5A THE DAILY ASTORIAN • MONDAY, MAY 7, 2018 WORLD IN BRIEF Associated Press Trump defends CIA nominee, says she is ‘tough on terror’ WASHINGTON — President Donald Trump today defended Gina Haspel, his nom- inee to head the Central Intelligence Agency, dismissing debate over her involvement in a harsh interrogation program and arguing Dem- ocrats want her out because she “is too tough on terror.” Haspel offered to withdraw her nomination, two senior administration officials said Sunday, amid concerns that a debate over a harsh inter- rogation program would tarnish her reputation and that of the CIA. White House aides on Friday sought out additional details about Haspel’s involvement in the CIA’s now-defunct program of detaining and brutally interrogating terror suspects after 9/11 as they prepared her for Wednesday’s con- firmation hearing. This is when she offered to withdraw, the officials said. They said Haspel, who is the acting director of the CIA, was reassured that her nomination was still on track and will not withdraw. The officials spoke on the condition of anonymity to discuss internal deliberations. Haspel, who would be the first woman to lead the CIA, is the first career operations officer to be nominated to lead the agency in decades. She served almost entirely undercover and much of her record is classified. Democrats say she should be disqualified because she was the chief of base at a covert detention site in Thai- land where two terrorism suspects were sub- jected to waterboarding, a technique that sim- ulates drowning. She has told lawmakers in recent weeks that she would stand firm against any effort to restart the brutal detention and interrogation program. She is expected to reiterate that publicly this week. State election systems still waiting for security checkups With the midterm congressional primaries about to go into full swing, the Department of Homeland Security is playing catch-up in help- ing to ensure that state election systems are secure against cybertampering by the Russians or others bent on mischief. The department said it has completed on-site risk assessments of election systems in just nine of 17 states that have formally requested them so far. It has pledged to do so by November for every state that asks. The security reviews are designed to iden- tify any weaknesses that could be exploited by hackers; such examinations are routinely con- ducted in the private sector. They are just one tool, although an important one, in ensuring a computer network has a robust defense. Homeland Security officials attribute the backlog to increased demand for such reviews since the 2016 presidential election and say they are devoting more money and shifting resources to reduce wait times. The reviews typically take two weeks each. Among those still waiting for Homeland Security to conduct a risk assessment is Indiana, one of four states with primaries on Tuesday. Its ballot includes several hotly contested races, including a Republican primary for U.S. Senate. The concerns aren’t just theoretical. The nation’s intelligence chiefs warned earlier this year that Russia remains interested in disrupt- ing U.S. elections after a multipronged effort to interfere in 2016. That included attempts to hack into the election systems of 21 states. Kilauea volcano claims more than two dozen homes in Hawaii PAHOA, Hawaii — Hawaii’s Kilauea volcano has destroyed 26 homes since it began spew- ing lava hundreds of feet into the air last week, and residents who evacuated don’t know how long they might be displaced. The decimated homes were in the Leilani Estates subdivision, where molten rock, toxic gas and steam have been bursting through openings in the ground created by the volcano. Another four unspecified structures were covered by lava, officials said in revised figures issued Sunday. Some of the more than 1,700 people who evacuated were allowed to briefly return to gather medicine, pets, and other necessities. They will be able to do so each day as long as authori- ties believe it is safe. Amber Makuakane Kane, 37, a teacher and single mother of two, said her three-bedroom house in Leilani Estates was across from a fissure that opened Friday. At the time, “there was some steam rising from all parts of the yard, but everything looked fine,” Makuakane said. On Saturday, she received alerts from her security system that motion sensors throughout the house had been triggered. She later confirmed that lava had covered her property. Makuakane grew up in the area and lived in her house for nine years. Her parents live in the same subdivision. “The volcano and the lava — it’s always been a part of my life,” she said. “It’s devastating ... but I’ve come to terms with it.” the voter rolls in Illinois. That state and Texas are the only two to hold statewide primaries so far this year, and neither reported any intrusions