Emergency personnel sta- bilized Hicks and used ropes to lower him to a barge on Youngs Bay. The first conviction was dismissed after he completed a diversion program. “The new crime involved intoxication as well,” Chief Deputy Dis- trict Attorney Ron Brown said in court Wednesday. Stineman was released soon after his arrest due to jail overcrowding but has been wearing an ankle bracelet. An early resolu- tion conference has been scheduled for February.
