5A THE DAILY ASTORIAN • WEDNESDAY, NOVEMBER 14, 2018 Overheating machines complicate Florida’s recount By TERRY SPENCER and GARY FINEOUT Associated Press FORT LAUDERDALE, Fla. — Florida’s election recount drama is intensifying as lawyers return to court and tallying machines break down ahead of a Thursday deadline to complete reviews of the Senate and governor races. Much of the trouble cen- ters on the Democratic strong- hold of Palm Beach County, where tallying machines have overheated. That’s caused mismatched results with the recount of 174,000 early vot- ing ballots, forcing workers to go back and redo their work with no time to spare. A mechanic was flown in to fix the problems, but “we don’t have a lot of assurances,” Palm Beach County Elections Supervisor Susan Bucher said Tuesday night. Meanwhile, lawyers for Democrats planned to ask a federal judge today to set aside the state law mandating that mailed-in votes be thrown out if the signature on the enve- lope doesn’t match the signa- ture on file. There are now multiple lawsuits piling up in a Tal- lahassee federal court chal- lenging everything from the rules used for recounts to Gov. Scott’s role in supervising the state office that oversees elections. U.S. District Judge Mark Walker, citing a well-known “Star Trek” episode, said during a hearing today that “I feel a little bit like Captain Kirk in the episode with the Tribbles where they start to multiply.” The developments are fuel- ing frustrations among Dem- ocrats and Republicans as the recount unfolds more than a week after Election Day. Dem- ocrats have urged state offi- cials to do whatever it takes to make sure every vote is counted. Republicans, includ- ing President Donald Trump, have argued without evidence that voter fraud threatens to steal races from the GOP. As it all plays out, the Republican candidates for governor and Senate, Ron DeSantis and Rick Scott, hold the narrowest of leads over their Democratic counter- parts, Andrew Gillum and Bill Nelson. Scott did not reply to a question about whether he contends there was fraud in the election. In South Florida, dozens of workers keep feeding bal- lots into counting machines at the Broward and Palm Beach County elections centers. Much like feeding documents into photocopiers, they’ve been placing stacks into feed- ers that run through several ballots per second. Then they grab another stack and do it again. Trump has called on Dem- ocratic Nelson to admit that he lost his re-election bid. “When will Bill Nelson concede in Florida?” the pres- ident tweeted Tuesday. “The characters running Broward and Palm Beach voting will not be able to ‘find’ enough votes, too much spotlight on them now!” Presidents have historically sought to rise above partisan dramas surrounding election irregularities. Former Presi- dent Barack Obama wasn’t so publicly involved when a recount and legal process in the 2008 election delayed a Democrat taking a Minne- sota Senate seat until July 2009. Former President Bill Clinton struck a quieter tone during the 2000 presidential recount, which also centered on Florida. But this Florida recount has been personal for Trump. He aggressively campaigned in the state, putting his finger on the scales of the Repub- lican gubernatorial primary by endorsing DeSantis. After Election Day, Trump’s aides pointed to the GOP’s seeming success in the state as a valida- tion that the president’s path to re-election remained clear — a narrative that has grown hazier as the outcomes have become less certain. White House spokes- woman Mercedes Schlapp said Tuesday the president “obviously has his opinion” on the recount. “It’s been incredibly frus- trating to watch,” she said. State law requires a machine recount in races where the margin is less than 0.5 percentage points. In the Senate race, Scott’s lead over Nelson was 0.14 percentage points. In the governor’s con- test, unofficial results showed DeSantis ahead of Gillum by 0.41 percentage points. Once the machine recount is complete, a hand recount will be ordered in any race where the difference is 0.25 percentage points or less, meaning it could take even longer to complete the review of the Senate race if the differ- ence remains narrow. If the Senate race does go to a hand recount, the dead- line for counties to finish is Sunday. But two of the pend- ing four lawsuits ask that a fed- eral judge delay the deadlines so that all counties can finish processing the crush of ballots. Marc Elias, an attorney for Nelson, argued that there’s no need to rush, since the winner of the Nelson-Scott race won’t be sworn into office until January. WORLD IN BRIEF Associated Press President Trump mulling a wide-ranging shake-up WASHINGTON — President Donald Trump is weighing an administration-wide shake-up as he looks to prepare his White House for divided government, but it is unclear who is going and who is staying. Homeland Security Secretary Kirstjen Nielsen was thought to be out as soon as this week, but she is now likely to remain in the post for a longer period because there is no obvious succes- sor in place. Trump has soured on Nielsen and White House chief of staff John Kelly, in part over frustration that his administration is not doing more to address what he has called a crisis at the U.S.-Mexico border. But the scope of the contemplated changes is far broader, as Trump gears up for a wave of Democratic over- sight requests and to devote more effort to his own re-election campaign. Trump is also discussing replacing Kelly with Vice President Mike Pence’s chief of staff, Nick Ayers. Kelly, a retired Marine general, has been credited with bringing order and process to a chaotic West Wing, but he has fallen out of favor with the pres- ident as well as presidential daughter Ivanka Trump and son-in- law Jared Kushner. Ayers, a seasoned campaign operative, would restore a polit- ical mindset to the role, but he faces stiff opposition from some corners of the West Wing, with some aides lobbying Trump directly against the move. Authorities: Prosecuting Ohio massacre case could last years WAVERLY, Ohio — Prosecuting an Ohio family of four arrested in the gruesome slayings of eight people from another family could take years to conclude, a county prosecutor said as the first break in the more than 2-year-old case was announced. Tuesday’s announcement marked the culmination of a mas- sive investigative effort that began after seven adults and a teen- age boy were found shot in the head at four separate homes in April 2016. The killings terrified local residents and spawned rumors that it was a drug hit, but prosecutors suggested the attack had stemmed from a custody dispute. The investigation is one of the most complicated and exten- sive in state history, with enormous numbers of witnesses and a huge amount of evidence, said Pike County Prosecutor Rob Junk. Ohio Attorney General Mike DeWine said a grand jury indicted the four members of the Wagner family on aggravated murder charges. Police arrested George “Billy” Wagner III, 47; his wife, 48-year-old Angela Wagner; and his sons George Wag- ner, 27, and Edward “Jake” Wagner, 26. They could be sentenced to death if convicted. DeWine gave scant detail about why the victims were killed, but said the custody of a young child played a role. Edward Wag- ner was the long-time former boyfriend of 19-year-old Hanna Rhoden, one of the eight victims, and shared custody of their daughter at the time of the massacre. Israeli defense minister resigns over Gaza cease-fire deal JERUSALEM — Israel’s defense minister abruptly resigned today in protest over a cease-fire reached with Gaza militants, in a move that rocked the Israeli political scene and seemed likely to bring about early elections. Avigdor Lieberman said the cease-fire amounted to “surrender to terrorism” after two days of heavy fighting, and that he could no longer serve a government that endorsed it. Lieberman had demanded a far stronger Israeli response to the most intense round of rocket fire against Israel since a 50-day war in 2014, but appeared to have been overruled by Prime Minister Benjamin Netanyahu. His resignation delivers a major blow to Netanyahu’s coalition government and sparked immediate calls for early elections. Lieb- erman said he hoped that in the coming days a date would be set for a new vote. The opposition parties joined his call. The government still has a narrow one-seat majority in the Knesset without Lieberman’s nationalist Yisrael Beiteinu faction, but is unlikely to survive until the next elections, currently set for November 2019. Netanyahu had come under heavy criticism for agreeing to the cease-fire, especially from his own political base and in rocket-bat- tered towns in southern Israel that are typically strongholds of his ruling Likud Party.
