Associated Press US-China trade talks center on rivalry over technology BEIJING — Chinese and U.S. officials met face-to-face today to try and resolve a dispute over technology that has taken the world’s two largest economies the closest they’ve ever come to a trade war. A high-powered U.S. delegation arrived in Beijing for talks with Chinese officials aimed at defusing the tensions, though analysts say they appear unlikely to yield a breakthrough given the two sides’ intensifying rivalry in strategic technologies, where China lags behind the U.S. U.S. Treasury Secretary Steven Mnuchin is leading the group, which includes Commerce Secretary Wilbur Ross and U.S. Trade Repre- sentative Robert Lighthizer. Liu He, President Xi Jinping’s top economic adviser, headed the Chinese side in the talks, which are expected to end Friday. The dispute has deepened as China has stepped up efforts to overtake western indus- try leaders in advanced technologies, espe- cially for semiconductors, the silicon brains required to run smartphones, connected cars, cloud computing and artificial intelligence. Under Xi, a program known as “Made in China 2025” aims to make China a tech super- power by advancing development of industries that in addition to semiconductors includes artificial intelligence, pharmaceuticals and electric vehicles. The plan mostly involves subsidizing Chinese firms. But it also requires foreign companies to provide key details about their technologies to Chinese partners. President Donald Trump is seeking to cut the chronic U.S. trade deficit by $100 billion and gain concessions over the policies that for- eign companies say force them to share tech- nology in order to gain market access. His administration has threatened to impose new tariffs on roughly $150 billion in Chinese goods. That prompted China to announce its own tariffs on U.S. goods, and Beijing also looks unlikely to cede any ground on its stra- tegic blueprint for technology. Trump acknowledges he repaid lawyer for ‘Stormy’ hush money WASHINGTON — President Donald Trump acknowledged today he repaid his per- sonal lawyer for hush money given to porn actress Stormy Daniels after claiming previ- ously he didn’t know about the payments. But the money, paid just before the 2016 election to stifle her claims of an affair, “had nothing to do with the campaign,” the president tweeted. Trump said his attorney Michael Cohen received a monthly retainer, which he used to pay the actress to sign an agreement not to talk about her allegations and thus “stop the false and extortionist accusations made by her about an affair.” Trump’s tweets outlining the arrangement came after Rudy Giuliani, one of his attorneys, said Wednesday that Trump reimbursed Cohen for $130,000 paid to Daniels. The comments appeared to contradict state- ments made by Trump several weeks ago, when he said he didn’t know about the pay- ment to Daniels. Giuliani later suggested to The Wall Street Journal that while Trump had repaid the $130,000, Cohen had settled the payment to Daniels without Trump’s knowl- edge at the time. Giuliani’s revelation was hardly a shock in the West Wing, where many aides assumed the president at least had knowledge of Cohen’s work on his behalf. Transport plane that crashed in Georgia was on final trip PORT WENTWORTH, Ga. — An aging C-130 Hercules that rescued and resupplied U.S. citizens after last year’s hurricanes crashed onto a Georgia highway during what was supposed to be its final flight, killing all nine Puerto Ricans on board. The huge plane was being flown into retirement in Arizona, reducing Puerto Rico’s National Guard fleet to five similar planes, two of which need maintenance and aren’t being used, Adju- tant Gen. Isabelo Rivera said. The aircraft was more than 60 years old, he added. “The planes that we have in Puerto Rico — it’s not news today that they are the oldest planes on inventory” among all National Guard planes nationwide, and they often face delays in getting spare parts shipped to the island, he said. However, Col. Pete Boone, vice-commander of the Savannah-based 165th Airlift Wing of the Georgia Air National Guard, said today that the plane’s age was closer to 40 years. It had been in Savannah for “routine maintenance” and crashed after taking off for Arizona. Boone said he didn’t know if the flight crew made a distress call to air traffic control before the crash. The plane dropped out of the sky onto Georgia’s Highway 21 moments after taking off from Savannah/Hilton Head International Airport. Motorist Mark Jones told the Savannah Morning News that he saw the plane hit the road right in front of him, and explode in a huge fireball. All nine crew members had helped with hurricane recovery efforts as part of the 198th Fighter Squadron, nicknamed the Bucaneros, which flies out of Base Muniz in the northern coastal city of Carolina, Rivera said. The squadron used the plane to rescue Americans from the British Virgin Islands after Hurricane Irma, and later supplied food and water to Puerto Ricans desperate for help after Hurricane Maria. sought to avoid staking out a clear position on the matter, directing reporters to Trump’s own comments. Still, the way Giuliani announced it — on live television and imprecisely — sur- prised Trump staffers and raised fresh worries about the president’s uneven legal team. Law firms advance expenses for clients as a matter of course, so there’s nothing inherently improper about a lawyer covering a particu- lar payment and then being reimbursed for it. In this case, though, the client who apparently reimbursed the expense was running for pres- ident and the money was paid just days before the election. That raises questions about whether Cohen’s law practice was functioning as a vendor for the campaign and the expense was therefore an unreported campaign expen- diture. If so, that could be legally problematic. 