The other is for District 5 covering South County, including Cannon Beach, Arch Cape, Elsie, Hamlet, Jewell and portions of Sea- side. It is preferred but not required that the applicants live within the district they represent. The Road District 1 Bud- get Committee has three full terms ending Feb. 28, 2023, and two unexpired terms ending Feb. 28, 2022. The committee reviews the district’s budget for road- work on 220 miles of county roads. Citizen committees review proposed budgets and make recommenda- tions to the Clatsop County c ommission. Around 11:30 p.m. Sun- day, police were dispatched to the scene. An initial investigation indicated that Frankie McGuire, 28, of Astoria, was standing in the eastbound lane of Lief Erikson Drive wearing dark clothing. The driver, Allyn Bauer, 21, of Naselle, Washington, and other wit- nesses stopped and ren- dered aid. McGuire was uncon- scious at the scene. He was taken to Columbia Memo- rial Hospital in Astoria and later transferred to Oregon Health & Science Univer- sity, where he was listed as of Monday in stable condi- tion with fractures to a leg and arm.
