5A THE DAILY ASTORIAN • MONDAY, MAY 28, 2018 WORLD IN BRIEF Associated Press With a roar, flash flood smashes into a Maryland community ELLICOTT CITY, Md. — Roaring flash floods struck a Maryland city Sunday that had been wracked by similar devastation two years ago, its main street turned into a raging river that reached the first floor of some buildings and swept away parked cars, authorities and wit- nesses say. News outlets showed photos and video of sudden, violent floodwaters surging down Main Street in Ellicott City, some 13 miles west of Bal- timore. The community, set along the west bank of Maryland’s Patapsco River, was also stricken by deadly flash flooding in July 2016. This time, witnesses say, the flash flood- ing came with a roar of onrushing water after hours of heavy rain had soaked the region around Baltimore. After the floodwaters receded, emergency officials had no immediate reports of fatalities or injuries. But by nightfall first responders and res- cue officials were still going through the mud- died, damaged downtown, conducting safety checks and ensuring people evacuated. Maryland Gov. Larry Hogan, who declared a state of emergency for the flooded community, traveled there late Sunday for a firsthand look at the destruction. Footage of Sunday’s flash flooding showed the seething floodwaters engulfing cars and pickup trucks. The Howard County Fire & EMS agency tweeted that water was above the first floor of some buildings at the height of the disaster. Some residents of Ellicott City told The Bal- timore Sun the flooding appeared to be worse than the 2016 flooding that killed two people and destroyed local businesses. Jessica Ur, a server at Pure Wine Cafe on the city’s Main Street, told the paper she watched as gushing waters swept three or four parked cars down the street. She had been around the last time the area flooded, but said this time it appeared worse. “It’s significantly higher than it was before,” she told the newspaper, comparing the floodwa- ters to those of 2016. Subtropical Storm Alberto maintains strength as it approaches Gulf Coast MIAMI BEACH, Fla. — Subtropical Storm Alberto headed toward anticipated landfall sometime today on the northern Gulf Coast, where white sandy beaches emptied of their usual Memorial Day crowds. Teacher who stopped attack says he had to save students NOBLESVILLE, Ind. — An Indiana teacher who was shot while tackling and disarming a student inside his classroom said today that his swift decisions “were the only acceptable actions” to save his seventh-grade students. Jason Seaman, speaking publicly for the first time since the shooting Friday, thanked the Noblesville community for its support and stressed that he wanted the focus to be on the only other person shot during the incident: a 13-year-old student who was seriously wounded. “Her courage and strength at such a young age is nothing short of remarkable,” Seaman said during a news conference at the school district’s administrative building. “We all should con- tinue to keep her in our minds as she continues to recover.” Seaman is credited with stopping the armed student who entered his Noblesville West Mid- dle School on Friday morning. Witnesses said the 29-year-old former college football player ran toward bullets as he tackled the student shooter. He was shot three times, according to his brother. “I want to make it clear that my actions on that day, in my mind, were the only acceptable actions I could have done given the circumstances,” Seaman said. “I deeply care for my stu- dents and their well-being. That is why I did what I did that day.” Injured student Ella Whistler was hospitalized in critical but stable condition, and school officials said Saturday that she was improving. recently predicted would be an active hurricane season. The National Hurricane Center in Miami said at 11 a.m. EDT today that Alberto was maintain- ing its strength as it approached the Florida Pan- handle and was centered about 50 miles south of Panama City, Florida. The storm had maxi- mum sustained winds of 60 mph and was mov- ing north at 8 mph. Forecasters warned of life-threatening surf conditions, the possibility of a few brief torna- does in much of Florida and parts of Georgia, South Carolina and Alabama. And, it said, heavy rains are also expected in many areas. Rough conditions were expected to roil the seas off the eastern and northern Gulf Coast region through Tuesday. Lifeguards posted red flags along the white sands of Pensacola Beach, where swimming and wading were banned amid high surf and dan- gerous conditions. Gusty showers began lash- ing parts of Florida on Sunday, and authorities warned of the possibility of flash flooding. The hurricane center said a tropical storm warning was in effect from the Suwannee River in Florida to the Alabama-Florida state line. US team in North Korea raises expectations of a Trump-Kim summit A U.S. team was in North Korea to plan a summit with North Korean leader Kim Jong Un, according to President Donald Trump, raising expectations that the on-off-on meeting would indeed take place. Both the State Department and South Korea’s Foreign Ministry said the American and North Korean officials have been engaged in talks at the Korean village of Panmunjom, which strad- dles the border inside the Demilitarized Zone, or DMZ. One can cross the border simply by step- ping across a painted line, but moving beyond several footsteps into the North at Panmunjom would be rare for U.S. officials. Trump withdrew from a planned June 12 Singapore summit with Kim last Thursday, but quickly announced it could still happen. His tweet Sunday afternoon, which offered praise for the longtime U.S. adversary, was the latest signal that his concerns about the North’s stance toward the summit had been allayed. “Our United States team has arrived in North Korea to make arrangements for the Summit between Kim Jong Un and myself,” he tweeted Sunday. “I truly believe North Korea has brilliant potential and will be a great economic and finan- cial Nation one day. Kim Jong Un agrees with me on this. It will happen!” South Korean President Moon Jae-in gave details about his surprise meeting Saturday with Kim in Panmunjom, saying Kim had committed to sitting down with Trump and to a “complete denuclearization of the Korean Peninsula.” U.S. Secretary of State Mike Pompeo tapped veteran American diplomat Sung Kim, the U.S. ambassador to the Philippines, to han- dle pre-summit negotiations. On a separate but complementary track was the CIA team Pompeo set up last year when he headed the spy agency. And on a third track was a White House logis- tical group sent to Singapore on Sunday to pre- pare in case the summit takes place. It was led by Joe Hagin, White House deputy chief of staff for operations. Freed after 2 years, man jailed in Venezuela returns to US WASHINGTON — Joshua Holt, who trav- eled to Venezuela from Utah in 2016 to marry a Spanish-speaking Mormon woman but soon found himself jailed and later branded the CIA’s top spy in Latin America, was set free by the anti-American Maduro government on Saturday, saying he was “overwhelmed with gratitude.” Holt and his wife, Thamara Caleno, arrived Saturday evening at Washington Dulles Interna- tional Airport for a tearful reunion with his par- ents, Laurie and Jason Holt. A few hours later President Donald Trump welcomed them to the White House. “Those two years, they were a very, very, very difficult two years,” said an emotional Holt, sit- ting next to Trump in the Oval Office. “Not really the great vacation that I was looking for ... The organization may need to find other reve- nue sources if the parade is to continue. “It’s a national trend,” Pav- lovskis said. “We do a lot of community service, but every time we dig out money from the reserves, the less we can do to help veterans.” The cause for the drop is hard to identify. Pavlovskis said in general it is always harder to get younger people interested in community ser- vice when they are busy with jobs and families. Some larger, cultural changes about how the mil- itary is perceived in general could be partially to blame, Phillips said. Locally, with an active Coast Guard popula- tion, there are probably more options for younger veterans in town to congregate else- where, Phillips said. “The average age is 70 when you walk into the Legion,” he laughed. “They probably still do a lot of their partying elsewhere.” But there is reason to be hopeful.
