Phung was booked into Multnomah County’s jail system at 4 a.m. Monday after authorities say he called police to confess that he’d run his Acura MDX into the Our Lady of Lavang Cath- olic church near Northeast 54th Avenue and Alameda Street shortly after midnight. According to a prob- able-cause affi davit, two Portland police offi cers responded to fi nd evi- dence that a car had crashed through a locked gate and into different parts of the building. Church members say the SUV plowed through the doors of the building and damaged nearly every pew in the large sanctuary. Police found part of an Acura grill and a license plate, which identifi ed the SUV as registered to Phung, according to the affi davit. A short while later, Phung called to turn himself in. Phung said he drove into the church after having a dis- pute with his family, accord- ing to the affi davit. Some members of the congregation — which num- bers in the thousands — said they recognized Phung. One said Phung’s children learn Vietnamese at the church school. Phung told jailers that he’s separated, living in Happy Valley and has two children who live with their mother. Phung also said he has been diagnosed with schizo- phrenia and bipolar disor- der, and that he has received mental health treatment in the past. He reported drink- ing alcohol daily. He said he was employed as an online language inter- preter and worked 55 hours per week. He has no previous crimi- nal history. Phung was released from jail the same day he was arrested, with orders to appear in court to hear the charges against him Wednes- day. Prosecutors are pursuing charges of felony fi rst-de- gree criminal mischief, mis- demeanor hit-and-run driv- ing that resulted in property damage and misdemeanor second-degree criminal trespass. Hours after the church was damaged, about 100 volun- teers started patching up the gaping hole in the building and setting up folding chairs, so Christmas Eve mass could proceed as planned. Prosecutor Adam Gibbs said given the apparent cir- cumstances of Phung’s no-show, his offi ce won’t ask the judge to issue a bench warrant for Phung’s arrest. Phung’s next court appear- ance is scheduled for Jan. 9, which will be after a grand jury reviews his case. Edward Stratton of The Daily Astorian contributed to this report. But with the lights of Air Force One out and window shutters drawn, the president did just that, slipping into Iraq at night to greet U.S. service members and show that his norm-busting presidency would hew at least to this tradition. Addressing troops at an air base in western Iraq Wednesday, Trump defended his decision to pull forces from neighboring Syria, declaring of Islamic State militants: “We’ve knocked them out. We’ve knocked them silly.” His appraisal is at odds with that of military offi cials, aides and allies who consider IS a diminished but deadly force. His defense secretary and envoy to the anti-IS coalition quit after Trump blindsided much of the national security establishment with his call. Trump had faced criticism for not yet visiting U.S. troops stationed in harm’s way as he comes up on his two-year mark in offi ce. George W. Bush made four trips to Iraq and two to Afghanistan as president; President Barack Obama made four to Afghanistan and one to Iraq. Such trips are typically unannounced and the subject of extreme security. Trump’s was no exception as he fl ew over- night from Washington, spent three-plus hours on the ground and stopped at Ramstein Air Force Base in Germany for refu- eling and to greet service members in a hangar there before leaving. White House, congressional Democrats see no deal on shutdown WASHINGTON — Chances look slim for ending the par- tial government shutdown any time soon. Lawmakers are away from Washington for the holidays and have been told they will get 24 hours’ notice before having to return for a vote. And although the Senate is slated to come into session this afternoon, few senators were expected to be around for it. After a weekend and two holiday days for federal employ- ees, Wednesday was the fi rst regularly scheduled workday affected by the closure of a variety of federal services. Liberal California became the largest legal U.S. market- place, while conservative Utah and Oklahoma embraced medi- cal marijuana. Canada ushered in broad legalization , and Mex- ico’s Supreme Court set the stage for that country to follow. U.S. drug regulators approved the fi rst marijuana-based pharmaceutical to treat kids with a form of epilepsy, and bil- lions of investment dollars poured into cannabis companies. Even main street brands like Coca-Cola said they are consider- ing joining the party. “I have been working on this for decades, and this was the year that the movement crested,” said U.S. Rep. Earl Blume- nauer, an Oregon Democrat working to overturn the federal ban on pot. “It’s clear that this is all coming to a head.” With buzz building across the globe, the momentum will continue into 2019.