into their election systems. Secret witness testifies against US pastor in Turkey ANKARA, Turkey — A witness testify- ing anonymously against a U.S. pastor accused of spying and terror-related charges in Tur- key claimed today that the American helped Kurdish militants and aimed to create a Chris- tian Kurdish state, the country’s state-run news agency reported. Pastor Andrew Craig Brunson forcefully rejected the claim in the second session of his trial, insisting that he never permitted “poli- tics to enter the church,” the Anadolu Agency reported. The 50-year-old evangelical pastor from Black Mountain, North Carolina, faces up 35 years in prison in Turkey on charges of “com- mitting crimes on behalf of terror groups with- out being a member” and “espionage.” He denies any wrongdoing. Brunson was arrested in the aftermath of a 2016 coup attempt in Turkey for alleged links to the outlawed Kurdistan Workers’ Party, or PKK, as well as a network led by U.S.-based Muslim cleric Fethullah Gulen, who is blamed by Tur- key for the political unrest. Gulen denies any knowledge of the failed coup. The case has strained ties between Turkey and the United States. President Donald Trump tweeted in Brunson’s defense last month, say- ing: “Pastor Andrew Brunson, a fine gentle- man and Christian leader in the United States, is on trial and being persecuted in Turkey for no reason.” The Trump administration later warned Turkey that it is considering punitive “conse- quences” if the NATO ally does not throw out the charges or acquit Brunson. ADL national director and CEO Jonathan Greenblatt said the data showed many used Twitter as a “megaphone to harass and intimi- date Jews.” An earlier report from the Jewish civil rights group said anti-Semitic incidents in the U.S. last year had reached the highest tally it has counted in more than two decades. That increase appeared to be fueled by emboldened far-right extremists as well as the “divisive state of our national discourse,” Greenblatt said in February. In the new report, the group estimated that about 3 million Twitter users posted or re-posted at least 4.2 million anti-Semitic tweets in English over a 12-month period ending Jan. 28. The finding is based on a reviewed sample of 55,000 tweets and had a 3 percent margin of error, the report said. Twitter says it has made more than 30 changes to its platform, policies and operations in the past 16 months to protect its users from abuse and hateful images. “We are an open platform and hold a mirror up to human behaviors, both the good and the bad,” the company said in a statement. “Every- one has a part to play in building a more com- passionate and empathetic society, including Twitter.” Jennifer Grygiel, an assistant professor of communications at Syracuse University, said the ADL’s findings reinforce the need for Twitter and other platforms to hire more “human content moderators” to weed out hateful activity. It’s not enough to rely on artificial intelligence or users to do that job, Grygiel added. “The tech is not good enough because humans are really smart, and they will learn how to maneuver around the machines,” Gry- giel said. “It’s getting better, but it’s not there yet.” Russia’s Putin sworn in for 4th term; vows economic reforms MOSCOW — Vladimir Putin took the oath of office today for his fourth term as Russian president, promising to pursue an economic agenda that would boost living standards across the country. In a ceremony in an ornate Kremlin hall in Moscow, Putin, 65, said improving Russia’s economy following a recession partly linked to international sanctions would be a primary goal of his next six-year term. Although Putin has restored Russia’s prom- inence on the world stage through military actions — including intervening in Syria’s war to help President Bashar Assad — he has been criticized for inadequate efforts to diversify Russia’s economy away from its dependence on oil and gas exports or develop the country’s manufacturing sector. Russia’s economy was hit hard by low world oil prices and sanctions connected to Rus- sia’s 2014 annexation of Crimea and military involvement in the separatist uprising in east- ern Ukraine, with the ruble losing half its value between 2014 and 2016. The country recorded an anemic improve- ment in 2017, with gross domestic product ris- ing 1.5 percent and the ruble recovering some of its value. But the ruble dropped about 8 per- cent again last month in the wake of new U.S. sanctions. Putin has effectively been the leader of Rus- sia for all of the 21st century. He stepped down from the presidency in 2008 because of term limits, but was named prime minister and con- tinued to steer the country until he returned as president in 2012. He became acting president on New Year’s Eve 1999 following the surprise resignation of Boris Yeltsin and was elected to his first four- year term in 2000.
