5A THE DAILY ASTORIAN • WEDNESDAY, APRIL 25, 2018 WORLD IN BRIEF Mixed signals from Trump on VA nominee as allegations build Associated Press Macron tells Congress of ‘special’ US-French bond WASHINGTON — French President Emmanuel Macron drew today on the “shared bond” of U.S.-French relations to call for a rejection of isolationism and instead for the countries to bond together anew for a 21st cen- tury security. Macron opened a joint meeting of Congress, saying “the American and French people have had a rendezvous with freedom.” Speaking almost directly to President Donald Trump, Macron quickly turned to the top issues of Syria, free trade and the Paris accord on cli- mate change — issues where he and Trump dis- agree — as he urged the United States not to retreat from world affairs, but to embrace its his- toric role as a military leader of world affairs. “We are living in a time of anger and fear because of these current global threats,” Macron told lawmakers. “You can play with fears and angers for a time, but they do not construct anything.” With a nod to great American leaders, includ- ing former President Franklin Roosevelt, he warned against sowing seeds of fear. In recounting common bonds from the ear- liest days of the United States, Macron talked about a meeting between Ben Franklin and the French philosopher Voltaire, “kissing each oth- er’s cheeks.” In an apparent reference to his friendly meet- ings this week with Trump, he said, “It can remind you of something.” Macron was speaking as part of his visit to the United States. It’s the first time a president from France has addressed Congress in more than a decade, but follows a tradition of foreign leaders appearing at the U.S. Capitol. Trump seems likely to win travel ban case at Supreme Court WASHINGTON — President Donald Trump appears likely to win his travel ban case at the Supreme Court. Chief Justice John Roberts and Justice Anthony Kennedy both signaled support for the travel policy in arguments today at the high court. The ban’s challengers almost certainly need one of those two justices if the court is to strike down the ban on travelers from several mostly Muslim countries. Justice Sonia Sotomayor was the most aggressive questioner of Solicitor General Noel Francisco in his defense of the Trump policy, and the three other liberal justices also raised questions about it. The justices voted in December to allow the policy to take full effect pending their full con- sideration. Today was the first time they took it up in open court. The Trump administration is asking the court to reverse lower court rulings that would strike down the ban. The Supreme Court is considering whether the president can indefinitely keep people out of the country based on nationality. Toronto van attack suspect may have felt anger against women TORONTO — A chilling Facebook message posted before a van plowed onto a crowded Toronto sidewalk has raised the possibility the suspect in the attack nursed grudges against women, and it is bringing back memories of a 1989 massacre of 14 women that remains one of Canada’s most traumatic acts of violence. A crowd gathered late Tuesday in Toronto’s North York community to pay their respects to the van victims at a makeshift memorial of roses, candles and messages of condolence. Earlier in the day, the 25-year-old suspect, Alek Minassian, was charged with first-degree murder in the deaths of 10 pedestrians mowed down by a rented van that he sent careening along a mile of a busy walkway. Fourteen others were injured. The gender issue arose because of what police called a “cryptic” Facebook message posted by Minassian just before the incident that suggested he was part of an online community angry over their inability to form relationships with women. The now-deleted post saluted Elliot Rodger, a community college student who killed six people and wounded 13 in shooting and stabbing attacks near the University of California, Santa Barbara, in 2014. Judge deals big setback to Trump on ‘Dreamers’ program SAN DIEGO — A federal judge ruled that the Trump administration must resume a pro- gram that has shielded hundreds of thousands of young immigrants from deportation, but gave it 90 days to restate its arguments before his order takes effect. Police say Travis Reinking, 29, killed four people and wounded four others with an AR-15 rifle Sunday as he stormed the restaurant in Nashville wearing nothing but a green jacket. But Reinking had exhibited erratic behavior for years before the shooting. Darlene Sustrich, who co-owns a Colorado crane company where Reinking once worked, said they got a call from the Secret Service after he refused to leave a restricted area at the White House last July. “We told them, ‘Hang onto him if you can. Help him if you can,’” Sustrich said. Reinking has been charged with four counts of criminal homicide. And a tweet from the Metro Nashville Police Department said he also faces four counts of attempted murder and one count of unlawful possession in the commission of a violent felony. It said it was forced to act because Texas and other states threatened to sue, raising the prospect of a chaotic end to the program. WASHINGTON — His nomination in peril, Veterans Affairs nominee Ronny Jackson fought to convince lawmakers of his leadership abili- ties as more details of accusations against him emerged, ranging from repeated drunkenness to a toxic work environment as he served as a top White House doctor. President Donald Trump sent mixed signals about his choice to lead the sprawling veterans’ agency, suggesting during a White House news conference that Jackson may want to withdraw because of unfair scrutiny. But the president pri- vately urged his nominee to keep fighting to win Senate confirmation, and Jackson showed few signs of backing down. A 2012 report by the Navy’s Medical Inspec- tor General found that Jackson and a rival phy- sician exhibited “unprofessional behaviors” as they engaged in a power struggle over the White House medical unit. It found a lack of trust in the leadership and low morale among staff mem- bers, who described the working environment as “being caught between parents going through a bitter divorce.” The inspector general report included no ref- erences to improper prescribing of drugs or the use of alcohol, separate allegations revealed by a Senate committee. Jackson declined to answer reporters’ ques- tions about those allegations and gave no indi- cation he would withdraw. The White House disputed that he had improperly administered medication, saying the medical unit passed reg- ular audits by the Controlled Substance Inven- tory Board. After the Senate Veterans Affairs Commit- tee abruptly postponed his confirmation hear- ing, which had been set for today, Jackson vis- ited lawmakers to assure them he was fit to lead the VA.
