HHS said it will favor programs for ado- lescents that “that do not normalize sexual risk behaviors, but instead clearly communicate the research-informed benefits of delaying sex or returning to a sexually risk-free status.” The two lawsuits, filed in U.S. District Court in Washington, D.C., contend that the HHS pol- icy violates terms of the Title X statute that Con- gress adopted with bipartisan support in 1970. The suits also contended that the policy was adopted without going through the proper pro- cess required for changing federal regulations. Associated Press Military plane crashes near airport in Georgia SAVANNAH, Ga. — An Air National Guard C-130 cargo plane crashed today near an airport in Savannah, Georgia, the Air Force said. There was no immediate word of injuries. The plane crashed at the intersection of two roads, the Chatham County Emergency Man- agement Agency said in a tweet. A photo tweeted by the Savannah Profes- sional Firefighters Association shows the tail end of a plane and a field of flames and black smoke as an ambulance stands nearby. Savannah/Hilton Head International Air- port said on social media that some flights were being affected though the crash happened off its property. The airport advised passengers to check with their airline for updated flight information. EPA security chief, Superfund head leave amid ethics probes Memo: Pruitt landlord’s husband sought EPA work for client WASHINGTON — The lobbyist whose wife rented a condo to Environmental Protec- tion Agency head Scott Pruitt at $50 a night sought EPA committee posts for a lobbying cli- ent, according to a newly released EPA memo. J. Steven Hart’s seeking those appointments from his wife’s former tenant, Pruitt, shows “the extent to which the special interests provid- ing him with gifts have sought specific favors from EPA in return,” said Rep. Frank Pallone of New Jersey, the senior Democrat on the House Energy and Commerce Committee. The memo makes for the latest in a months- long barrage of news reports and federal inves- tigations questioning spending and other actions at Pruitt’s EPA. Hart wrote the email Aug. 10 to Ryan Jackson, Pruitt’s chief of staff. “I want to highlight three candidates...who were nominated by our client, Dennis Treacy, the president of the Smithfield Foundation,” Hart wrote, suggesting appointments for the three to an EPA science advisory board. The foundation is an arm of Smithfield Foods Inc. of Virginia, known for its hams. Smithfield Foods paid at least $280,000 in lobbying fees in 2017 to Hart’s firm, and Hart was listed by name as representing Smithfield as its lobbyist when he wrote the email, according to federal lobby- ing records. Pruitt told Fox News in April that “Mr. Hart has no clients that had business before this agency,” but a spokesman for Hart subsequently acknowledged that Hart actually met with Pruitt in his office in July 2017 — about one month before Hart’s proposed nominations to discuss efforts to preserve the Chesapeake Bay. As girls arrive, Boy Scouts change name of flagship program NEW YORK — For 108 years, the Boy Scouts of America’s flagship program has been known simply as the Boy Scouts. With girls soon entering the ranks, the group says that iconic name will change. The organization today announced a new name for its Boy Scouts program: Scouts BSA. The change will take effect in February. Chief Scout Executive Mike Surbaugh said many possibilities were considered during lengthy and “incredibly fun” deliberations before the new name was chosen. “We wanted to land on something that evokes the past but also conveys the inclusive nature of the program going forward,” he said. “We’re trying to find the right way to say we’re here for both young men and young women.” The parent organization will remain the Boy Scouts of America, and the Cub Scouts — its program serving children from kindergarten through fifth grade — will keep its title, as well. But the Boy Scouts — the program for 11- to 17-year-olds — will now be Scouts BSA. The organization already has started admitting girls into the Cub Scouts, and Scouts BSA begins accepting girls next year. The program for the older boys and girls will largely be divided along gender lines, with single-sex units pursuing the same types of activities, earning the same array of merit badges and potentially having the same pathway to the coveted Eagle Scout award. planning policy to stress abstinence and poten- tially limit counseling for adolescents. The target of both lawsuits is a set of guide- lines and priorities announced in February by the Department of Health and Human Services for the next round of Title X grant applications, SCHEDULE WASHINGTON — The two top officials in charge of security and toxic-waste cleanups at the Environmental Protection Agency have abruptly left their jobs, days after EPA admin- istrator Scott Pruitt told lawmakers that his subordinates were to blame for alleged ethical lapses that have prompted more than a dozen federal investigations of the agency. In statements Tuesday, Pruitt praised the two men — security chief Pasquale “Nino” Perrotta and Albert Kelly, a former Oklahoma banker who ran the EPA’s Superfund program — and gave no reason for their unexpected departures. Perrotta is due to appear today for a tran- scribed interview by staffers of the House Oversight Committee, one of the congressio- nal bodies and federal agencies that are prob- ing reported excessive spending by Pruitt and other issues at the agency. Committee aides said Perrotta’s resignation was not expected to derail his appearance. EPA spokesman Jahan Wilcox said the two men’s departures were unrelated to the ongoing federal investigations, and said the agency was fully cooperating with the congressional probe, led by House Oversight Chairman Rep. Trey Gowdy, a South Carolina Republican. Pruitt’s spending on security, and some of the security contracts with Perrotta, are among the topics of the federal probes involving the EPA under Pruitt, a former Oklahoma attor- ney general. Pruitt, an ardent advocate of min- imizing regulation who moves in conservative political circles, evangelical Christian ones, and business groups, has survived the kind of scandals that have brought down several other Cabinet appointees of President Donald Trump. On Tuesday, The Washington Post reported that a Pruitt trip to Morocco last December was partly arranged by a longtime friend and lobby- ist, Richard Smotkin, who last month received a $40,000-a-month contract with the Moroc- can government to promote its cultural and economic interests. The trip, which has drawn scrutiny from federal watchdogs, cost more than $100,000, more than twice the amount previously estimated, the Post said.
