Head-on crash leaves
man in stable condition

A man was in stable con-
dition at a Portland hospital
after a head-on crash on U.S.
Highway 30 Friday night.
Anthony Bubar Sr., 39,
of St. Helens, was driving a
blue 1993 Oldsmobile west-
bound near the John Day
River bridge at about 7:45
p.m. when it crossed into
the eastbound lane. The car

Seaside City Council issues bonds for
$15M convention center renovation plan

SEASIDE — In June, the
city put the financial frame-
work in place for renovation
of the Seaside Civic and Con-
vention Center. Bonds for the
convention center renovation
will be sold for $15 million,
then transferred to construc-
tion funds.
On Monday night, the City
Council unanimously voted
to authorize issuance of those
bonds. The bonds will be paid
back by an increase in the
city’s lodging tax, approved
last November.
“This is the next big step in
the project,” Mayor Jay Bar-
ber said.
The project will add about
10,000 square feet to the
62,000-square-foot facility,
and renovate more than 13,000
square feet of the space.

“This signals to the finan-
cial market that you are going
to be out there and issue those
bonds,” City Manager Mark
Winstanley said. “It also
instructs staff to tell the public
the council is looking to issue
$15 million of bonds, and if
they have questions they can
refer those questions to the
council.”

This fall, the convention
center added O’Brien and
Co. Construction to the proj-
ect team.
The renovation’s design
phase could take six months
Authorities are still look-
ing for suspects in a robbery
and shooting that occurred in
Seaside early Sunday morn-
ing, but believe it was an iso-
lated incident.
A 36-year-old Washing-
ton state man was taken to
Columbia Memorial Hospital
following the incident inside
a room at the Beachside Inn
at about 2 a.m. He was then

“Thank you for the sale of
the bonds,” Russ Vandenberg,
general manager of the con-
vention center, said Monday.
“It’s very exciting to move
forward with this project.
It’s going along very nicely
as we are entering the design
phase.”
Vandenberg plans to pres-
ent an update on construction
progress at the council’s Nov.
27 meeting.
In addition to the renova-
tion, he said, the convention
center has updated its website
at seasideconvention.com.
“It’s refreshed. It’s inter-
active. It’s beautiful,” Van-
denberg said. “It’s got many
features the other site didn’t
provide.”

flown to a Portland-area hos-
pital, where his condition has
since been upgraded.
“Police believe the victim
and suspects had made con-
tact prior to the robbery and
shooting and this was not a
random act,” according to a
Seaside police press release.
Because the investiga-
tion is ongoing and they do
not believe the suspects are
a threat to the community,
police have not disclosed the
names of those involved.

Both vehicles came to a stop
on the eastbound shoulder.
Bubar Sr. was rescued by
firefighters from the vehicle
and taken to Columbia Memo-
rial Hospital before moving to
Oregon Health & Science Uni-
versity Hospital. The driver of
the freightliner was uninjured.
Oregon State Police is
still investigating the crash,
but it believes that alcohol
was a contributing factor, Lt.
Mark Duncan said.
