Although officials said Trump would again delay action on his oft-repeated campaign prom- ise to move the U.S. Embassy in Israel to Jeru- salem from Tel Aviv, his decision to recognize Jerusalem as Israel’s capital risks infuriating the Muslim world, and potentially sparking protests that could fray American alliances in the world’s most volatile region. Trump administration officials cast the pres- ident’s impending announcement as a simple acknowledgement of the “historical and current reality” of Jerusalem, which Israel effectively controls but whose status has been contested for centuries. But any presidential pronounce- ment, even couched as Trump’s personal opin- ion, breaks from Washington’s painstakingly maintained position of neutrality, which has held that the city’s ultimate fate must be determined through Israeli-Palestinian negotiation. Ahead of Trump’s White House speech, Arab and Muslim leaders spoke about the potential for violence. In Gaza, hundreds of Palestinian pro- testers burned American and Israeli flags. They also waved Palestinian flags and banners pro- claiming Jerusalem as their “eternal capital,” lan- guage that Israelis similarly use. Even America’s closest allies in Europe ques- tioned the wisdom of Trump’s radical departure from past U.S. positions. Trump faced a dead- line this week on whether to move the U.S. Embassy to Jerusalem, not on stating his view or his nation’s on whether Jerusalem should be con- sidered the Israeli capital. Temporary OK for travel ban puts focus on hearing today SEATTLE — The U.S. Supreme Court’s decision allowing President Donald Trump’s third travel ban to take effect — at least for now — has intensified the attention on a legal show- down this afternoon before three judges in Seat- tle who have previously been cool to the admin- istration’s efforts. Ninth U.S. Circuit Court of Appeals Judges Ronald Gould, Richard Paez and Michael Haw- kins are scheduled to hear arguments in Hawaii’s challenge to the ban, which restricts travel to the United States by residents of six mostly Mus- lim countries and has been reviled by critics as discriminatory. The same panel unanimously ruled against Trump’s second travel ban, saying the president had not made a showing that allowing travelers from the listed nations would harm American interests. New blaze erupts in tony Bel-Air area of Los Angeles VENTURA, Calif. — A dangerous new wild- fire erupted in the tony Bel-Air area of Los Ange- les early today as firefighters battled three other destructive blazes across Southern California. Flames exploded before dawn on the steep slopes of the east side of Sepulveda Pass, which carries heavily traveled Interstate 405 through the Santa Monica Mountains where ridge tops are covered with expensive homes. At least two could be seen burning. Hundreds of firefighters battled flames on the ground as aircraft dropped water and retardant near neighborhoods on the east side of the pass. Commuter traffic snarled in the pass and beyond. Hundreds of homes burned in the area during the famous Bel-Air Fire of 1961. The Getty Cen- ter art complex, on the west side of the pass, employs extensive fire protection methods. Its website says it was closed to protect its collec- tion from smoke. Elsewhere, use of firefighting aircraft has been constrained by the same winds that have spread the fires. The planes and helicopters essential to tam- ing wildfires have been mostly grounded because it’s too dangerous to fly them in the strong wind. Tuesday saw gusts of over 50 mph. Commanders hoped to have them back in the air today to battle flames that spurred evacuation orders for nearly 200,000 people, destroyed nearly 200 homes and remained mostly out control. Putin said today his government will allow Russians to compete as neutral athletes at the upcoming games in South Korea. The International Olympic Committee has banned the Russian team from the games as pun- ishment for doping violations at the 2014 Sochi Olympics. The IOC, however, plans to invite individual Russians to compete under the Olym- pic flag. “Without any doubt we will not declare any kind of blockade,” Putin said in televised remarks after launching his re-election campaign at an automobile factory. “We will not block our Olympians from taking part, if any of them wish to take part as individuals. “They have been preparing for these compe- titions for their whole careers, and for them it’s House conservatives show openness to bill averting shutdown WASHINGTON — Hard-right House con- servatives signaled an openness today to back- ing a short-term spending bill this week, rais- ing the odds that Congress will pass the measure and prevent a partial government shutdown on Saturday. “We’ve got to get across the finish line on tax reform,” Rep. Mark Meadows, R-N.C., leader of the House Freedom Caucus, told reporters after the group met privately early today. “Any dis- traction from that is a problem.” Asked if a fed- eral shutdown would be a problem, he said, “Of course.” Top Republicans plan to push legislation through Congress this week financing federal agencies through Dec. 22, a period that would allow time for both parties to bargain over long-term budget decisions and other issues. Government closures would begin at midnight Friday night unless lawmakers approve more money. The roughly 30-member caucus has been try- ing to win promises of tight budget curbs and other concessions from leaders in exchange for backing the short-term bill. Without support from many of them, Republicans would need votes from Democrats to push the temporary spending measure through the House, and Democrats have not said what they will do. Kirsten Gillibrand, D-N.Y., Patty Mur- ray, D-Wash., Claire McCaskill, D-Mo., Mazie Hirono, D-Hawaii, Kamala Harris, D-Calif., and Maggie Hassan, D-N.H., all called on Franken to step down. The demands came in rapid succession after Franken vehemently denied a new sexual mis- conduct accusation that came from a former Democratic congressional aide that he tried to forcibly kiss her after a taping of his radio show in 2006. The Minnesota Democrat said in a statement that the allegation, reported by Politico, was “cat- egorically not true.” The woman, who was not identified by name, said Franken pursued her after her boss had left and she was collecting her belongings. She said she ducked to avoid his lips, and that Franken told her: “It’s my right as an entertainer.” Franken, in his statement, said the idea he would claim such conduct as a right as an enter- tainer was “preposterous.” But the tide quickly turned against Franken today. Fellow Democrats had previously been cautious and respected Franken’s right to cooper- ate with an ethics probe. But the steady stream of allegations has female Democrats fed up. LOS ANGELES — The nation’s homeless population increased this year for the first time since 2010, driven by a surge in the number of people living on the streets in Los Angeles and other West Coast cities. The U.S. Department of Housing and Urban Development released its annual Point in Time count today, a report that showed nearly 554,000 homeless people across the country during local tallies conducted in January. That figure is up nearly 1 percent from 2016. Of that total, 193,000 people had no access to nightly shelter and instead were staying in vehi- cles, tents, the streets and other places considered uninhabitable. The unsheltered figure is up by more than 9 percent compared to two years ago. Increases are higher in several West Coast cities, where the explosion in homelessness has prompted at least 10 city and county govern- ments to declare states of emergency since 2015. City officials, homeless advocates and those living on the streets point to a main culprit: the region’s booming economy .
