Seaside School District reported 96 students as home- less last school year, more than 60 percent higher than the rate in 2015-16 and more than dou- ble the rate in 2014-15. The district surpassed Astoria’s 81 reported homeless students for the first time in at least several years, despite having 15 per- cent fewer students overall. Astoria experienced a small drop in homelessness, from 92 in 2015-16 to 81 last year. Knappa’s count of home- less students went from six to 22 between 2015-16 and last school year. All the stu- dents were reported as shar- ing housing with others. Knappa Superintendent Pau- lette Johnson said there has been an increase of grandpar- ents, aunts, uncles, foster par- ents and others taking care of them. “We are also doing a good job of identifying more stu- dents through questioning on enrollment and identify- ing more students who really need services but may not tell us initially that they are home- less,” she said. WORLD IN BRIEF Associated Press GOP, Democratic senators back bill to bolster FBI gun checks WASHINGTON — Republican and Dem- ocratic senators have joined forces on legisla- tion to strengthen the FBI database of prohib- ited gun buyers after the Air Force failed to report the criminal history of the gunman who slaughtered more than two dozen people at a Texas church. Congress has taken no steps on guns in the weeks after deadly shootings in Las Vegas and Sutherland Springs, Texas. The bill, which has the backing of the Senate’s No. 2 Republican, John Cornyn of Texas, would ensure that federal agencies, such as the Defense Department, and states accurately report relevant criminal infor- mation to the FBI. The Air Force has acknowledged that the Texas shooter, Devin P. Kelley, should have had his name and domestic violence conviction submitted to the National Criminal Information Center database. The bill would penalize federal agencies that fail to properly report required records and rewards states that comply by providing them with federal grant preferences. Cornyn said agencies and state governments have for years failed to forward legally required records without consequences. Democratic Sen. Chris Murphy of Connecti- cut, a fierce proponent of gun restrictions, said much more needs to be done on the issue of gun violence, but he believes the bill will help ensure that thousands of dangerous people are prevented from buying guns. The measure’s prospects in the Senate are unclear despite Cornyn’s backing, and it faces an uncertain future in the GOP-run House. GOP pushes tax bill toward House OK, Senate faces problems WASHINGTON — Republicans drove a near $1.5 trillion tax overhaul toward House passage today, even as Senate GOP dissenters emerged in a sign that party leaders had prob- lems to resolve before Congress could give President Donald Trump his first legislative triumph. Trump was heading to the Capitol for a pep rally with House Republicans, shortly before the chamber was expected to approve the mea- sure over solid Democratic opposition. There were just a handful of GOP opponents in the House, unhappy because the measure sharply curbs deductions for state and local taxes, but all agreed that passage seemed certain. Like a similar package nearing approval by the GOP-led Senate Finance Committee, most of the House measure’s reductions would go to business. Both bills would slash the 35 percent corporate tax rate to 20 percent and reduce levies on millions of partnerships and certain corporations, including many small businesses. Personal income tax rates for many would be reduced though some deduc- tions and credits would be reduced or elimi- nated, but in the process projected federal defi- cits would grow by $1.5 trillion over the coming decade. As the House debated its measure, Demo- crats called the measure a gift tilted dispropor- tionately toward corporations and the wealthy that would leave millions of people actually paying higher taxes. Republicans said that aver- age taxpayers across all income groups would get tax reductions. On Wednesday, Sen. Ron Johnson of Wis- consin became the first Republican senator to say he opposes his party’s tax package, though he didn’t rule out coming on board if changes were made. Republicans controlling the Senate 52-48 can approve the legislation with just 50 votes, plus tie-breaking support from Vice President Mike Pence. With solid Democratic opposition likely, that means they can lose just two GOP votes. Besides Johnson, Republican Sens. Susan Collins of Maine, Jeff Flake and John McCain of Arizona, Bob Corker of Tennessee and Lisa Murkowski have yet to commit to backing the tax measure. Radio anchor says Franken forcibly kissed her amid USO tour ST. PAUL, Minn. — Minnesota Sen. Al Franken apologized today after a Los Ange- les radio anchor accused him of forcibly kiss- ing her during a 2006 USO tour and of posing for a photo with his hands on her breasts as she slept. Leeann Tweeden posted the allegations on the website of KABC, a Los Angeles radio sta- tion where she now works as a news anchor for a morning radio show. Tweeden joined the then-comedian on one of several trips to enter- tain troops in December 2006 when Franken told her he wrote a skit for the pair that included a kiss. Many of the 17 escapes between 2010 and this year happened when a patient broke “cur- few” and didn’t return from the Hawaii State Hospital after being allowed to leave for a period of time, according to information obtained by The Associated Press from police and the state Department of Health. In the case of Randall Saito, the 59-year-old man left the hospital on Sunday, took a taxi to a chartered plane bound for the island of Maui and then boarded another plane to San Jose, Califor- nia, police said. He was captured Wednesday morning in the city of Stockton after authorities got a tip from a taxi driver. Saito was committed to the hospital outside Honolulu in 1981 after he was found not guilty by reason of insanity in the shooting and stab- bing death of a woman, whose body was found in her car at a mall. He was permitted to roam the hospital grounds with an escort, but he did not have permission to leave the hospital cam- pus without supervision. It took the hospital at least eight hours to notify law enforcement that Saito was missing. Seven hospital employees have been placed on unpaid leave as the investigation continues. Neighbor shot by California gunman lived in fear of him RANCHO TEHAMA RESERVE, Calif. — One of the first victims of a Northern Califor- nia gunman told a judge earlier this year that she and her family lived in fear of him because he was violent and unpredictable, firing off guns at all hours and threatening her with “all kinds of perverted things.” A sheriff’s deputy on April 1 handed Kevin Janson Neal a court order to stay away from his neighbor, Hailey Suzanne Poland, and her fam- ily, and barred him from possessing guns. Records show Neal certified that he surren- dered his weapons in February, but Tehama County Assistant Sheriff Phil Johnston said they had recovered two illegal homemade assault rifles and two handguns registered to someone else. On Tuesday, Neal shot and killed the 34-year- old woman before embarking on what authori- ties called a “murderous rampage” through a neighborhood in Tehama County about 130 miles north of Sacramento. Neal killed five people and wounded at least eight others before sheriff’s deputies fatally shot him during a gun battle, Johnston said. Zimbabwe calm as Mugabe is urged to go peacefully HARARE, Zimbabwe — President Rob- ert Mugabe of Zimbabwe was shown meet- ing today with the army commander who put him under house arrest, as negotiations with a South African delegation and a Catholic priest at the state house pushed for a resolution to the political turmoil and the likely end to Mugabe’s decades-long rule. South Africa President Jacob Zuma, speak- ing in parliament, said the political situation “very shortly will be becoming clear.” Seizing on the political limbo to speak out, civil society groups and opposition leaders urged Mugabe to step aside after 37 years in power and for the country to transition into free and fair elections. Mugabe has been in military custody, reportedly with his wife, since the army stepped in overnight Tuesday. There was no sign of for- mer Vice President Emmerson Mnangagwa, whose firing last week angered supporters in the military amid widespread concern that unpop- ular first lady Grace Mugabe would take his place. I shouldn’t have done it.” Speaking on her radio show this morning, Tweeden said she didn’t come forward with the allegations sooner because she feared her career, including a stint as a swimsuit model, would lead others to discount her story. “I felt belittled. I was ashamed. I’ve had to live with this for 11 years,” she said on-air. “Somehow it was going to be my fault.