9 police injured in standoff, deadly explosion NORTH HAVEN, Conn. — A Connecticut woman’s call to police to report domestic vio- lence led to a standoff and explosion in a barn behind her home that left one person dead and nine officers injured, officials said today. The officers were being treated for non-life-threatening injuries after the Wednes- day night blast and the remains of one uniden- tified person were found in a building at the home in North Haven, State Police Trooper Kelly Grant said. Grant couldn’t confirm the identity of the body until an autopsy was completed, she said. The woman was not at the home when police arrived, but Grant declined to release her con- dition, saying it was part of the investigation. The owners of the property, Deborah and John Sayre, were going through a divorce, according to court records. North Haven Deputy Police Chief Jonathan Mulhern said a woman called police to report domestic violence and police tried for hours to coax the man outside. All nine officers remained hospitalized today. They were members of the regional tactical team, and included five from East Haven, three from North Haven, and one from Branford. Residents near the home said on the police department’s Facebook page that they heard the explosion and felt their own homes shake. SCHEDULE A - Charter Astoria/ Seaside - L - Charter Long Beach PHOENIX — Arizona lawmakers pulled an all-nighter early today to enact a budget that provides big raises for many of the state’s striking teachers, potentially ending the five- day walkout that kept more than a million pub- lic school students out of the classroom. The Senate passed the pay raises just before dawn, and Republican Gov. Doug Ducey immediately signed off on the plan to give teachers a 9 percent raise in the fall and 5 per- cent in each of the next two years. A 1 percent raise had already been approved, so the teach- ers will get a 20 percent overall increase over four years. The striking teachers, who are among the lowest-paid in the country, kept watch at the state Capitol all night, packing the House and Senate galleries during the debate and holding a candlelight vigil in a courtyard. Organizers of the strike had called for classes to resume today if the budget passed. But many large districts ended up canceling school for a sixth straight day. A decade of education cuts had sliced deeply into the Arizona schools. The funding package fell short of demands for more overall school funding. Teachers sought a return to pre-recession funding lev- els, regular raises, competitive pay for support staff and a pledge not to adopt any tax cuts until per-pupil funding reaches the national average. Ducey said in a statement that teachers had “earned a raise, and this plan delivers.” The pay increases will cost about $300 million for the coming year alone. The budget package also provides the state’s schools will a partial restoration of nearly $400 million in recession-era cuts, with a promise to restore the rest in five years. Germany vows to take tougher stance on migrant deportations BERLIN — Hundreds of German police officers raided a refugee shelter in the southern town of Ellwangen today, days after an angry mob of migrants prevented authorities from deporting a 23-year-old man from Togo. The massive police operation came as Ger- many’s top security official presented a new “master plan on migration.” Interior Minister Horst Seehofer vowed he would do everything he could to clamp down on illegal immigra- tion, speed up asylum procedures and deport rejected asylum-seekers as quickly as possible. “What happened (in Ellwangen) was a slap in the face of the law-abiding population,” Seehofer — who is well-known for his law- and-order stance — told reporters in Berlin. Bernhard Weber, deputy police chief in the town of Aalen near Ellwangen, said the big police operation was necessary because of the “unprecedented” situation officers had faced when they arrived to pick up the Togolese man. “They were massively prevented from doing so, violently, by about 150 to 200 Afri- can refugees,” Weber told reporters. Weber said a decision was taken to return early today to enforce the deportation of the man to Italy, which he passed through on his way to Germany. Under European Union rules, people have to apply for asylum in the first EU nation they enter. Four people including one police officer were taken to the hospital for injuries suffered during the raid Thursday, while eight others were treated by paramedics at the scene.
