4A THE DAILY ASTORIAN • TUESDAY, OCTOBER 31, 2017 Heights: Nearby homes have sold Lindstrom: The school district is in the range of $350,000 to $450,000 undergoing a facilities assessment Continued from Page 1A Continued from Page 1A Some lots may be ready for development almost immedi- ately, according to geologist Tom Horning, who has studied neighboring properties. But buyers are advised to beware, as lots require a geo- logic study before Seaside will grant a building permit. Some sites could pres- ent hazardous footing, caus- ing properties to slide, Horn- ing said. Horning, who is also a member of the City Coun- cil, said foundations must be prepared correctly. Put rock down instead of clay-rich soil, he said. “If not, it could set- tle. A house could creep down- hill and slowly deform over a number of years.” The board pointed to Lind- strom’s experience with con- struction and facilities, along with the research on the dis- trict he seemed to do before the interviews, for why they picked him. Helligso, a con- tractor, had the most build- ing experience. The school district is undergoing a facili- ties assessment and preparing for a possible school improve- ment bond measure next year. “I liked several, but for me, Matthew hit everything,” Oser said. An Astoria native, Lind- strom has children in Asto- ria Middle School and Lewis Realty Marketing/Northwest Aerial view of the Heights at Thompson Falls. and Clark Elementary School. Since leaving the Army in 2000, Lindstrom has worked as a security officer, plumber and reserve police officer. He joined the hospital as a facil- ity engineer in 2011 and now oversees the campus and sup- port services. “That citizenship piece is something I think I’ve had missing since I’ve left the military, kind of the desire to serve, to kind of give back to the community in a bigger, more meaningful way,” Lind- strom said. He touted his experience overseeing maintenance, safety, security and regula- tory compliance at the hos- pital, and his involvement in the strategic plans of multi- ple departments. Asked about the challenges facing the school district, he pointed to chronic absenteeism among students, safety and security in schools, the seismic stabil- ity of buildings and providing quality programs with limited funding. Looking at the back- grounds of other board mem- bers, Lindstrom said, he feels like he can fit in well with his specialty in facilities and con- struction. “I just want to be able to contribute in a mean- ingful way,” he said. Lindstrom will face his first election in May 2019. Recession hit hard The auction sales come after foreclosure on the prop- erties in the southern end of the subdivision known as the Heights at Thompson Falls, located off Lewis and Clark Road and along Thompson Falls Drive. The eight bank-owned lots are on a hillside in the north- east section of Seaside, east of U.S. Highway 101 and south of Thompson Falls Drive. There are a total of 20 home sites at the Heights at Thomp- son Falls subdivision. Six homes at the subdivi- sion have been built, and two are under construction. John Rosenthal, president and principal Oregon broker of Realty Marketing/Northwest, said the properties were fore- closed on in the aftermath of the recession. Market value for simi- lar nearby lots ranges from $47,400 to nearly $86,000, he said. Premier Community Bank, the owners of the property, are offering a 50 percent down payment over five years at 5.75 percent interest to quali- fied buyers, Rosenthal said. k r e u y T B u c k s Help families in your community have a great holiday! ‘Cover your bases’ Lot sizes begin at about 6,800 square feet with a pub- lished reserve of $35,000. A property of nearly 60,000 square feet begins at auc- tion with a $59,500 published reserve. The land is zoned low-density residential with a planned development overlay. Nearby homes have sold in the range of $350,000 to $450,000, Rosenthal said. Gas, phone, sewer, water and cable serve the home sites, and each lot has frontage along Thompson Falls Drive. For now, the eight sites offer potential homeown- ers and builders an enticing opportunity. But it’s a matter of “buyer beware,” Horning said. “I’ve seen through example how not to do it.” The process of evaluat- ing the property is “interpre- tive work” with slope consid- erations, geometry issues and historical data to consider, he said. “Cover your bases,” Horn- ing said. “It could cost so much to build, if you put enough money into a project, you could make it work. But you don’t want to put in $500,000 for foundations for a $400,000 house. It doesn’t pan out.” Sealed bids for the proper- ties are due Nov. 15.
