gal border crossings. The White House meet- ing in the Situation Room ended after just 14 minutes. Democrats said they asked Trump to reopen the govern- ment but he told them if he did they wouldn’t give him money for the wall. Repub- licans said Trump posed a direct question to House Speaker Nancy Pelosi: If he opened the government, would she fund the wall? She said no. Senate Democratic leader Chuck Schumer said Trump slammed his hand on the table. But Trump, who handed out candy at the start of the meeting, disputed that characterization. He said he “didn’t smash the table” but “should have.” One result was certain: The shutdown plunged into new territory with no end- game in sight. The Dem- ocrats see the idea of the long wall as ineffective and even immoral. Trump sees it as an absolute necessity to stop what he calls a cri- sis of illegal immigration, drug-smuggling and human trafficking at the border. Trump also went to Capi- tol Hill Wednesday, seeking to soothe jittery Republican lawmakers. He left a Repub- lican lunch boasting of “a very, very unified party,” but GOP senators have been publicly uneasy as the stand- off ripples across the lives of Americans and interrupts the economy. During the lunch, Trump discussed the possibility of a sweeping immigration compromise with Demo- crats to protect some immi- grants from deportation but provided no clear strategy or timeline for resolving the standoff, according to sena- tors in the private session. GOP unity was tested when the House passed a bipartisan spending bill, 240-188, to reopen one shut- tered department, Treasury, to ensure that tax refunds and other financial services continue. Eight Republicans joined Democrats in voting, defying the plea to stick with the White House. There was growing con- cern about the toll the shut- down is taking on every- day Americans, including disruptions in payments to farmers and trouble for home buyers who are seek- ing government-backed mortgage loans — “seri- ous stuff,” according to Sen. John Thune of South Dakota, the No. 2 Senate Republican. Some Republicans were concerned about Trump’s talk of declaring a national emergency at the border, seeing that as unprecedented interference with the right of Congress to allocate fund- ing except in the most dire circumstances. “I prefer that we get this resolved the old-fashioned way,” Thune said. Democrats said before the White House meeting that they would ask Trump to accept an earlier biparti- san bill that had money for border security but not the wall. Pelosi warned that the effects of hundreds of thou- sands of lost paychecks would begin to have an impact across the economy. “The president could end the Trump shutdown and re-open the government today, and he should,” Pelosi said. Tuesday night, speak- ing to the nation from the Oval Office for the first time, Trump argued that the wall was needed to resolve a security and humanitar- ian “crisis.” He blamed ille- gal immigration for what he said was a scourge of drugs and violence in the U.S. and asked: “How much more American blood must we shed before Congress does its job?” Democrats in response accused Trump appealing to “fear, not facts” and manu- facturing a border crisis for political gain. In an off-the-re- cord lunch with televi- sion anchors ahead of his speech, Trump suggested his aides had pushed him to give the address and travel to the border and that he personally did not believe either would make a differ- ence, according to two peo- ple familiar with the meet- ing. But one person said it was unclear whether Trump was serious or joking. The people familiar with the meeting insisted on ano- nymity because they were not authorized to discuss the meeting publicly. WORLD IN BRIEF Associated Press Pompeo repudiates Obama Mideast policy, takes aim at Iran in speech CAIRO — U.S. Secretary of State Mike Pompeo delivered a scathing rebuke of the Obama administration’s Mideast pol- icies today, accusing the former president of “misguided” and “wishful” thinking that diminished America’s role in the region, harmed its longtime friends and emboldened its main foe: Iran. In a speech to the American University in Cairo, Pompeo unloaded on President Donald Trump’s predecessor, saying he was naive and timid when confronted with chal- lenges posed by the revolts that convulsed the Middle East, including Egypt, beginning in 2011. Pompeo laid the blame notably on a vision outlined by President Barack Obama in a speech he gave in Cairo in 2009 in which he spoke of “a new beginning” for U.S. rela- tions with countries in the Arab and Muslim world. The speech came on the third leg of a nine-nation Mideast tour aimed at reassur- ing America’s Arab partners that the Trump administration is not walking away from the region amid confusion and concern over plans to withdraw U.S. forces from Syria. Former Obama administration officials rejected Pompeo’s assertions as petty, politi- cal and weak. They said the speech pandered to authoritarian leaders and ignored rights violations that Obama had called out. Bomb-laden rebel drone kills 6 at Yemen military parade SANAA, Yemen — A bomb-laden drone launched by Yemen’s Shiite rebels exploded over a military parade today for the Sau- di-led coalition, killing at least six people in a brazen attack threatening an uneasy U.N.-brokered peace in the Arab world’s poorest nation. The attack at the Al-Anad Air Base showed the unwillingness of Yemen’s Houthi rebels to halt fighting in the civil war, even if it doesn’t violate a peace deal reached last month in Sweden between them and Yemen’s internationally recognized government. The legislation set to be introduced today has little chance of becoming law under a divided government. But it could put Republicans on the defensive by echo- ing themes and ideas that President Don- ald Trump has embraced at one time or another. The common denominator is that people in the United States shouldn’t have to pay more for critical medications than do people in other economically advanced countries. The Trump administration has put for- ward its own plan for reducing drug prices, but industry analysts have seen little impact so far. The new legislation was coming from Sen. Bernie Sanders, I-Vt., and Rep. Eli- jah Cummings, D-Md. Cummings leads the House Oversight and Government Reform Committee, which is expected to take a major role on drug pricing issues. The lawmakers want to open up generic competition to patent-protected U.S. brand- name drugs that are deemed “excessively priced,” allow Medicare to directly negotiate with drugmakers, and let consumers import lower-priced medications from Canada.
